  • MEDICATION

    If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

    Observation. Medical administration form with instructions for administration was not available for review. The Manager said the medication has not been administered at the facility.

    Corrective action. Submit a corrective action plan.

  • OR SUPERVISION

    A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

    Observation. Licensing observed a child walk out of the GCC (30 mos to SA) classroom into the foyer of the facility. The child had access to the front door of the facility. Licensing returned the child to the classroom and the staff were not aware that he left the room. The Manager said the child leaves the classroom, but not often. The Manager put a child lock on the door handle and stated the child is able to open the child lock. A discussion was had to install a door bell or chime system so staff are alerted that the door is open.

    Corrective action. Submit a corrective action plan.

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. Licensing observed the following: - Insufficient food and water in the event of an emrgency - Insufficient first aid kit supplies This is noted as a repeat contravention.

    Corrective action. Submit a corrective action plan.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed the following: - Baseboards in the 3-5 room are being secured to the wall with tape - Soap dispenser used by the children is broken - A lightbulb is missing from the bathroom vanity light - A lightbulb is no longer working from the bathroom vanity light - Chipped paint all over the classroom, exposing the drywall posing as a hazard for the children. - High touch areas in the childrens bathroom (i.e. door, door handles and casing around door) are covered in dirty fingerprints.

    Corrective action. Ensure the facility is clean and in good repair.

    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

    Observation. Licensing observed the following: - Garbage bins used in the bathrooms, around the classrooms and in the outdoor play space have no lids - A pile of childrens bedding all stored together in a large tote - No papertowel in the children's bathrooms to dry their hands

    Corrective action. - Ensure all garbages have a lid to prevent children from accessing/touching any soiled diapers, gloves, used tissues etc. - Ensure children's bedding is stored individually to prevent the spread of bacteria and diseases - Ensure there is a proper system for handwashing

  • During an investigation or inspection, a person must not do either of the following: (b) withhold, conceal or destroy any records or information relevant to the investigation or inspection or required by the medical health officer.

    Observation. The manager informed licensing that they had reviewed video footage of care being provided to children and they did not witness anything of concern. The manager later acknowledged that they did not fully review the footage and only skipped through 20 minutes of it.

    Corrective action. There has been a change in manager at the facility. A corrective action plan will be submitted to Licensing.

    Observation. The police reviewed the video footage and have recommended assault charges against two staff.

    Corrective action. The manager informed Licensing that the two staff involved in the investigation are no longer employed at the facility. A further corrective action plan is to be submitted by the Licensee contact.
