- RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. There is a care plan in place for a child requiring an epi-pen. Upon reviewing the care plan, there is no parental and physician signature, nor a date to display when the care plan was reviewed and by whom.
Corrective action. Please ensure that care plans are reviewed and signed by a parent and any person requested by the parent (physician).

- MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. During the inspection it was observed that a child who was allergic to peanuts held an expired EPI pen. Upon discussing this with the manager it was revealed that the parent will provide a new EPI pen the next day at drop off time.
Corrective action. Please ensure that medication is readily accessible to employees.
16020 - CCLR s.53(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. During the inspection 8 random children's files were reviewed and it was observed that one child is missing the medical insurance number. Upon discussion with the manager it was revealed that the child is new to Canada and the family is waiting for the care card to arrive in the mail.
Corrective action. Please ensure all children's files are complete.
19070 - CCLR s.57(2)(a) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. During the inspection it was observed that one staff held an expired First Aid certificate. The manager stated that the staff has booked her First Aid renewal class for February 8, 2022.
Corrective action. Please ensure children have immediate access to an employee who holds a valid first aid certificate.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Two children's sinks water temperatures were measured; - one hot water measured at 58.5 - one had no hot water accessible
Corrective action. Please ensure any heated water that is accessible to children is heated to no more than 49 degrees Celsius. Discussed temporary plans while waiting for a permanent solution, such as a mixing valve.
11230 - CCLR s.47 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The two sets of cubbies at the front entrance area are not secured to the wall and appears to be unstable, which may pose to be a topple hazard to children in care.
Corrective action. Please secure cubbiesto prevent them from falling on a child, and to ensure a safe environment.
11010 - CCLR s.13(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon review of the daily attendance record, Licensing's notes that there is no record indicating when a child is absent.
Corrective action. Please ensure a record is kept of all absents.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. 3 out of 6 children's files were reviewed- one file was missing a Doctor's telephone number.
Corrective action. Please ensure all children's files are complete. Discussed ways to document when information may not be immediately available such as when a child is new to BC, no doctor information or MSP#.
19100 - CCLR s.57(2)(d) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation. The ECE and ECEA certificates that are on site have not been verified.
Corrective action. Please ensure staff files are complete including a record that the certificates have been verified on the ECE registry.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. 2/3 staff files did not have a record of character references on file.
Corrective action. Please ensure staff files are current and complete. Discussed that a character reference includes, checking references and then documenting information received.
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. One staff did not have a completed criminal record check (CRC) on file. Manager stated that it has been applied for at the branch.
Corrective action. CRC's must be in place prior to a staff starting to work at the facility. In the event that a CRC hasn't arrived prior to start date please contact your licensing officer.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. 3 staff files were reviewed, two files were without evidence that the person has compiled with the immunization program.
Corrective action. Please ensure a record of all staff's immunization status is on file. FH form emailed to licensee,

Observation. One staff file was without a record of the person's work history.
Corrective action. Please ensure all staff have all the documentation required in section 19.
