    A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing. Observation (CORRECTED DURING INSPECTION): 1 child with a documented food sensitivity and no written instructions from parents regarding symptoms and follow-up instructions relating to the sensitivity. Upon notifying the Manager, she connected with the parents and obtained written documentation that the sensitivity is no longer relevant. Documentation was placed in the child's file.

    Corrective action. Please ensure follow-up instructions and symptoms are obtained from parents of children that have documented allergies or sensitivities.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance. Observation (CORRECTED DURING INSPECTION): In the outdoor play area, Licensing observed a broken wooden sand/water table. Upon notifying the Manager, she immediated removed the equipment from the area. This was corrected during the inspection.

    Corrective action. Please ensure all equipment and furniture are in clean and in good repair while children are present.

    A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.

    Observation. In one of the programs, an ice pack is missing from the First Aid kit.

    Corrective action. Please ensure First Aid kits have sufficient supplies to perform first aid.

  • RECORDS AND REPORTING

    The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

    Observation. Licensing observed in one of the under 36 months program, a child with an anaphylactic care plan that was not annually reviewed with the parents. Last date of review was in 2021. Licensee contact explained that they have verbally reviewed the care plan with the parents, but did not document the date of review. Licensing explained that if nothing has changed on the care plan then to document the date of review with the parent along with the parent's signature. If anything has changed, then a new care plan is to be filled out.

    Corrective action. Please ensure care plans are reviewed with parents annually.

  • STAFFING

    A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

    Observation. Upon reviewing 6 staff files, Licensing observed the following: -1 staff missing a third reference and validation from ECE registry. Third reference letter and validation were printed and corrected during the inspection. -1 staff with an expired certificate and missing validation. The staff was able to present Licensing with the current certificate. The Manager then printed out the current validation. This was corrected during the inspection. -1 staff with 1 reference letter. There is a contact list of 3 references in the file, but no documentation of when/if these references were contacted. Licensing spoke to the Manager in regard to documenting the date of when she contacts references, as well as general notes communicated by the reference regarding the staff. -1 staff without a site-specific CRC. As per the Licensee contact, she has applied for the site specific CRC. .

    Corrective action. Please ensure all staff files are complete with all required documentation

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

    Observation. During the inspection of the outdoor facility the following was observed: - the fence at the front of the playground was slightly moving. It was noted that the wooden fence was tied with metal brackets to the yellow cement pole which is preventing the fence from falling over. - the fence at the back of the playground requires maintaining as it is an a shaded area and dark green residue from trees and rain is falling on it. Manager stated that they are planning to power wash the fence and if needed treat the fence with protective substance for long lasting results.

    Corrective action. Please ensure maintenance of the fence is conducted routinely.

  • LICENSING

    When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.

    Observation. During the inspection it was noted that the facility was advertising Out of School care programs on a banner attached to the playground's fence. The facility offers only group child care under 36 months and group child care 30 months to school age.

    Corrective action. Please ensure that when advertising you are only advertising for the programs offered.

  • RECORDS AND REPORTING

    A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

    Observation. During the routine inspection 15 random children's files were reviewed and the following was observed: - one child's file was missing a doctor's phone number and name. A note was placed to file by the manager to follow-up with the family regarding the family doctor. At the time of the inspection manager stated that the family is still looking for a family doctor to add to file. Manager will follow up with the family in a month's time. - one child's file was missing an emergency contact person. Manager stated that the family was new to the area and they are looking to find an emergency contact person.

    Corrective action. Please ensure all children's files are complete.

    A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry.     Observation. During the inspection 5 staff files were reviewed and one staff file was missing the validation of ECE A certificate.

    Corrective action. Please ensure all staff files are complete.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Children's cots are fitted with the children's bedding and the cots were stored one against another resulting in one child's bedding coming into contact with another child's bedding resulting in cross contamination. There are tall storage units within the programs and staff are using the tops of the units for storage. There is the potential for these items to fall and injure an individual. The Manager reported staff use one disposable glove to apply sunscreen to children. Staff use a separate finger of the same glove to apply sunscreen. This type of glove is intended to be single use and the practice of one finger per child poses a high risk of cross contamination. Children's water bottles are stored in one bin and some bottles had the drinking spout uncovered which may result in cross contamination.

    Corrective action. Storage of children's bedding must be in a manner that the bedding is stored separately; various options were discussed with the Manager. Items stored overhead must be done in a secure manner by installation of a barrier at the edge of the unit, removing the items or any other manner that the Manager chooses to implement. Staff may use single use gloves for the application of sunscreen providing a new glove is used for each child. Staff may chose to use their hands and wash their hands after each application or any other manner that the Manager may chose to implement. Water bottles may be stored in children's cubbies or within the program so long as they are stored separately.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. The Manager informed licensing the fencing at the north side of the outdoor play area has become loose. Staff placed an outdoor kitchen unit in front of the fence until the fence can be repaired.

    Corrective action. The fence board will be secured and until it is completed staff will encourage children to use other areas within the outdoor space.

  • MEDICATION

    If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

    Observation. Within the facility there was a bottle of over the counter medication for a child, a medical device for another child, diaper creams and Polysporin. There was no written consent from the families to administer these items, under what circumstances and what dosage. There was a medical device that had expired.

    Corrective action. The Manager will inform the child's family of their child's medical device needing to be replaced. The Manager will need to obtain written medical consent to administer the medical device as needed. Upon return to the office the Manager had emailed licensing to report she had located a medical consent form to administer the over the counter medication. Licensing discussed with the Manager that any item that has a drug identifying number (DIN or NPN) may only be administered with the family's written consent as theses are considered over the counter medications. The Manager was able to produce the applicable form to licensing during the inspection and will provide them to families as needed.
