The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. One room did not have sanitizing solution present. A discussion was held with the manager to have soap/water solution available in each room for cleaning and sanitizing solution in each room for sanitizing. In order to maintain a healthy and safe environment, programs are responsible for developing a cleaning and sanitizing system. Cleaning is the removal of visible soil (dirt) from a surface. Sanitizing is done after cleaning to reduce the number of germs remaining on a surface to a hygienic level. It is important to note that a surface cannot be properly sanitized until it has first been thoroughly cleaned To Clean: Remove the visible soiling by wiping up with a clean cloth, wetted with a mixture of warm water and a little household cleaning detergent. Wipe off excess water. To Sanitize: Spray with a mixture of one teaspoon (5ml) household bleach (5% to 6% chlorine) in two cups (1/2 litre) of water. Leave for 2 minutes and then dry with a clean cloth or leave to air dry. This bleach solution should be changed daily in order to maintain effectiveness

Observation. Licensing observed that the emergency water had expired in December 2025.

For each child requiring extra support, the licensee keeps a current care plan showing the required information. [CCLR Sec. 58(1)(2)]
Observation. Licensing reviewed an Anaphylaxis care plan for a child with a nut allergy. The Licensee had both Benadryl and an Epi Pen as part of the care plan. The parents instructed the Licensee to use Benadryl first for mild allergic reaction symptoms and use the Epi Pen if symptoms get worse. A discussion was held with the program manager regarding the following: 1. Epinephrine is the first line medication which should be used for the emergency management of a person having a potentially life-threatening allergic reaction. The course of an anaphylactic episode cannot be predicted with certainty and may differ from one person to another and from one episode to another in the same person. It is recommended that epinephrine be given at the start of a known or suspected anaphylactic reaction. 2. Antihistamines and asthma medications should not be used instead of epinephrine for treating anaphylaxis. While they will do no harm when given as additional or secondary medication, they have not been proven to stop an anaphylactic reaction. Epinephrine is the only treatment shown to stop an anaphylactic reaction. The main benefit of antihistamines is in treating hives or skin symptoms. Licensing strongly recommends antihistamines not be part of the child’s anaphylaxis emergency plan.

Observation. Children's sheets and blankets were stacked on top of each other in one pile posing a risk of cross contamination.

The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]
Observation. Licensing observed the following in the outdoor play area: 1) The corner deck was unusable for children as it was used to store benches, carpets, and various other things. The manager informed licensing that some of the items would be discarded with the building's large garbage pick up. 2) The paving tiles were cracked and chipped in some areas and posed a tripping hazard in one spot. 3) The boat climber had the following areas that require repair. The manager stated that the facility conducts repairs on the boat during the summer closure. - dirty access ramp - loose bolt at the top of the rope climber - chipped paint on the upper railings

Observation. Licensing observed one Educator to be physically redirecting children, without any language used, on multiple occasions. The Educator was observed placing their hand on a child's arm to pull them into a different direction than the child was going. On another occasion, the Educator placed their hand on a child's back to turn them back to look at an Educator who was singing a song. It is important to remember the respect and dignity of children in care when considering the behaioural guidance practice of Educators.

Observation. Licensing observed the following: - Two damp cloths on a counter, used for cleaning of the tables prior to sanitizing. - A two step cleaning and sanitizing procedure was being implemented- Great! - Single use hand towels and soap were available and used for hand washing - Great!

Hazardous objects and substances are inaccessible to children. [CCLR Sec 17]
Observation. Licensing observed the following: - Clorox wipes, and a bottle of sanitizer labelled "keep out of reach of children", on a low counter that was accessible to the children (corrected during inspection. Items were relocated to a locked shelf). - A tall construction ladder in the outdoor play space was not secured, and poses as a tipping hazard. Staff mentioned they will move it into the locked playground shed.

There is current log of minor incidents, illnesses and unexpected events, that did not require medical attention and were not reportable incidents described in Schedule H. [CCLR Sec. 56 (1)(f)]
Observation. Licensing observed a log book that was labelled for communication purposes. The log included very few entries since 2021 as documented. A conversation was had with staff that the minor incident log should be used on a regular basis for any unexpected issues and occurences during the day.

Observation. Licensing observed two unsecured cupboards located underneath a sink in both class rooms. Located in these cupboards were items including bleach, Lysol wipes, spray paint, and Lysol spray. A stool was observed in front of the cupboard to block the door. These items are hazardous and were still accessible to the children.

Observation. Licensing observed a mesh metal strip attached to a wooden step. The metal strip was unsecured and had sharp exposed edges. This poses a risk of injury. Licensing observed metal hooks attached to metal connectors on the children's climber. These items were rusty and not in good repair. Licensing observed some areas of paint chipping on the climber. Licensing was informed that the program closes in July and this issue will be addressed then.
