A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Sanitizing solution was missing in the bathroom. Staff is currently using the sanitizing solution kept in the kitchen, which is also used for sanitizing eating areas. This can cause potential cross contamination.

Corrective action. Manager will prepare a separate solution bottle for the bathroom.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Licensing observed the following: - A record for earthquake drill is not available - A record of fire drill was not avaiable for two months. Manager explained they practiced both fire and earthquake drill but have not recorded them

Corrective action. Manager will ensure to keep a current record for fire and earthquake drills

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Emergency supplies for the whole facility appeared to not be sufficient. This is a repeated contravention noted on the inspection #WBET-CF6RP7.

Corrective action. Manager will request more supplies from the families and will purchase and add more supplies

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Four staff files were reviewed, and criminal record check is not available for two staff. The manager said she is having difficulty with the online platform and will try again. This is a repeated contravention noted on the inspection #WBET-CTQM9S.

Corrective action. Manager will ensure to obtain the staff criminal record check

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. Four staff files were reviewed, and a resume was not available for two staff. This is a repeated contraventon noted on the inspection # WBET-CTQM9S

Corrective action. Manager will ensure that resume is obtained prior to employment

Corrective action. Manager will ensure that reference checks are completed prior to employment

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact. Observation (CORRECTED DURING INSPECTION): Files for eight children were reviewed. Contact information for a doctor or medical clinic was not available in two files.

Corrective action. The manager will obtain the contact information for a doctor or medical clinic for the two children.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Caulking on the back of the children's sink is showing signs of wear and tear and needs to be replaced.

Corrective action. Please ensure the caulking on the back of the children's sink is in good repair.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

Observation. One child's file does not include the what staff need to do if a child has a reaction to a food they are allergic to. The manager was able to describe what staff need to do if the child has a reaction.

Corrective action. Please ensure written instructions letting staff know what to do if a child has an allergic reaction are in the child's file.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. A criminal record check is not available for one staff. The manager said she has applied for this but the results have not been received.

Corrective action. Please ensure a criminal record check is available for all staff.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. References were not available for one staff. This is repeat non-compliance and was noted on routine inspection #WBET-CF6RP7 dated June 7, 2022

Corrective action. Please ensure a minimum of two references are available for all staff.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. A resume was not available for one staff. This is repeat non-compliance and was noted on routine inspection #WBET-CF6RP7 dated June 7, 2022

Corrective action. Please ensure a resume is available for all staff.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one staff person. The manager said she has requested this but has not received it yet.

Corrective action. Please ensure immunization status is available for all staff. This is repeat non-compliance and was noted on routine inspection #WBET-CF6RP7 dated June 7, 2022.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person. Observation (CORRECTED DURING INSPECTION): There was no evidence that reference had been checked in one staff file. The manager said she had called the references but had not kept notes.

Corrective action. In future the manager will keep notes when she checks reference.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. At todays inspection five children, the manager and one staff person were present. The manager informed Licensing that the staff person does not have any child care qualifications and is covering for an ECE staff person. On review of facility records, Licensing noted that from January 6, 2022 - March 21, 2022 the second staff person working at the facility was qualified as a Responsible Adult. Staffing not complying with Schedule E CCLR was noted on Routine Inspection #WBET-C3ZR5X dated June 15, 2021.

Corrective action. When four or more children are in attendance the second staff person needs to be an ECE or if the ECE is away the second staff person needs to be an ECEA. Please ensure staffing is in compliance with Schedule E CCLR at all times.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. The emergency supply kit contained numerous food items that had expired and there were not enough supplies for eight children for up to 72 hours.

Corrective action. Please ensure the emergency kit contains enough supplies for up to 72 hours.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.

Observation. No care plan available for a child who has a food allergy.

Corrective action. Please ensure a care plan is available for all children with food allergies.

A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services

Observation. Files for eight children were reviewed A parent contract was missing in two files. This is repeat noncompliance and was noted on Routine Inspection #WBET-C3ZR5X dated June 15, 2021.

Corrective action. Please ensure a copy of the parent contract is available in all children's files.

Observation. Four staff files were reviewed. References were not available in three files.

Corrective action. Please ensure a minimum of two verified references are available in all staff files.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Four staff files were reviewed. One file contained a criminal record check that had not been obtained through the CRC Agency sharing program.

Corrective action. If a criminal record check is from another facility it must be obtained through the CRC Agency sharing program.

A licensee must not continue to employ a person in a community care facility unless the licensee has evidence that the person continues to comply with the Province's immunization and tuberculosis control programs.

Observation. Four staff files were reviewed Immunization status was not available in two files.

Corrective action. Please ensure immunization status is available for all staff.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. Four staff files were reviewed. An ITE and an ECE certificate had not been verified.

Corrective action. Please ensure all ITE, ECE and ECEA certificates are validated through the ECE Registry.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. At the time of this inspection seven children were present. The second staff person is qualified as an Early Childhood Assistant. The second staff person needs to be qualified as an Early childhood Educator.

Corrective action. Please ensure staffing is in compliance with Schedule E at all times. The Manager stated she will apply for a staffing exemption to bring the facility into compliance.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Monthly fire drills were not recorded from February - May 2021. The manager stated the drills had taken place and described the fire drill procedure.

Corrective action. Please ensure all fire drills are recorded.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. The Licensing Officer reviewed time in/out records for June 2021. Time out was not recorded for some children on several days.

Corrective action. Please ensure time out is recorded each day.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Files for eight children were reviewed. The date of enrolment was missing in four files.

Corrective action. Please ensure all children's files have the start date recorded.

A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19]

Observation. Files for eight children were reviewed. Parent contracts were not available in four files. The manager stated she is waiting for families to return the contracts for the files.

Corrective action. Please ensure parent contracts are available in all files.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Files for eight children were reviewed. An MSP number was missing in one file.

Corrective action. Please ensure an MSP number is available for all children.

A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

Observation. Files for eight children were reviewed. Permission to call a doctor or ambulance was not available in one file.

Corrective action. Please ensure all files have permission to call a doctor or ambulance.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Files for eight children were reviewed. Contact information for an emergency contact person was missing in three files and the phone number of a doctor was missing in one file.

Corrective action. Please ensure contact information for an emergency pick up person and the phone number for a doctor is available for all children.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Files for two staff were reviewed. Immunization status was not available in one file.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. The following were observed and discussed with manager: - Changing pad used for diapering is ripped; nonporous, free of rips and tears changing pad is recommended for proper sanitization. - Large toy house; broken bottom section of the toy house is exposing sharp plastic edges. - Wall; several areas on the walls are chipped and cracked exposing peeling paint and drywall. - Playpen: one of the playpen used for nap has a 2 small holes on it's mesh; playpen's mesh should be free of tears, holes or loose threads,

Corrective action. Please ensure that the furniture, equipment and fixtures within the facility are clean and in good repair while childrne are in attendance.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. Facility manager's name was not posted within the facility.

Corrective action. Please ensure to display manager's information in a prominent place within the facility.
