A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following: - The bottom part of the cabinetry and sink area in the bathroom/diaper change table has now become porrous making the surface hard to clean and sanitize. - Latch on the infant door leading to the diaper change area is broken
Corrective action. Submit a corrective action plan.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - Some food in the emergency kit has expired and some is coming to expire - Several outdoor equipment has mold growing from the winter months. The Manager and Licensee contact stated this will be cleaned within the coming weeks. - The sandbox contains moldy sand. The Manager said fresh sand will be delivered in the coming weeks. - There are 2 tree stumps that contain rotting wood being stored in the corner of the playground - A broken silver table/chair is being stored in the outdoor play space - A yellow and green rocker/swing that is no longer being used is wrapped around the playground - There is insufficient clearance around a toy rocket ship slide. The Manager turned the equipment to create sufficient clearance.
Corrective action. Ensure a healthy and safe environment within the facility.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following in the outdoor play space: - There is a shared pathway in the outdoor play space that is used by the tenants above the child care facility. Licensing observed alcohol bottles stored in the entrance to the above unit which are accessible to the children. Licensing also observed a large dog accessing the outdoor play space. The Licensee contact met Licensing on site to discuss this matter and a compliance plan will be submitted to Licensing.
Corrective action. Ensure all hazardous objects and substances are kept away from the children. Create a secured area where tenants living above have no access to the facility.
11200 - CCLR s.17 - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility. Observation (CORRECTED DURING INSPECTION): Licensing noted 1 educators certificate was not posted.
Corrective action. Ensure all staff who are present at the facility have posted their educator certificates. The Manager delegated a staff to post the certificate while Licensing was on site.
10070 - CCLR s.11(4) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. A random selection of staff files were reviewed, out of the 5 reviewed, all 5 files did not have their references verified.
Corrective action. Ensure staff references are verified.

Observation. There are some play mats in the infant/toddler room that are torn and cannot be sanitized effectively.
Corrective action. Ensure all equipment and furnishings are in good repair and can be sanitized effectively.

Observation. There is a plastic tomatoe shaped play house in the outdoor play area that is cracked and broken in areas and needs to be removed.
Corrective action. Ensure equipment is safe and free from hazards.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. One child has a care plan in place that has not been reviewed within the year timeline
Corrective action. Ensure care plans are reviewed within the year that they are developed
19260 - CCLR s.58(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (c) the resources to be made available to the child requiring extra support by the licensee, including (i) any adaptation of the community care facility necessary to ensure the child's safety or comfort.
Observation. There is one child who has a care plan that requires an epi pen and there was no epi pen on site.
Corrective action. Ensure the resources required to respond to and support a child with a care plan are readily available on site.
19230 - CCLR s.58(1)(c)(i) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. 2 staff files were missing immunization status
Corrective action. Ensure to have this information on file for each staff

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation. One staff had an expired ECE Certificate (as of July 14/21). There was evidence of this individual applying for their new license but they had not received it yet.
Corrective action. Ensure all staff have valid certificates on site and if they are awaiting their new certificate, then an exemption would need to be applied for.
