A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. [CORRECTED DURING INSPECTION] Licensing observed 4 cans of spray paints placed on top of the straight handrail that are accessible to children. Manager explained that he ensures children do not touch those spray paints.
Corrective action. Manager had immediately reoved the spray paints to somewhere inaccessible to the children.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following during the inspection: -One bottle was used for bleach and water. One bottle is required for the diaper changing area and one is required for cleaning other areas of the facility. This will reduce the potential for cross contamination. -The nap room window had significant dust and black dust the windows. These must be cleaned -Loose shelving. This was corrected during the inspection.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed the record of fire drills and annual drill. Fire drill records were missing for the months of September and October and the evacuation drill was not recorded. In discussion the Licensee stated these were completed but not recorded
13050 - CCLR s.56(1)(c) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The fire extinguisher was observed. The fire extinguisher was due for servicing in May 28, 2024.
Corrective action. Please ensure the fire extinguisher is serviced annually
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): Licensing requested to see the attendance records during the inspection. The Licensee disclosed the attendance was not completed for Nov 19, 20 and 21. This was corrected during the inspection.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. The children's records were reviewed. Two children's records were missing their immunization status.
19070 - CCLR s.57(2)(a) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. A criminal record check (CRC) for a person over the age of 12 who is ordinarily present is not available. A criminal record check for an additional family member is present but the CRC was not obtained through the criminal record review program.
Corrective action. In discussion the Licensee has expressed their concern with the application process and has made repeated attempts to apply for the CRC's.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Prior to the inspection Licensing reviewed the Criminal record checks on file. The last Criminal record check for the Licensee expired on November 2023. In reviewing the records on site a Criminal record check for the Licensee was not observed
Corrective action. In discussion the Licensee stated they have had a challenging time with the Criminal record review process and have made repeat attempts to apply for a criminal record check. The Licensee is required to submit a health and safety plan to Licensing outlining how they will operate until the criminal record check is completed. Please submit the written plan by Nov 25, 2024

Observation. Licensing observed and upon discussing with the manager that there were no records of fire and emergency drills. The manager said during the inspection that the drills are being completed with children.
Corrective action. Ensure that the monthly fire drills and yearly emergency drills are recorded with the full date.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Although criminal record checks were obtained for staff, a criminal record check via the Criminal Records Review Agency was not available for two staff. During the inspection, the manager said that he has connected with the Criminal Records Review Agency. This is a repeat contravention noted on routine inspection report #WBET-C74NBM on 21/Sept/2021.
Corrective action. Ensure that all criminal record checks are done via the Criminal Records Review Agency.

During the inspection, Licensing showed the website to verify certificates to the manager. This is a repeat contravention noted on routine inspection #WBET-C74NBM on 21/Sep/2021.
Corrective action. This was corrected during inspection. Please ensure all staff certificates are validated going forward.
