    Observation. There were two water bottles available in the emergency supplies. This is insufficient for 8 children.

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. During inspection Licensing observed: - Children book shelf used quite wobbly on slight touch with loose nails. Manager removed it during inspection - Diapering mat is showing signs of wear and tear all along the edges -The walls at children's height in the hallway and play area need cleaning due to stain build-ups. Several sections also have peeling paint, exposing the drywall underneath.

    Corrective action. Manager said diaper mat will be replaced today and clean up and repair will be done in the facility.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): During inspection Licensing observed the following: - In the bathroom, one hair styling tool with a cord was stored in a drawer that was easily accessible to children. Licensing officer was concerned that the cord posed a risk of strangulation. Manager removed the hair tool during inspection. - In the nap room mesh netting of one play pen had a tear, the hole measured approximately 1.5 inches. This is repeat violation from routine inspection #SMIA-CL7SEW dated 15 Nov 2022. Manager removed the playpen during inspection.

    Corrective action. Please ensure that children's play pens don't have any tears or holes in the mesh netting and that children do not have access to drawers containing hair tools with cords.

    Observation. During inspection Licensing observed: -Medicated cream for staff use was accessible to children In the bathroom. Manager removed this cream during inspection. - In the outdoor play area an exposed electrical outlet accessible to the children - Outdoor shed door was not locked and both the doors were not fully closed making the contents of the shed which included garden supplies and gardening equipment accessible to children. Manager explained the doors do not fully close due to doorframe alignment issues caused by the recent windstorm.

  • EQUIPMENT AND FURNISHINGS

    A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

    Observation. During inspection licensing observed that 3 out 4 playpens used for sleeping: - 1 playpen had one of its four sides buckled as the lock was not fully locked in place.Licesning was concerned that it may collapse and pose as a strangulation hazard and must not be used for sleeping. -1 playpen floor pad was not firm ,mesh had a visible tear and the top edges of the frame were showing signs of disrepair. Licensing was concerned that worn down pad posed as a climbable and a suffocation hazard. - 3 playpens mattress base were folded as they were not fully secured by the velcro straps. - All 4 playpens were showing signs of tears in vinyl rail coverings and the mattress pads. Loose sleep sheets were used in all 4 playpens. Licensing was concerned that it posed as a strangulation hazard. Education was provided to the Manager to only use tightly fitted sheets for play pen use. . Manager mentioned a sleeping mats will be used if the lock of the playpen were not secured as per manufacturer directions.

    Corrective action. Please ensure equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

    Observation. A minimum of two references have not been verified for two substitute staff members. Manager said she had verified one reference although there was no evidence to support this.

    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene. Observation (CORRECTED DURING INSPECTION): Licesning observed the afternoon diapering routinue and snack routine.Manager did not wash hands of two children after diaper change. These two children were taken directly to eat their snack. Licensing pointed this out to the Manager and she then immediately washed their hands. Manager explained to licesning that if a child has a dry diaper their hands are not washed. Licesning discussed that children hands must be washed after each toileting/bathroom routine and before and after eating routinues. This is repeat non compliance and was noted on routine inspection # #WBET-BCTNEQ dated 4 June 2019 and routine inspection #SMIA-C3UPSB dated 9 June 2021.

    Corrective action. All staff and children must wash their hands after toileting/bathroom routine and before & after eating routines.

    A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children. Observation (CORRECTED DURING INSPECTION): Facility's screen use policy indicates no screen time for all children. During today's inspection Licensing observed a staff showing videos of children songs to the children on a phone for over ten minutes.When Licensing asked the Manager about screen use policy she stated they only use the phone to listen to songs and the phone is kept on the kitchen counter where children can't see the screen. Manager explained to Licensing that phone was only used today as it is a busy day. Licensing provided education that policies must be followed at all times.

    Corrective action. Ensure to follow the facility screen use policy at all times.

    Observation. Licensing reviewed 6 children files. There was no care plan available for two children.Manager was able to explain what is needed but there isn't a plan written down to follow.

    Corrective action. Please ensure there is a care plan written and in place for each child who requires extra support.

    Corrective action. Please ensure that an educator or an assistant holding a certificate issued under Division 2; must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry.

    Observation. Licensing reviewed 2 staff records. One staff did not have a criminal record check.Manager was unsure if she had applied for a criminal record check for this staff. It was unclear to Licesning if the criminal record check have been applied for this staff as the Manager did not have access to the computer that contained staff records. This staff has been working in the facility since March 2022. Licesning discussed with the Manager that any staff who do not have a criminal record check or have an expired one, cannot work alone with children until they obtain a valid criminal record check.This a repeat non compliance from routine inspection #WBET-BCTNEQ dated 4 June 2019.

    Corrective action. Please ensure that all employees have a valid criminal record check before they start employment.

    Observation. Licensing observed the following: .In the outdoor play area contents of storage shed and pet waste bag dispenser were accessible to children. During the inspection manager removed the pet waste bag dispenser. ·Contents of face mask box were in direct contact with the surface of the diaper change pad. Manager stated that the wind from the window blew the mask box onto the diaper change pad. During the inspection manager removed the mask box from the diaper change pad.

    Corrective action. Ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. In the outdoor play area licensing observed a strong odour coming from a container with a foot pedal used for dog waste. Container with the dog waste was accessible to children.

Observation (CORRECTED DURING INSPECTION): Upon arrival licensing observed one staff with five children. Staff informed that the manager was in the upper portion of the house. Manager came down to the facility within a few minutes. Staff member and manager stated that manager’s shift had ended at 3:00pm. Licensing reminded the staff member and the manager that the child to staff ratio must be maintained at all times. This is repeat non compliance and was noted on routine inspection # SMIA-C3UPSB dated June 9, 2021.

    A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

    Observation. Licensing observed: ·Child in a high chair was secured with only one of the two buckles on the strap. Licensing is concerned that child might climb out of the highchair as the child had positioned its body at an angle with one foot rested on the seat of the highchair. This highchair was beside an open window with no window coverings. Manager stated that she is aware that one of buckles of the highchair does not securely lock in place and can be easily opened by children. Chid was removed from the highchair. Manager was informed not to use this highchair till the buckles are replaced or repaired. ·Window blind cord was accessible and within reach to a child seated on the highchair. Photograph was taken.

    Corrective action. Please ensure that equipment and furniture available to children is sturdy, of safe construction and free of hazards

Observation (CORRECTED DURING INSPECTION): Licensing observed two separate clear plastic bags of soiled diapers accessible to children.

    Corrective action. Ensure that soiled diapers are disposed in a covered container inaccessible to children.

    Observation. Manager was observed touching different surfaces with her hands while serving snack to children. Children had their hands washed after snack in the kitchen. Hands were wiped with a cloth and not under running water. This is repeat non compliance and was noted on routine inspection # WBET-BNRTF9 dated April 17, 2020.

    Corrective action. Ensure staff and children wash hands before and after snack under running water using soap.

    Observation. Licensing observed popcorn being served to children. One child was observed eating popcorn off the floor. Licensing is concerned that popcorn is a choking hazard and when discussed with manager she was aware of it. Popcorn was removed during inspection.

Licensing advised the manager to contact some families to come pick up their children. Licensing is requesting a written response advising on compliance to CCLR Schedule E at all times.

    Corrective action. Please ensure that child to staff ratio is no less than that permitted in Schedule E.
