  • C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical

    Observation. Three educator certificates are not displayed. To ensure transparency with families and the public it is a requirement to display educator certificates in a prominent place. Submit, by October 31, 2025, evidence that the educator certificates have been displayed.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. One employee record does not contain the required character references. A person must not be employed unless the licensee has obtained character references to ensure the person is suitable to work with children. Submit by November 3, 2025, evidence that the record is complete.

  • C1.2 - Does the licensee operate the facility in a manner that will promote the health, safety and dignity of persons in care?Non-critical

    Observation. The licensee does not have an inhaler readily available for a child who may require it's use. Additionally, a child’s Epi Pen, which is left at the facility in the event the child may require it's use, expired as of October 2024. In order to ensure the health and safety of children who may require the use of prescribed medications, the licensee must ensure that prescriptions are available and not expired. Submit by October 31, 2025, evidence that the child's inhaler is at the facility at all times and a currently prescribed epi pen is at the facility.

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. There is no evidence indicating the employees have practiced implementing the emergency plan in the last year. Implementing the plan at least once each year ensures employees know what is expected of them in the event of an emergency. Submit by November 6, 2025, evidence that each employee has implemented the emergency plan.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. A review of the play space inspection log revealed inspections are not occurring on a daily basis. To ensure the safety of children outdoor play spaces must be inspected daily for potential hazards. Submit by November 3, 2025, how you will ensure outdoor play spaces are inspected as required.

    Observation. Medication forms are missing for two children who may require the use of a prescribed medication. Medication forms are required to be completed and contain evidence the medication was prescribed or provided by the parent in order to ensure the health and safety of the child receiving the medication. Submit by November 3, 2025, evidence the medication forms are complete.

    Observation. The Licensee’s system for ensuring the development of care plans are created in consultation with the parents appears to be ineffective. The care plans reviewed did not have parent signatures indicating awareness of the information contained within the care plans. This is a reoccurring contravention originally found out of compliance on August 24, 2022. September 28, 2023. A written plan on how the Licensee will come into compliance with parent consultation on the creation of care plan is required by the follow up date noted.

    Observation. A review of facility records indicates the Licensee’s system to ensure compliance with recording when employees practice implementing the annual emergency plan appears to be ineffective. There is no recorded evidence indicating employees practice implementing the emergency plan. This is a reoccurring contravention originally found out of compliance on August 24, 2022 and September 28, 2023. A written plan on how the Licensee will come into compliance as well as maintain compliance with this regulation is required by the follow up date.

    Observation. Licensing observed a tub of bleach water on a counter accessible to children. The facility does not have a system in place to ensure hot water is at or below 49 degrees Celsius. Licensing measured the water temperature which was reading 57 degrees Celsius. Licensing observed an outdoor climbing structure which did not have the recommended six feet of clearance around it. Licensing observed several areas under an outdoor play structure where the resilient surfacing was worn away down to the dirt.

    Observation. The Licensee's system to ensure employees practice implementing the fire drill system at least once each month appears to be ineffective as monthly practices were missed. The Licensee’s system to ensure compliance with employees implementing the annual emergency plan appears to be ineffective. The emergency plan was discussed in a meeting, however not practiced by employees. This is a reoccurring contravention originally found out of compliance on August 24, 2022.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. The Licensee’s system for ensuring the development of care plans appear to be ineffective. A review of developed care plans indicated the following: - There was no evidence the care plan was created in consultation with the parent. - There was no evidence the care plan was reviewed yearly. This is a reoccurring contravention originally found out of compliance on March 24, 2021 and August 24, 2022. The system to ensure daily inspections of the play space are logged appears to be ineffective as several daily checks were found to be missing.

  • C6.1 - Are acceptable hygiene practices maintained?Non-critical

    Observation. The diapering area in the Group Child Care (Under 36 months) program is not located next to a wash basin. This is a reoccurring contravention originally found out of compliance on March 24, 2022. The facility does not have a program established to instruct children in, and to practise health and hygiene. Licensing observed the following: - Hands were not being washed prior to or after snack time. - Single use cloths were not being used by children. - A single tub of water was used for all children to wash their hands in.

    Observation. Unlicensed "off-site" space is being used on a regular basis. The Licensee did not notify Licensing of this change to Schedule B.

    Observation. The annual emergency plans were discussed in a meeting, however not practiced by employees.

    Observation. Some staff records did not include immunization status.

    Observation. There is no space to record who is not able to access a child in the child registration forms. Some children attend both the Group Child Care 30 months - School Age and the Preschool program. The sign in and out records do not clearly indicate what program the child is attending throughout the day. Some care plans were not updated, there were no records of how a child was progressing since the last consultation meeting.

    Observation. A lock on the door under a sink was broken, making chemicals accessible to children. Used bedding was being stored together between uses. A child's medication required within their care plan, was expired. One of the diaper mats was in poor repair, making it difficult to clean.

    Observation. The diaper change pad in the Group Day Care (30 month-School age) program is torn. The cement stairs at the back exit of the facility are crumbling and in poor repair. The wooden wheel chair ramp at the back exit of the facility is splintering and in poor repair.
