- OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. The ratio on the playground today was one staff to 15 children and grade 1 students were present.
Corrective action. Please ensure a ratio of 1 staff to 12 children if kindergarten or grade 1 students are present.

- OR SUPERVISION
A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation. Upon arrival staff informed Licensing there were 25 children present in the gym; when Licensing did a head count there were 27 children. Staff confirmed 27 children after conducting a second headcount following Licensing observation. Licensing discussed the importance of having a system of knowing how many children are present in any space in order to accurately account for children in an emergency situation.
Corrective action. Manager said that she will follow up with staff to ensure regular head counts are conducted and accurate attendance of children using the gym is maintained at all times.
14060 - CCLR s.39(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. There was no documentation of annual emergency drill practiced last year. Manager said it was conducted but not recorded.
Corrective action. Manager said annual emergency drills will be now recorded. Licensing showed manager template for recording annual emergency drills & monthly fire drills. This will be emailed to the manager.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation. Upon review of the incident log Licensing observed on September 2024 a child was involved in a reportable incident and it was not reported to Licensing. Manager said that she did not know that this incident was reportable. Licensing discussed with the manager reportable incidents described in Schedule H and provided a copy of Reportable Incident Form.
Corrective action. Manager said reportable incidents listed in Schedule H will be reported to licensing within 24 hours.
19030 - CCLR s.55(2)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation. Four staff files were reviewed. One staff only had evidence of 14 hours of training; as a responsible adult 20 hour of training is required. Manager said that staff does have 20 hour of training but can't find the certification on their phone.
Corrective action. Manager said this staff's evidence of responsible adult 20 hour training will be emailed to Licensing today.
12070 - CCLR s.19(1)(d) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Upon review of 4 staff files; Manager's criminal record check expired in January 2024. Manager said she didn't realize it was expired. Manager submitted CRC application on 1 October 2024; licensing viewed confirmation of CRC application submission on Manager's phone.
Corrective action. Manager said she will inform Licensing when the CRC results are received.

Observation. Upon inspection Licensing asked to review records respecting compliance with section 22 (2)(b) and (c) of the legislation and the staff could not produce the records though he said he completes the drills.
Corrective action. Please ensure records of compliance are available.

Observation. Upon inspection of the classroom, there were heavy items stored on top of a storage unit, beside the children's washroom access, that posed a fall hazard, in the event of an earthquake.
