  Observation. Plastics bags left in a container located on a lower shelf in the bathroom. The plastic bags are accessible to the children.

  Observation. The following was observed: - 1 child was not signed out or in. Corrected during the inspection. - No record indicating whether children were absent.

  Corrective action. Submit a corrective action plan.

  Observation. A care plan was not developed in consultation with the parent or any person requested by the parent for a child requiring extra support.

  In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.

  Observation. Records for 1 child in care was not available for review. The staff said the child's file was upstairs in the owners living quarters. This is noted as a repeat contravention.

  Corrective action. Submit a corrective action plan.

  Observation. A selection of staff files were reviewed. Out of the 4 reviewed: - A record of the person's work history was not obtained for one employee,

  Observation. A selection of staff files were reviewed. Out of the 4 reviewed: - Immunization status was not obtained for one employee.

  Corrective action. Ensure staff files are complete.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed the pathway from the driveway to the front door of the facility has become very slippery. There is also a small sloped area where the Manager said has become a slipping hazard for the children.

  Corrective action. Ensure the pathway is fixed to prevent slipping.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed children's beds stored together and the bedding touching, causing a hazard for the spread of communicable diseases and bacteria.

  Corrective action. Ensure children's beds are stored in a manner to prevent the spread of diseases and bacteria.

  A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

  Observation. Licensing observed one staff certificate not posted. This is noted as a repeat contravention.

  Corrective action. Ensure all staff who hold an Early Childhood Educator certificate, have their certificate posted.

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. Licensing observed the following: - Fire Extinguisher has not been serviced annually - Expired food and water in the emergency supplies. This is noted as a repeat contravention. - Insufficient emergency supplies. This is noted as a repeat contravention.

  Corrective action. Ensure there is a system to implement your emergency plan.

• RECORDS AND REPORTING

  In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.

  Observation. 2 children's files were not available for review, therefore Licensing could not determine if ages and numbers were in compliance. The staff said she was notified the children were enrolled but had not attended. Licensing noted in the attendance record, these 2 children attended the facility in the last 2 months. The Manager informed Licensing via email these files were locked away as they contained missing information.

  Corrective action. Ensure all records are available for review upon request.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.

  Observation. A selection of staff files were reviewed, out of the 4 reviewed, 1 file did not contain copies of any diplomas, certificates or other evidence of the person's training and skills.

  Corrective action. Ensure staff files are complete.

  A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

  Observation. Licensing observed the following: - A staff who with an expired First Aid certificate - A staff with no First Aid and CPR training

  Corrective action. Ensure all staff have a current and valid First Aid and CPR certificate.

  Observation. A selection of staff files were reviewed, out of the 4 reviewed, 3 files not did contain verified references.

  Corrective action. Ensure all character references are verified.

  Corrective action. Ensure criminal record checks are site specific.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. LO observed and discussed the following with the Manager: Outdoor Play Area: -Fence and posts getting weak and need appropriate maintenance to address damages and wood rot of the fence; one gap larger than 9 cm on the fence poses entrapment hazard. - Wooden planks of various sizes with many nails sticking out are stored by the fence area within the outdoor area and accessible to children. The manager stated that these materials are for building children's outdoor equipment. LO discussed about making these items to be stored out of children's reach. - The door leading to the house was unlocked accessible to the children.

  Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

  A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

  Observation. Cleaning solutions used to sanitize and disinfect, i.e. bleach and water mixture is prepared weekly not daily.

  Corrective action. Ensure that bleach solution used for sanitizing and disinfecting is made is daily.

  Observation. 3 children's files were reviewed; 1 child's medical insurance plan number was missing.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed 2 wall heaters that were set to a temperature of 20 degrees celcius. Licensing touched one of the heaters and the metal was extremely hot. While the Manager tried to cover one heater with a child size chair and another with a shelf, children still have access to them and the heater could potentially cause a burn. This was discussed with the Manager during the Licensing process.

  Corrective action. Ensure a healthy and safe environment is provided at all times.

  A licensee must ensure that children are not (c) left unsupervised while consuming food or drink.

  Observation. Licensing observed 2 young children going down for a nap with their milk bottles. The Manager did not stay in the room, however mentioned generally she stays in the room with the children while they drink their milk.

  Corrective action. Ensure children are not left unsupervised while consuming food or drink.

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. Emergency supplies are insufficient to implement the emergency plan.

  Corrective action. Ensure there are sufficient emergency supplies for all children and staff to respond to and recover from any emergency.

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

  Observation. There is no record of a fire drill being implemented since children have been enrolled in the facility as of October 2022.

  Corrective action. Ensure there is a record respecting compliance with the emergency training and equipment.

  Observation. 2 children's files were reviewed. 1 file did not contain a pre-payment agreement.

  Corrective action. Ensure there is a record of repayment agreements on file.

  Corrective action. Ensure there are accurate records showing the daily attendance record, indicating for each day whether the chil was absent or present and the time of arrival and departure.

  Observation. 3 children's files were reviewed. 2 files did not contain information for a medical practioner.

  Corrective action. Ensure a record showing the name and telephone number of a medical practioner is on file.

  Observation. Licensing noted 2 children who attended the facility in October. Both children's files were not available for review. Due to the files not being available, Licensing could not determine whether the facility was in compliance with ages in October.

  Corrective action. Ensure all records are produced to Licensing.

  Observation. 2 children's files were reviewed. 1 did not contain information for an alternate pick-up.

  Observation. The Manager's ECE Validation was not available for review.

  Corrective action. Ensure employees that hold an educator or assistant certificate have their certificate verified through the ECE Registry.
