Observation. Fire extinguishers have not been serviced annually.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During the inspection Licensing observed the following: -Three florescent light fixtures were missing covers and the bulbs were exposed -Several florescent light coverings were cracked and bent in some sections. This may present a potential falling hazard -A cubby was missing a door and the hinge was exposed. In discussion with the Manager she stated that she has scheduled someone to come and complete the repairs.
Corrective action. Please ensure the facility is in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. During the inspection licensing observed the following inside the facility: -A door in the cubby area was accessible. A lock was present but not applied. Behind the door, staff purses were observed within easy reach. -A janitors cleaning room was easily opened and contained chemicals. A lock was present but it was not applied.This is a repeat contravention from inspection #CLAN-C42RPX During the inspection licensing observed the following in the outdoor play area of the facility: -Rust was observed on the poles of the fence. This is a repeat contravention from inspection #CLAN-CEXU55, #CLAN-BA6RHG and #CLAN-BMCUZ9. In discussion with the Manager she stated she has scheduled someone to correct this. -A disinfectant spray was observed in the washroom. This is a repeat contravention from inspection #CLAN-CEXU55

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. During the inspection the following was observed in the outdoor play area: -Rust was observed on the poles of the fence. Rust can present a potential health hazard. This is a repeat contravention from inspection #CLAN-BMCUZ9 and #CLAN-BA6RHG The following was observed inside the facility: -Rust was observed on the overflow drain on one of the sinks in the washroom. Rust can present a potential health hazard. This is a repeat contravention from inspection #CLAN-BA6RHG. -A metal blind cord was broken and hanging at the children's level. This could present a potential strangulation hazard. -Two chemical sprays in the washroom were within easy reach of the children.
Corrective action. Please ensure children do not have access to any objects or substances that may be hazardous to the health and safety of the children.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: -An outdoor wood table had rough edges and could cause splinters. This is a repeat contravention from inspection # CLAN-BA6RHG -A board with Montessori materials was propped up against the wall. This could present a potential falling hazard. Please remove or relocate by June 1, 2022
Corrective action. Please ensure a healthy and safe environment is provided at all times.

Observation. The following was observed in the classrooms: -peeling dry wall or wall paper from the ceiling -Cracked/peeling paint on walls and baseboards. This is a repeat contravention from inspection #CLAN-BA6RHG -A section of the wall had the dry wall exposed and the metal corner protector was exposed. -A portion of the curved laminate was chipped.

Observation. Licensing observed the following inside the facility: -A cupboard with chemicals was located under the sink in the art room. A lock was present but this was not applied. This is a repeat contravention from inspection #CLAN-BMCUZ9. This was corrected during the inspection. - A janitor's cleaning room with chemicals was unlocked and easy to open. The key to the room was located on a hook beside the door. This was corrected during the inspection. -An overflow drain in one of the washroom sinks had rust. This could present a potential health hazard. Licensing observed the following outside the facility: -Rust on the fence poles in the play area. Rust can present a potential health hazard. This is a repeat contravention from inspection #CLAN-BMCUZ9

Observation. During the inspection licensing observed the following: -paint chips on the walls -missing sections of the laminate covering in the cubby area and the washroom counter top. In discussion with the Manager she stated that the work will be completed in the next few weeks. This is a repeat contravention from inspection #CLAN-BA6RHG.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. During the inspection a child was observed to be resting on a cot in front of the emergency exit. This was corrected during the inspection.
Corrective action. Please ensure that the furiture in the facility does not block the exit in case of fire or other emergency.
11090 - CCLR s.15(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. During the inspection licensing reviewed the record of emergency drills. One classroom stated they had completed the emergency evacuation drill but, the record could not be produced at the inspection. This is a repeat contravention from inspection # CLAN-BA6RHG.
Corrective action. Please ensure the emergency drill is recorded after it is completed and available for review when requested.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Three care plans were reviewed. One care plan was not observed as being reviewed annually as this was not documented on the care plan. This is a repeat contravention from inspection #CLAN-BMCUZ9
Corrective action. Please ensure the care plan is reviewed once a year with the parent and documented.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During the inspection the following was observed inside the facility: -several power bars had exposed electrical outlets. -a broken outlet cover was observed -a montessori board was propped against the wall. This was over four feet tall, although this board is lightweight it may present a potential falling hazard. During the inspection the following was observed outside the facility: -two pieces of wood trim were propped up against the metal fence. These had nails and screws attached to them. This was corrected during the inspection.
Corrective action. Please ensure a healthy and safe environment is provided at all times.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. During the inspection the following was observed inside the facility: -several chemicals were located under the sink in the art room. These include shaving cream, comet, lysol and hairspray. One area is blocked off from the children but the other area is open. The concern to health and safety was discussed with the staff. -the metal heater was hot to the touch and the temperature was measured at 96.9 degrees Celsius. This is a potential burning hazard. This was corrected during the inspection. -Rust on the overflow drain in the sink. This is a serious health and safety hazard. Active supervision was recommended until the rust is removed. Please correct by March 17, 2020 During the inspection the following was observed outside the facility: -rust was noted on many of the poles on the perimeter of the outdoor play area. 11200 - CCLR s.17 - POLICIES AND PROCEDURES
If a person prepays part of the cost of services provided by a class of community care facilities designated by the Lieutenant Governor in Council, the licensee must, at the time of the prepayment, deliver to the person a written statement setting out the terms and conditions on which a refund of all or any of the prepayment will be made.
Observation. The repayment agreement was reviewed. The facility accepts post dated checks as a form of payment. There is no written policy that states that post dated cheques will be returned if a parent chooses to withdraw the child from the program at an earlier date.
Corrective action. Please update the repayment policy to include information on how prepayment will be refunded if the parents choose to prepay by cheque and withdraw early from the program.
