A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - Children's beddings are touching each other, which is a potential risk for cross contamination. - Soap bottle was not available for kitchen and bathroom area for proper cleaning, and the sanitization bottle was stored in the kitchen cabinet under the sink. - Electrical scooter, broom, and other miscellanous items were store behind the second emergency exit door. This is a repeat contravention to inspection report #CLAN-CL9U8K.
Corrective action. Staff will ensure that the beddings are not touching each other and that both the kitchen and the bathroom will have their own set of cleaning and sanitizing bottles. Staff will also put a note behind the emergency exit door as a reminder to not block the emergency exit.

Observation. One of the care plans was not reviewed annually with the parent or any person requested to by the parent. Staff explained that the manager has the updated care plan that was done through the school and review with the parents.
Corrective action. Staff will ensure to obtain a copy of the most updated care plan for the child.
19260 - CCLR s.58(2)(b) - RECORDS AND REPORTING
The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation. A Seizure Care plan was not developed in consultation with the parent or any person requested by the parent. General information on symptoms to look out for is included.
Corrective action. Staff will ensure that a seizure care plan is developed with the parents and post it at the center.
19250 - CCLR s.58(2)(a) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. One of the teachers' first aid certification was completed fully online which does not meet the requirements of Schedule C.
Corrective action. The staff will obtain a first aid certification that meets the requirements of Schedule C. In the meantime, the staff will be with another staff with a valid first aid certification that meets the requirements of Schedule C.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed a large appliance with loose cord was accessible to children in the backyard. This poses a potential strangulation danger.
Corrective action. The Manager said she will get the appliance removed. In the meantime, she will increase supervision around the area and a cover was applied to the appliance during this inspection to ensure children do not have access to the loose cord.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Upon inspection, the followings were observed: - A bottle of bleach was stored under the kitchen sink cabinet which had a lock installed but it was not applied. It was accessible to children. The staff applied the lock. (CORRECTED DURING INSPECTION) - A bottle of multi-purpose cleaning solution, dirty mop, and mop bucket with dirty standing water were stored in the bathtub in the children’s washroom. They were accessible to children. The Manager removed all above items to a storage room where children have no access to. (CORRECTED DURING INSPECTION)
Corrective action. The Manager said she will ensure all the chemical solutions be stored away and not accessible to children.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed emergency supplies are insufficient to implement the emergency plan. Limited foods and water: 2 bottles of water and 2 boxes of crackers were observed in the emergency supply luggage.
Corrective action. The Manager said she will add more foods and water to the emergency supply luggage.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Upon reviewing 7 children’s files, the immunization status was missing in the files of 5 children.
Corrective action. The Manager said she will obtain the immunization status from the parents.
19070 - CCLR s.57(2)(a) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. Two criminal record checks for persons over the age of 12 who are ordinarily present are not obtained through Criminal Record Review Program.
Corrective action. The Manager said she will obtain criminal record checks for the two residences. The Manager said the two residences do not access to the childcare center however reside in the single family dwelling.

Observation. Licensing observed the following: -Children's wash cloths are hung in the washroom. The washcloths are touching and spaced closely together. This could increase the risk of cross contamination. -A garbage can in the classroom contains a paper made lid that is easy to remove. Used tissues were observed in the garbage.
Corrective action. Please ensure a healthy and safe environment is provided to the children at all times.

Observation. In discussion with staff Licensing was informed that some of the children eat lunch provided by the facility. A lunch menu is not posted at the facility.
Corrective action. Please ensure parents are provided information on the food and drink that is given to the children.
17120 - CCLR s.48(6) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. During the inspection Licensing reviewed the attendance records. On September 22 it was observed that 9 children attended the facility. In addition it was observed that some children were signed in at 5:00 pm and then signed out at 5:18 pm. In discussion with the staff Licensing determined 2 school age children attend the program. The staff stated that one staff goes to pick up the 2 school age children at school while another staff remains at the facility with 8 children in care. The staff member who picks up the school age children plays at the school or park with the 2 school age children until 2 children located at the child care facility leave the program. This makes the total capacity of 10 children in care. Exceeding maximum capacity is a repeat contravention from inspection #CLAN-C9GTMB
Corrective action. Please ensure to maintain the maximum capacity of 8 children in care at all times. Please ensure you submit a plan to Licensing detailing how you are maintaining the licensed capacity.
14020 - CCLR s.34(2)(a) - STAFFING
A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation. Licensing arrived at the facility and observed the Manager greeting children at the gate outside the facility and taking them into the classroom. Licensing observed the staff certificates posted in the facility. The Manager's certificate is not current and expired in February 2023. In discussion with the Director she has applied for renewal but this is still in process. Other staff currently work in the facility.
Corrective action. Please ensure staff records are current. Uncertified staff are not permitted to be left alone with the children in care.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During the inspection licensing observed an area in the outdoor play area covered in green turf. This had many bumps and the ground was uneven. This could present a potential tripping hazard. In the outdoor play area a fence post was not attached to the fencing and two sharp rusty nails were exposed. Rust could present a potential health hazard.Please complete by November 19, 2022.
Corrective action. Please ensure the facility is in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed in the facility: -one bottle of disinfectant was being used to disinfect both the washroom and the tables used for eating. Another bottle was observed but it was empty. Two full bottles of disinfectant were recommended to reduce the risk of cross contamination. This is a repeat contravention from inspection #CLAN-BGDUCU. -The diaper mat was wrapped in a cloth material. Please ensure the diaper mat used is made of a material that is easy to disinfect after each individual diaper change. -A second exit to the outdoor play area was blocked by a small plastic pool, Styrofoam and a roll of plastic fencing.
Corrective action. Please ensure a healthy and safe environment is provided at all times.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. During the inspection Licensing observed that a bike rack was placed behind an emergency exit door. The door was partially blocked. This was corrected during the inspection. This is a repeat contravention from inspection # CLAN-C9GTMB
Corrective action. Please ensure items are not placed in front of an emergency exit to ensure the exit is clear in case of an emergency.

Observation. During the inspection Licensing reviewed the emergency supplies in the emergency kit. More food is required in the emergency kit. Licensing recommends sufficient food for a period of 24 hours.
Corrective action. Please ensure the facility has sufficient items in the emergency kit to be prepared in case of an emergency.

Observation. The following was observed inside the facility: -a mat was covering most of the plastic tiles. Some tiles were exposed and puncture marks in the tiles were observed. This may make it difficult to clean and may harbour bacteria. The exposed tiles were removed during the inspection -a cord was not secured. This was not corrected by the date specified on the routine inspection. This is a repeat contravention.

Observation. During the inspection Licensing opened the emergency exit door. Located directly on the other side of the door were two adult sized bikes. The exit was blocked. Licensing discussed the serious health and safety risk to children in care.
Corrective action. Please ensure nothing is blocking the exit in case of fire or other emergency.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed inside the facility: -rips in the play mat. This may make it difficult to clean and may harbour bacteria. -a cord was not secured The following was observed in the outdoor play are:The following was observed in the outdoor play are: -Compost such as bones, egg shells and carrots were observed in the dirt at ground level. This could pose a potential health and safety risk to children who may eat the rotted foods. Please encourage children to play away from the compost until this is corrected. -3 plastic bags.

Please correct this by December 7, 2021

A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Two tricycles were observed. One had a cracked plastic seat and one had a broken fender. In addition two gates were in need of repair. One gate had a hinge that was partially affixed while another gate had a lock that would not close properly.
Corrective action. Please ensure outdoor play materials are in good repair.

Observation. Multi-Age CC, incl. none under 12 mo. - Maximum group size of 8 was exceeded. During the inspection a 9th child was dropped off at the facility. In discussion with the staff she stated one of the children was drop in and only was in attendance as another child's mother had communicated to the facility that she was not bringing her child that day. The parent was called and an uncle picked up the child within 10 minutes. Licensing observed the attendance records for October and November. Only 8 children were recorded on the attendance.
Corrective action. Please ensure the maximum group size of 8 children is not exceeded at any time.

Observation. Licensing observed that the fire extinguiseher expired in October 16, 2020. This is a repeat contravention from inspection # CLAN-BRCMXK

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. During the inspection the following was observed inside the facility: -A bottle of bleach and water was within easy reach of the children. This could cause potential poisoning -An open garbage can was observed in the washroom. As the garbage can is accessible at the children's level, this could cause potential for cross contamination from used paper towels and tissues. This is a serious health issue The following was observed in the outdoor play area: -A piece of metal trim with several rusty nails. This could cause a potential health hazard. -Three plastic bags on the ground. This could cause a potential suffocation hazard In discussion with the Director she stated she completed an outdoor play area inspection in the morning. Licensing is unsure why these potential hazards were missed during the inspection.
Corrective action. Please ensure children do not have access to any objects or substances that are hazardous to their health and safety.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Licensing observed that no staff certificates were posted in the facility. The certificates for two staff members were located in their staff records. This is a repeat contravention from inspection # CLAN-B4JRPY
Corrective action. Please ensure the staff certificates are posted in a prominant place.

Observation. Licensing observed that the fire extinguisher was expired. The fire extinguisher was within the area of fully charged.
Corrective action. Please ensure the fire extinguisher is serviced annually to be prepared, to mitigate, respond to and recover from an emergency.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. During the inspection licensing observed that one staff record was not present at the facility. In discussion with the Director she stated that the file was located in her home. The serious health and safety risk was discussed as a criminal record check was not present at the facility.
Corrective action. Please ensure staff records are at the site where the individual staff are working

Observation. During the inspection licensing asked the staff if she was aware of where the secondary exit was located. She was unaware. An exit sign that was usually placed above the door had fallen off of the wall. This was corrected during the inspection.
Corrective action. Please ensure that the staff are trained in the fire drill system and emergency plan to be able to respond quickly in an emergency.
