A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed: > A shelf used to store children's diapers was at the children's level and can be easily tipped. > There were a couple of play pens who's mattress's were not fitted to the playpen.
Corrective action. The Manager will provide a compliance plan.
11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. The diaper mats have not been sanitized in-between use when playing off-site.
Corrective action. The Manager said the she will ensure sanitization practices.
15030 - CCLR s.46(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. A child's emergency medication has not been taken off-site.
Corrective action. The Manager said that the medication will be brought off-site moving forward.
16020 - CCLR s.53(1)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. There was insufficient water and food in the emergency supplies.
Corrective action. The Manager said that she will obtain sufficient food and water for 72 hours.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. There was no record showing the times when children from both rooms were combined in one program.
Corrective action. The Manager said that she will adjust the sign in and out sheet to show combined times.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Licensing reviewed 4 staff files and the Manager was missing record of certificate validation.
Corrective action. Please ensure all staff's certificates are validated using the system established by the ECE registry.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During inspection licensing observed the following in the infant classroom: - Several plastic boxes with toys were stored on a shelf in the children's kitchen area, posing a potential falling hazard during an earthquake. -A plastic string was used to secure the play kitchen to the plastic fence for stability, but the loop had an opening that posed a potential strangulation hazard.
Corrective action. Manager said the items on the shelf will either be secured or removed, and the string will be tightened to prevent any gaps or openings.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment]. Observation (CORRECTED DURING INSPECTION): In the infant classroom, a fire drill was conducted in September 2024 but had not been recorded. Staff corrected this during the inspection.
Corrective action. Manager said fire and emergency drills will be recorded regularly. Licensing provided a fire drill log template.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. A care plan does not include the course of action recommended by health care professionals for a child requiring emergency medication.
Corrective action. Manager said family will be contacted today and care plan will be updated with the course of actions for the use of emergency medication.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During inspection Licensing observed: - Toys in the infant and toddler classrooms have visible dirt buildup, including inside toy bins, play plastic tunnels, exersaucer, and floor toys. -Some children's books in the toddler room are torn, with the tape holding the pages together peeling off. -There are several sections of the wall in both classrooms and naprooms where the paint is starting to peel at the children's level, exposing the drywall beneath. - Laminate on the wooden play house is peeled off at the children's level, exposing the wood underneath & has sharp edges -Carpet in the infant nap room is need of vacuuming, there is visible build of dust and dust particles on the carpet -Baseboard heater in the infant washroom has several rusted areas at children’s level -Meshing of 2 playpens has rips and tears, which poses as a strangulation hazard.
Corrective action. Please ensure toys and equipment used by children are regularly cleaned and are in good repair. Licensee said that the toys will be cleaned, carpet will be vacuumed, and a wall maintenance plan will be put in place.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): Manager's name is not posted. This was corrected during inspection.
Corrective action. Manager's name must be posted in a prominent place in the facility so the families and visitors know who the manager is.

Observation. Upon inspection, there was 1 prescription creme that was not indicated in the child's care plan.
Corrective action. Please ensure medication administered is specified in a care plan or record by parent or practitioner.

Observation. Upon inspection of the facility emergency supplies, there was not enough food, water and supplies to respond from and recover from an emergency.
Corrective action. Please ensure emergency plan/supplies are enough for 3 days.

Observation. Upon review of the attendance records, there were 8 departure times that had not been recorded in the last 3 months.
Corrective action. Please ensure arrival & departure times are documented daily.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Interior foam in several sleep mats is exposed although the mats have been repaired with tape.
Corrective action. Please ensure foam is not exposed on sleep mats. CCFL discussed purchasing new sleep mats with the manager and she will look into this.
11020 - CCLR s.13(2) - NUTRITION AND FOOD SERVICES
A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.
Observation. The fridge temperature was measured at 8.8c.
Corrective action. To ensure safe storage of food please make sure the fridge temperature is between 0-4c. CCFL recommends a fridge thermometer is kept in the fridge to monitor the temperature.
17010 - CCLR s.48(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person. Observation (CORRECTED DURING INSPECTION): An RCMP criminal record check was on file for a staff person when they started to work. The manager stated the facility had attempted to apply for a clearance from the Criminal Record Review Agency but we not successful with the on-line process. A manual application was submitted approximately 2 weeks after the staff person had started work. A current clearance from the Criminal Record Review Agency is now on file.
Corrective action. All staff need to have valid clearance form the Criminal Record Review Agency when the start to work. CCFL recommends that if this situation occurs in the future the Licensee contact the Licensing Officer to discuss the issue before the staff starts work.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During this inspection the Licensing Officer observed that foam was exposed on a change mat and on a couch in the Infant/Toddler room. The change mat was removed during this inspection and ways of addressing the exposed foam on the couch were discussed with the manager.
Corrective action. Please ensure all equipment is in good repair.
