  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. Areas of drywall are exposed in the Group Child Care (30 Months to School Age) room and the gym.

  Corrective action. Please ensure that children do not have access to drywall.

• RECORDS AND REPORTING

  A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

  Observation. Care plans for eight children do include the course of action recommended by health care professionals for a child requiring additional support.

  Corrective action. The manager will ensure that all care plans indicate what actions staff need to take for children requiring extra support.

• MEDICATION

  If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.

  Observation. Medication was not readily accessible to employees for one child. The manager stated staff have asked the family on several occasions to bring the medication to the facility.

  Corrective action. Please ensure all medications required for a child are at the facility.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. A shelf in the 3-5 room has been removed leaving holes in the wall and exposed dry wall.

  Corrective action. Please ensure all areas of the facility are in good repair.

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

  Observation. The following were accessible to children: Infant room bathroom area - bleach, Windex, Mr Clean, airspray Toddler room - airspray on top of a toilet.

  Corrective action. Please ensure children do not have access to any hazardous substances.

  A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): The name of the manager was not posted.

  Corrective action. Corrected during this inspection.

  10050 - CCLR s.11(1)
• MEDICATION

  A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,

  Observation. Parental permission to administer Tylenol to a child was on site although specific symptoms or times to administer the medication were not available. Permission to administer a prescription cream to a child was on site although there was no specific cream listed on the permission form.

  Corrective action. Please ensure specific times, symptoms and medication names are available on all medication permission forms.

• NUTRITION AND FOOD SERVICES

  A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.

  Observation. Fridges in the infant, toddler and preschool room had temperatures higher than 4c.

  Corrective action. To ensure the safe storage of food please ensure fridge temperatures are between 0-4c

  A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.

  Observation. No care plans were available for three children requiring extra support.

  Corrective action. Please ensure a care plan is available for all children who have allergies.

  A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

  Observation. Contact information for a medical practitioner and an emergency contact was not available for one child.

  Corrective action. Please ensure all children's files contain the required information.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. Proof of references being checked was not available for two staff.

  Corrective action. Please ensure all staff references are checked and evidence of this available.

• EQUIPMENT AND FURNISHINGS

  A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

  Observation. During this inspection Licensing observed mats in the infant room that were curling at the edges and posed a tripping hazard, a Rubbermaid container accessible to children with cracked and sharp edges, cracks in the diaper change pad in the infant room making the pad difficult to sanitize, cracks in a Little Tykes climber in the yard and slivers in a wooden seating area in the yard.

  Corrective action. Please ensure that children do not have access to these items.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Pea gravel is used as protective surfacing in the 3-5 year old yard. The pea gravel is not evenly distributed and equipment such as slides and climbers are on the pea gravel with little protection from injury if a child falls.

  Corrective action. Please ensure that there is sufficient protective surfacing in the yard to mitigate the risk of injury to a chid that falls.

• NUTRITION AND FOOD SERVICES

  A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.

  Observation. During this inspection lunch boxes containing meat items were observed on counter tops. The temperature of the fridge in the infant room was 11c.

  Corrective action. To ensure safe food storage please ensure items such as meat are kept in the fridge and that the temperature of the fridge is between 0-4c.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

  Observation. Time in/out records were reviewed for all programs. Time out was not recorded on multiple days in all programs.

  Corrective action. Please ensure daily time out is recorded for each child.

  Observation. Infant program staff are not implementing the facility Active Play and a copy of this policy is not being provided to any of the families enrolled at the facility.

• A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.

  Observation. Children in the infant program have not been provided with daily outdoor periods of play since December 2021

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. Foam is exposed on some bed mats in the toddler program making the mats difficult to sanitize.

  Corrective action. Please ensure foam is not exposed on the bed mats.

  The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

  Observation. The care plan for two children had not been reviewed annually with the parent or any person requested to by the parent.

  Corrective action. Please ensure all care plans are reviewed annually.

  A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (c) the resources to be made available to the child requiring extra support by the licensee, including (i) any adaptation of the community care facility necessary to ensure the child's safety or comfort.

  Observation. Medication listed in a child’s care plan had expired.

  Corrective action. Please ensure all medications listed in a child's care plan has a current expiry date.

  Observation. Six staff files were reviewed. Immunization status was not obtained for one staff.

  Corrective action. Please ensure immunization status is available for all staff.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Six staff files were reviewed. One staff file contained an expired criminal record check.

  Corrective action. Please ensure all criminal record checks are current.

• A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (c) harsh, belittling or degrading treatment by an employee or another child, whether verbal, emotional or physical, that could humiliate the child or undermine the child's self respect.

  Observation. CCFL determined a staff used inappropriate guidance methods.

  Corrective action. Corrective action required.

  14280 - CCLR s.52(1)(c)
• A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (b) confinement or physical restraint by an employee, except as authorized in a child care's plan if the care plan includes instructions respecting behavioural guidance.

  Observation. CCFL determined the use of restraints are not in a child's care plan.

  Corrective action. Corrective action required.

• Without limiting subsection (2), if the duties of an employee include care for a child who requires extra support, a licensee must ensure that the employee has the training and experience and demonstrates the skills necessary to care for that child.

  Observation. CCFL determined staff lacked information on how to implement strategies and provide appropriate care to a child who required extra support.

  Observation. Two staff files were reviewed; one staff's resume/ work history was missing.

  Corrective action. Please ensure all staff files are complete.
