Observation. Ratio of employees to children was observed to be less than permitted in Schedule E. The program should operate with one employee for every 12 children. For approximately seven minutes, at the start of the program, it was observed that there was one employee with 17 children. Operating with less than the required employee to children ratios poses a risk to the health and safety of the children. A response is required by January 13, 2026, on how ratios of employees to children will be maintained at all times.

Observation. One child may require the use of an Epi-Pen. At the time of the inspection the Licensee did not have any corresponding documentation to support the use of the Epi-Pen on file. Any medication that may be administered at the facility requires permission from the parent/guardians as well as evidence the Licensee has agreed to administer the medication. A response is required by January 16, 2026 to confirm documentation has been received as required. One child's Epi-Pen was confirmed to be kept in the child's backpack within reach of the other children. It is the responsibility of the Licensee to ensure that medication is not accessible to the other children in care to maintain the health and safety of all children attending the facility. A response is required by January 16, 2026, that outlines how medication will be stored as required.

Observation. One child in care at the time of inspection has additional medical needs that require a care plan. The child does not have a care plan developed on file as required. It is the responsibility of the Licensee to ensure care plans for children with additional medical needs are developed in consultation with the parent to ensure the health and safety of the child while in care. A response is required by January 16, 2026, to confirm the care plan has been developed and provide evidence of the plan for review.
- C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical
Observation. When asked about the facility's screen time policy, an employee stated that children are permitted 30–45 minutes of screen time every Friday to allow staff to deep clean the facility. Review of the facility’s written policy indicates that screen time of up to 30 minutes is permitted only on full-day care days or special occasion days, not weekly on Fridays. The Licensee is responsible for ensuring that all policies related to the care and supervision of children are implemented by the employees. A written response is required by January 16, 2026, confirming that employees will implement the facility’s screen time policy as written.

Observation. The Licensee’s system for ensuring that employee files contain all of the legislated requirements was noted to be ineffective. One employee file was incomplete and one employee did not have a file for Licensing to review. This is a reoccurring contravention originally found out of compliance on April 14, 2023. For November, December and January there was no evidence that the employees practiced implementing the fire drill system.

Observation. The Licensee’s system for ensuring that children's records contain all of the legislated requirements was noted to be ineffective. A review of the records found several were missing the following items: - medical insurance plan number - date of enrolment in the community care facility - name and telephone number of a medical practitioner Three children's records were missing written consent from a parent to call a medical practitioner or ambulance. Incomplete children's records is a reoccurring contravention originally found out of compliance on April 14, 2023. A review of the daily attendance records found that the arrival and departure times were not being recorded.

Observation. A lead in drinking water test needs to be completed with the results being submitted to Licensing. Daily playground checks have not been performed since January. There were no records of monthly playground checks having been completed.
