• C4.1 - Are facility records current and complete?Non-critical

  Observation. A review of the children's records showed all records were missing other identifying information. Facilities must keep a current photo or digital image of each child and other information that can be used to readily identify the child in an emergency. Submit to licensing, by the follow up date noted, the system developed to ensure all children's records will contain other identifying information that can be used to readily identify the child in an emergency.

• C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

  Observation. The Licensing Officer observed fabric covered foam blocks, used by children for climbing, sitting and laying on which appeared to be unclean. The Licensing Officer was told the coverings on the blocks are washed monthly or spot cleaned. Equipment used in a facility needs to be clean to ensure the health of the children in care. Submit by the follow up date noted the system developed to ensure that equipment used in the facility is cleaned on a regular basis. A review of the daily outdoor inspections indicated several days in January where daily inspections did not occur. Outdoor play spaces must be inspected for potentially dangerous items, each day. Submit by the follow up date noted the system developed for ensuring that play space inspections are completed daily, monthly and yearly as required.

• C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

  Observation. A review of the facilities records indicated the employees had not practiced implementing the emergency plan in the last year. In the event of a true emergency employees will know what is expected of them when practices have occurred at least once each year as required by the Child Care Licensing Regulation. Submit, by the follow up date, a plan to ensure that the emergency plan is practiced yearly by the employees.

  Observation. A review of children's records indicated the following items missing: - a record of any person who is not permitted access to the child - the date on which the child stops attending the facility - other distinguishing characteristics that can be used to readily identify the child in an emergency

• C10.1 - Are children provided with a healthy and safe environment, and protected from harmful actions?Non-critical

  Observation. It was alleged that staff were using inappropriate behavioural guidance strategies with one child in the Group Child Care (30 Months - School Age) program. Through a phone interview the manager confirmed the following inappropriate strategies were used by all staff in that program to ensure the child's own safety or the safety of other children: -Physically moving the child through carrying. -Physically holding the child back from hurting other children.

• C1.2 - Does the licensee operate the facility in a manner that will promote the health, safety and dignity of persons in care?Non-critical

  Observation. The facility has not had radon gas levels tested.

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. A review of staff records indicated the following: - missing ECE certificate validation conducted by the Early Childhood Registry - missing evidence of compliance with the Province's immunization and tuberculosis control program
