Observation. Licensing observed the following: - A buildup of dust was observed above the fridge and on the extraction fan in the bathoom - An excess of dead leaves in the front yard This is a repeat contravention to inspection #WBET-DD5PWY

Corrective action. Manager said that she will clean up the dust and clean up the leaves immediately

Observation. Mold spots were observed on the window sill and the wall under the window in the nap room

Corrective action. Manger said that she will repaint the wall and the window sill area.

Observation. Record for 2025 fire and earthquake drills were not available during inspection. Manger said that they practice fire drill every month and earthquake drill once a year. record for 2024 fire and earthquake drill were available.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Fire extinguisher was not serviced annually

Corrective action. Manager said she will have it serviced immediately

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Daily attendance were not recorded for the months of September to December

Corrective action. Manager said she will ensure to keep a record of the children's attendance

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Gaskets on both of the fridge doors (rubber strips) had mold growing on them.

Corrective action. The manager will remove the mold by using a bleach and water solution.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. During this inspection the following were observed: -Peeling paint on the bathroom door. -Excess dirt on the bathroom wall. -A build up of dust on the extraction fan in the bathroom. -There is an excess of dead leaves in the front yard and some areas of the leaves are starting to rot. Several outdoor toys are covered in leaves. A cardboard box of garbage is accessible to children in the front yard.

Corrective action. The manager will ensure that all areas of the facility are cleaned, that the peeling paint on the bathroom door is repaired, all leaves are raked from the front yard and the box of garbage removed.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. The following were accessible to children: -Cosmetics and adult personal care products in the bathroom. -An electrical cord hanging from the ceiling in the nap room.

Corrective action. The electrical cord was removed during this inspection and the manager will ensure cosmetics and personal care products are not accessible to children.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. There are insufficient emergency supplies for seven children for up to 72 hours. All canned food items in the emergency kit and several other food items had passed their expiry dates. A current inspection decal was not available for the fire extinguisher.

Corrective action. The manager will ensure that there are enough supplies (including food and water) for all children for up to 72 hours and that all food in the emergency kit has current expiry dates. The manager stated the fire extinguisher had been inspected and she will find the inspection decal.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Files for seven children were reviewed. Contact information for a doctor or medical clinic was not available for one child.

Corrective action. The manager will ensure contact information for a doctor or medical clinic is available for all children.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Files for seven children were reviewed. Medical insurance plan information was not available for two children.

Corrective action. The manager will ensure medical insurance plan information is available for all children.

A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services

Observation. Files for seven children were reviewed. A parent agreement was not available in four files.

Corrective action. The manager will ensure parent agreements are available for all children.

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

Observation. The managers first aid certificate expired on August 27, 2024. Although the manager was aware of this she has not booked a recertification course.

Corrective action. The manger will renew her first aid.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Hand sanitizer and a bottle of cleaning solution were accessible to children.

Corrective action. The manager removed these items during the inspection.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. An area of the vinyl surfacing on the covered area of the deck is coming away exposing the wood surface. The wood surface is showing signs of rotting and gives way when stood on. The manager stated children have been playing on this part of the deck as the larger uncovered deck is under repair.

Corrective action. To address this issue the manager stated that children will not play on the covered area of the deck until it is repaired and that the front yard will be cleaned up and children will have outdoor play in the front yard.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Files for seven children were reviewed. Immunization status was not available for one child.

Corrective action. The manager will update the child's file to include immunization status.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Files for seven children were reviewed. Contact information for an emergency contact was not available for one child.

Corrective action. The manager will update the child's file to show contact information for an emergency person.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Upon inspection the following were observed: Mr Clean in a unlocked cupboard under the bathroom sink. Lysol spray on the bathroom sink. Two large containers of plant fertilizer on the deck where children were playing. Bottles of alcohol, a can of wasp spray, three cans of butane gas spray and engine oil were accessible to children in the dining area of the home.

Corrective action. Please ensure children do not have access to hazardous items.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Areas of drywall are exposed in the nap room, walls throughout the facility are in need of cleaning. These items are repeat noncompliance. During the inspection the Licensing Officer noted rotting fence posts and areas of the outdoor deck floor that gave way when stood upon. Areas of the deck floor are also showing signs of wear and tear and have exposed slivers.

Corrective action. Please ensure children do not have access to exposed drywall and that the facility walls are cleaned. The deck needs to be in good repair. The manger discussed using the front yard to play in until funding is obtained to repair the deck and she will submit a plan stating how she will make the front yard hazard free to the Licensing Officer.

A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.

Observation. Upon inspection perishable food items were found being stored in children's lunch bags. This is ongoing repeat noncompliance.

Corrective action. Please ensure all perishable food items are stored between 0-4C

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Although some items are available in the emergency kit there are not enough supples for seven children for up to 72 hours. This is ongoing repeat noncompliance.

Corrective action. Please ensure there are enough supplies for 72 hours for seven children.

Observation. Daily attendance including time in and time out and absences had not been recorded for June 27, 28 and 29. Recording accurate daily attendance is ongoing repeat noncompliance.

Corrective action. Accurate daily attendance must be recorded.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed bed mats and bedding touching each other. This was noted on routine inspection #WBET-CMZTED dated January 12, 2023.

Corrective action. To stop the risk of the spread of infection please ensure beds and bedding do not touch each other.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. The following were observed during this inspection: Paint peeling on the bathroom ceiling, a heating vent not securely attached to the wall, peeling drywall in a hallway and walls throughout the facility in need of cleaning. These items were observed during routine inspection #WBET-CMZTED dated January 12, 2023.

Corrective action. Please ensure all areas of the facility are clean and in good repair.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. During this inspection two children were on the potty. Neither child or the manager washed their hands after the toileting routine.

Corrective action. To stop the spread of germs please ensure all children and staff wash hands after toileting.

A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.

Observation. Lunch bags are not being checked to see if they contain items that need to be refrigerated. This contraventions was noted on routine inspection #WBET-CMZTED dated January 12, 2023.

Corrective action. Please ensure all perishable items are placed in the fridge.

A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.

Observation. When Licensing arrived at the facility a child under the age of two years was watching the television. The facility screen time policy states that children under the age of two years will not have any screen time. Three cats were seen in the hallway, children's play area and in the kitchen. The facility pet policy states that pets are not allowed around toddlers, where any child actively plays, in hallways and in food preparation areas. Licensing discussed that if the pet policy is not practical and cannot be implemented it needs to be amended. The policy also states there are two cats in the home and the manager said there are now five cats. Licensing recommended that the policy not include the number of cats in the home as this may change over time.

Corrective action. Staff must ensure all facility policies and procedures are followed.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. There are not enough emergency supplies for all of the children for up to 72 hours and the first aid kit has not been updated. Lack of emergency supplies is ongoing noncompliance. The manger stated prepackaged emergency kits would be ordered.

Corrective action. The Licensee must ensure there are sufficient emergency supples for up to 72 hours for all children.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): When Licensing arrived at the facility time in had not been recorded for any of the children. The manager said she waits until all of the children have arrived and then completes time in. The manager documented time in for the children during this inspection.

Corrective action. Time in needs to be accurately recorded when a child arrives at the facility.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed some bed mats in the nap room touching each other. A potty that had urine in it was in the hallway. The manager removed the potty during this inspection.

Corrective action. To mitigate the risk of the spread of infection please ensure bed mats and bedding are not touching each other at all times.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. The following were observed during this inspection: -Excessive amounts of dust on a heating vent. -Cobwebs in the bathroom door frame. -Paint peeling off the bathroom ceiling. -A heating vent not securely attached to the wall. -Rips in the cover of the change pad. -Peeling drywall in a hallway. -Walls throughout the facility in need of cleaning.

Corrective action. All areas of the facility must be clean and must not need to be repaired.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Vitamins and a container of essential oils were accessible to children on a shelf behind the high chairs. These items were removed during the inspection. Hazardous items being accessible to children is ongoing repeat noncompliance.

A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.

Observation. Perishable items such as meat and fish that were in children's lunch boxes, were not stored in the fridge.

Corrective action. All perishable food items must be stored between 0-4c to ensure the food does not spoil.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. There are not enough supplies in the emergency kit to last 72 hours for seven children. Water in the kit was being stored in a soda bottle and a large plastic honey container. This is repeat noncompliance and was noted on routine inspection #WBET-C9NQFF and follow up inspection #WBET-CBWRRR. Licensing discussed what should be included in the emergency kit and also that the kit needs to be in a container that is easy to transport in the case of an emergency. The first aid kit does not contain enough supplies to deal with minor first aid incidents.

Corrective action. An emergency kit with supplies for 72 hours and a fully stocked first aid kit must be maintained. Water in the kit must be in the original container.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

Observation. One chid has an epi pen and a care plan has not been developed in consultation with the parent or any person requested by the parent. The manager was unable to describe what actions would need to be taken if the child had a reaction requiring use of the epi pen.

Corrective action. A current care plan must be available for all children who require extra support.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. The manager stated that absences are not being recorded.

Corrective action. A record must be kept of every time a child is absent.

Observation. Files for 10 children were reviewed. A parent contract was not available in two files.

Corrective action. A parent contract needs to be available for all children.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Files for 10 children were reviewed. A medical insurance plan number was not available for one child.

Corrective action. Please ensure a medical insurance plan number is available for all children. This may be a BC Medical plan number or a private medical insurance number.

A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.

Observation. Files for 10 children were reviewed. The last day of care was not recorded in four files.

Corrective action. The last day of care needs to be recorded for all children.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Although the manager and family member were aware that their criminal record checks had expired in March 2022, they have not applied for renewals. The family member stated this was because they did not have the required access code and had not contacted Licensing to obtain this.

Corrective action. A current criminal record check must be available for all persons living at the address.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Cosmetics are accessible to children in the bathroom. This contravention was noted on routine inspection #WBET-C9QFF

Corrective action. Please ensure cosmetics are not accessible to children.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Toys on the deck are in need of cleaning. This contravention was noted on routine inspection #WBET-C9QFF. A Little Tykes car has a broken wheel and cannot be used.

Corrective action. All toys must be clean and in good repair.

Observation. The manager stated that although food had been purchased for the emergency kit, the kit had not been put together and was not available for inspection.

Corrective action. Please ensure a full emergency kit is maintained at all times an is ready for inspection.

Observation. Fire drill records for January and February were not available. This contravention was noted on routine inspection #WBET-C9NQFF

Corrective action. All fire drills and emergency drills must be recorded.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

Observation. The manager stated she has not written the pet policy as she did not know what to include. CCFL discussed what needs to be in the pet policy. The manager has two cats and is currently looking after a dog. The policy needs to address all animals that are in the facility.

Corrective action. A pet policy is to be developed and a copy provided to CCFL for review.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Time of arrival and departure has not been recorded for February 21-23. This contravention was noted on routine inspection WBET-C9NQFF

Observation. A complete date of enrolment is missing for one child. This contravention as noted on routine inspection WBET-C9NQFF dated December 13, 2021

Corrective action. Please ensure the date of enrolment is available for all children.

Observation. All outdoor play equipment and a high chair on the deck need cleaning. This is repeat non-compliance and was noted on routine inspection #JKIM-BRBTDX dated July 8, 2020.

Corrective action. Please ensure all furniture and equipment are clean.

Observation. Cleaning products and cosmetics were accessible to children in the bathroom. A bottle of liquid iron supplement was accessible to children on the deck. Adult vitamins were accessible to children in the dining area of the home. Hazardous substances being accessible to children is a repeat non-compliance and was noted on routine inspection #KSEY-BD3P4D dated June 12, 2019 and routine inspection #JKIM-BRBTDX dated July 8, 2020.

Corrective action. Please ensure children do not have access so any hazardous substances.

Observation. There was no record of a fire drill for November 2021. The Licensee stated the drill took place but had not been recorded.

Observation. The Licensee stated that there is no food in the emergency kit as it expired and has not been replaced.

Observation. Five children's files were reviewed. The file for one child did not contain a complete enrolment date.

Observation. A valid criminal record check for a person who lives part time at this address expired in August 2020.

Corrective action. Please ensure a valid criminal record check obtained through the Criminal Record Review Program is available for this person.

A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (a) suitable for the age and development of the children.

Observation. During meal time, LO noted a child over two years of age in high chair. LO had a discussion about following manufacturer's instruction when using high chairs with younger children to ensure that chairs are being used by children appropriately according to their age and development. LO discussed some strategies to practice physical distancing during meal time, i.e. sitting arrangement

Corrective action. Please ensure that all indoor/outdoor equipment accessible to children are age and developmentally appropriate

LO observed and discussed the following with the manager today: - Naproom and Washroom: LO noted holes, chipped and peeling paint on several areas on the walls - Outdoor Play Equipment: All outdoor ride on toys and equipment need cleaning - Indoor Storage Shelves: Paint on two shelving unit's metal part is severely chipped and rusty
