  The community care facility is operated in a manner that promotes the health, safety, dignity of the children in care. [CCALA Sec. 7(1)(b) Standards to be Maintained]

  Observation. LO observed one of the rooms with a "Good Behaviour Chart", during discussion with Manager it was clarified that this does not meet the intent of dignity of a child. It is also concerning that this does not meet positive guidance standards.

• PHYSICAL, EQUIPMENT AND FURNISHING / EnvironmentNon-critical

  The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

  Observation. There are areas that require attention - discolouration of areas in the bathrooms (walls, toilet seats, floors). It is important that staff are conducting regular checking for areas that may need repair or replacement. While LO is aware that there is a cleaning company that comes on site, it is still important that staff clean daily (as needed) to maintain a healthy and safe environment. Other items observed include clutter in areas of the rooms that take away from usable space, but also makes it hard to clean / disinfect. Some equipment in the outdoor space is showing wear and tear - peeling paint, varnish is coming away, base of wooden fence is showing rot, fence has areas that do not seem secure.

  Observation. Children's records are available in each room. Upon sampling in three of the rooms, it was observed that the following items were not available - emergency contact (other than parent), Doctor information, Medical Insurance information that expired.

  Prior to employing staff the manager has met with each person and has obtained the appropriate documentation. [CCLR Sec. 19(1)]

  Observation. Sampling of files was conducted with some files missing references (or documentation of references being completed) and resumes.

  At all times children have immediate access to an employee who holds a valid first aid and CPR certificate, is knowledgeable respecting each child's medical condition, if any, and is capable of communicating with emergency personnel. [CCLR Sec. 23(1)]

  Observation. During rooms visit, there was staff person who seemed unaware of children who had allergy or other medical concerns. It is important that all staff are knowledgeable regarding each child's medical condition / care plan.

  Observation. In Classroom 6, LO observed two blue child sized vinyl chairs that appear to be in poor repair and no longer easy to clean. The vinyl material on the seat and arms is showing signs of wear and tear.

  Observation. In Classroom 9 and 10, LO observed miscellaneous items stored on top of the cupboard which could pose a potential hazard if the items were to fall.

  Observation. In the outdoor play space the following was observed: -paint on the wooden red bench and the blue benches in the gazebo is peeling and chipped -wooden base trim on the back of the wooden play structure is deteriorating and the paint on the structure is chipped and peeling

  Observation. LO observed that while the issue with the immunization status has been resolved; however issue with the criminal record checks still remains outstanding.

LO observed the following: -care plans for 2 children that require medication to be administered did not have a Request for Administration of Medication form completed -incomplete Request for Administration of Medication form for a child requiring non-prescription medication to be administered

  Observation. In one of the children's washrooms, LO observed cleaning products and agents accessible to children.

  The licensee does not keep a current care plan for each child requiring extra support. [CCLR Sec. 58(1)] ; Care plans are not reviewed at least once a year with a parent of the child requiring extra support and any person requested by the parent. [CCLR Sec. 58(2)(b)]

  Observation. LO observed the following: -care plan for a child with asthma was incomplete and not current. It was not clear when the care plan was last reviewed as the date was smudged and the expiry date for the medication was dated October 2022. -care plan for a child with a life threatening allergy was incomplete

  Observation. LO reviewed a sampling of the children's records and the following was observed: -medical practitioner is not kept for 8 children -medical insurance plan number is not kept for 4 children

  A licensee must not employ a person in a community care facility as an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry [CCLR Sec. 19(4)(a)]

  Observation. LO observed that there is no evidence that 1 staff's ECE certificate has been validated with the registry.

  Evidence of compliance with the Province's immunization and tuberculosis control programs has not been obtained. [CCLR Sec.19(1)(b)]; Criminal record checks have not been obtained. [CCLR Sec. 19(1)(a)]

  Observation. LO reviewed a sampling of staff files and the following was observed: -immunization status has not been obtained for 1 staff -criminal record checks on file for 5 staff are addressed to another facility or a Community College

  Observation. LO observed that the service tags on the fire extinguishers indicated that they were overdue for servicing.
