    The community care facility is operated in a manner that promotes the health, safety, dignity of the children in care. [CCALA Sec. 7(1)(b) Standards to be Maintained]

    Observation. As discussed with Manager, there were a few children during gradual entry. LO observed a child crying for extended period of time with little to no interaction from staff. It was also observed that the program is not modified to meet the needs of children. An example includes circle / group time, it extended past the amount of time that children wanted to be involved, staff were not picking up on children's cues. At this age, young children should have the opportunity to have their needs met at their own schedule. Not all young children will meet the facility schedule. LO also observed a new child being taken into GCC (30 months to SA) room, this appeared to cause more trauma that support.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. There are areas that require attention - discolouration of areas in the bathrooms (walls, toilet seats, floors). It is important that staff are conducting regular checking for areas that may need repair or replacement. While LO is aware that there is a cleaning company that comes on site, it is still important that staff clean daily (as needed) to maintain a healthy and safe environment. Other items observed include clutter in areas of the rooms that take away from usable space, but also makes it hard to clean / disinfect. There were also brooms, mops and dustbins in the room that are accessible to young children who may play or touch these items. In some of the bathrooms, the change mats are used for storage, with loose plastic or ripper bags (that diapers come in) accessible to children. Some equipment in the outdoor space is showing wear and tear - peeling paint, varnish is coming away, base of wooden fence is showing rot, fence has areas that do not seem secure.

    Observation. Children's records are available in each room. Upon sampling some of the rooms, it was observed that the following items were not available - emergency contact (other than parent), Doctor information, Medical Insurance information.

    Observation. LO observed medication for 4 children with life threatening allergies did not have a Request for Administration of Medication form completed.

    Observation. In one of the children's washroom, LO observed two unsecured shelves containing toileting supplies which poses a risk of injury if they were to fall. In one of the outdoor play spaces, LO observed a wooden play structure that appears to be installed over concrete and artificial turf. A 1.8 meter safety zone is not provided around all sides of the play equipment posing a risk of injury if a child were to fall. The play structure does not meet the Director of Licensing Standard of Practice requirements for appropriate ground surfacing.
