A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed multiple bed mats with rips.
Corrective action. Manager said she will replace the mats
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing observed a bottle of bleach and water within reach of children.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed an outlet cover missing within reach of the children.
Corrective action. Manager will ensure all outlets are covered
11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation. Licensing observed that a diaper mat was not available.
Corrective action. Manager will send a corrective action plan
15010 - CCLR s.14(4)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed the emergency supplies were not sufficient for all children and staff for a 72 hour period. Licensing observed emergency food expired.
Corrective action. Manager will submit a corrective plan
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed one record missing for the fire drill December 2024.
Corrective action. Manager stated it was practiced however it was not recorded.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (f) any medication administered to the child, including the amount and the time at which the medication was administered.
Observation. No record showing the amount and time that a medication was to be administered to a child.
Corrective action. Manager said medication will be given back to the parent as it is no longer needed.
19120 - CCLR s.57(2)(f) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed there was no record of sign in and out when two programs combine
Corrective action. Manager stated she will create a record to reflect times when children are combining

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. The care plan was not reviewed annually with the parent or any person requested to by the parent.
Corrective action. Manager stated she will review the care plan

Observation. Staff were not practicing fire drills at least once a month.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): During inspection, Licensing observed that a kitchen cabinet containing a glass tumbler, music system with wires, and bags was accessible to children. The Manager said this cabinet usually has a childproof lock, which is missing today. Licensee secured the door with a cord during inspection.
Corrective action. Licensee said child proof lock will be used to secure the cabinet.
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): Manager's name was not posted; Licensee said she was unsure if the manager's name needed to be posted. This was corrected during inspection.
Corrective action. Licensee said manager's name will be always prominently posted
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. There is no water in the emergency kit to last for 72 hours.This was discussed in a previous inspection.
Corrective action. Licensee said water will be purchased and added to the emergency kit.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): Upon arrival, the manager informed Licensing that 9 children were in attendance in Classroom #1. Upon review of the attendance records Licensing observed the attendance records showed one child signed into Classroom #2 and two children signed into Classroom #1. Licensee updated the records during the inspection and said that attendance is recorded daily but was missed today due to a busy morning. Licensing discussed maintaining separate attendance sheets for the two classrooms, as discussed in the previous inspection.
Corrective action. Licensee said children arrival times will be accurately documented on the attendance sheets to reflect the number of children in both classrooms.

Corrective action. Ensure all children have a record showing their immunization status.This was corrected during inspection.
19070 - CCLR s.57(2)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs. Observation (CORRECTED DURING INSPECTION): Immunization status was not obtained for one staff. This was corrected during inspection.
Corrective action. Please ensure that all staff files are complete before they begin employment.
12090 - CCLR s.19(1)(f) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. One staff person does not have a CRC completed through the criminal record review agency in Victoria. That staff person currently has a clear criminal record check from the RCMP on file at the facility.
Corrective action. Please ensure that each staff have valid criminal record checks on file; these checks must be from the criminal records review program in Victoria.
