A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Multiple gaps between the rubber tiles were observed in the outdoor playground. Manager said that she had recently washed the tiles, which is why the tiles were out of line.

Corrective action. Manager will install tile lock to secure the tiles and close up the gaps

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Paint is worn away on the rails of one crib exposing the wood.

Corrective action. The manager said she will replace the crib.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.

Observation. A care plan available for a child requiring extra support.

Corrective action. The manager will ensure a care plan is available for this child.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): A certificate for one staff had not been validated.

Corrective action. The certificate was validated during this inspection.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills. Observation (CORRECTED DURING INSPECTION): A copy of an ITE certificate was not available for a staff.

Corrective action. The manger stated a copy of the ITE certificate will be obtained before this staff person works again.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one staff.

Corrective action. The manager stated immunization status will be obtained for this staff before they work again.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person. Observation (CORRECTED DURING INSPECTION): A criminal record check was not available for a staff person. The manager stated this staff was working at the facility today as a fully screened staff was not available.

Corrective action. A criminal record check will be obtained before this staff works again.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person. Observation (CORRECTED DURING INSPECTION): Character references were not available for one staff person. The manager stated this person was working today as a fully screened staff was not available.

Corrective action. The manager will obtain references for this staff person before they work again.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history. Observation (CORRECTED DURING INSPECTION): A resume was not available for a staff working today. The manager stated this staff person was working as a fully screened staff was not available.

Corrective action. The manger stated a resume will be obtained before this staff works again.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Files for eight children were reviewed. A start date was missing in four files.

Corrective action. Please ensure a start date is recorded for all children.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. An application for a criminal record check for one staff has not been submitted. The manager said as the facility does not have an account ID she is unable to apply for the record. She said the staff will book an appointment at the CCFL office to submit the application.

Corrective action. Please ensure all staff have a valid criminal record check before they start work.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. The name of the manager is not posted.

Corrective action. Please ensure the name of the manager is posted.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. The manager stated the ECE Certificate for one staff expired in January 2021. The staff has applied to renew the certificate although a current certificate has not been issued yet. CCFL explained that without a valid certificate this staff person is not qualified to work as an ECE.

Corrective action. The second staff working in this program must be an ECE. The manager stated she will apply for a staffing exemption to allow the staff to work as an ECE until the new certificate is obtained.

A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services

Observation. Files for eight children were reviewed. A copy of the parent contract was not available for seven children.

Corrective action. Please ensure a copy of the parent contract is available for all children.

Observation. Eight children's files were reviewed. The contact number for a doctor was not available in two files.
