A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Sanitizing solution was missing in the bathroom. Staff is currently using the sanitizing solution kept in the kitchen, which is also used for sanitizing eating areas. This can cause potential cross contamination.
Corrective action. Manager will prepare a separate solution bottle for the bathroom.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed the following: - A record for earthquake drill is not available - A record of fire drill was not avaiable for two months. Manager explained they practiced both fire and earthquake drill but have not recorded them

Observation. Caulking on the back of the children's sink is showing signs of wear and tear and needs to be replaced.
Corrective action. Please ensure the caulking on the back of the children's sink is in good repair.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. One child's file does not include the what staff need to do if a child has a reaction to a food they are allergic to. The manager was able to describe what staff need to do if the child has a reaction.
Corrective action. Please ensure written instructions letting staff know what to do if a child has an allergic reaction are in the child's file.

Observation. A criminal record check is not available for one staff. The manager said she has applied for this but the results have not been received.

Observation (CORRECTED DURING INSPECTION): There was no evidence that reference had been checked in one staff file. The manager said she had called the references but had not kept notes.
Corrective action. In future the manager will keep notes when she checks reference.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. At todays inspection five children, the manager and one staff person were present. The manager informed Licensing that the staff person does not have any child care qualifications and is covering for an ECE staff person. On review of facility records, Licensing noted that from January 6, 2022 - March 21, 2022 the second staff person working at the facility was qualified as a Responsible Adult. Staffing not complying with Schedule E CCLR was noted on Routine Inspection #WBET-C3ZR5X dated June 15, 2021.
Corrective action. When four or more children are in attendance the second staff person needs to be an ECE or if the ECE is away the second staff person needs to be an ECEA. Please ensure staffing is in compliance with Schedule E CCLR at all times.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The emergency supply kit contained numerous food items that had expired and there were not enough supplies for eight children for up to 72 hours.
Corrective action. Please ensure the emergency kit contains enough supplies for up to 72 hours.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation. No care plan available for a child who has a food allergy.
Corrective action. Please ensure a care plan is available for all children with food allergies.

Observation. At the time of this inspection seven children were present. The second staff person is qualified as an Early Childhood Assistant. The second staff person needs to be qualified as an Early childhood Educator.
Corrective action. Please ensure staffing is in compliance with Schedule E at all times. The Manager stated she will apply for a staffing exemption to bring the facility into compliance.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Monthly fire drills were not recorded from February - May 2021. The manager stated the drills had taken place and described the fire drill procedure.
Corrective action. Please ensure all fire drills are recorded.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. The Licensing Officer reviewed time in/out records for June 2021. Time out was not recorded for some children on several days.
Corrective action. Please ensure time out is recorded each day.

Observation. The following were observed and discussed with manager: - Changing pad used for diapering is ripped; nonporous, free of rips and tears changing pad is recommended for proper sanitization. - Large toy house; broken bottom section of the toy house is exposing sharp plastic edges. - Wall; several areas on the walls are chipped and cracked exposing peeling paint and drywall. - Playpen: one of the playpen used for nap has a 2 small holes on it's mesh; playpen's mesh should be free of tears, holes or loose threads,
Corrective action. Please ensure that the furniture, equipment and fixtures within the facility are clean and in good repair while childrne are in attendance.
