    Corrective action. The manager said she will obtain a bound logbook for the facility.

    A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

    Observation. 4 children without consent to call a medical practitioner or ambulance if the parent cannot be reached. On the second day of the inspection, 2/4 consents were obtained.

    Corrective action. The manager will obtain the consent for the remaining two children.

Observation (CORRECTED DURING INSPECTION): Fire extinguisher is overdue for servicing. By the second day of the inspection, a new fire extinguisher was obtained.

    Corrective action. Please ensure the fire extinguisher is serviced annually.

    Observation. Staff continued to enter a child present who was no longer enrolled in the program. Additionally, some of the children’s arrival and departures times were not accurately recorded.

    Corrective action. Children’s attendance is now being accurately recorded. No further action is required.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. In one of the washrooms, the cabinet door is loose under the sink. As per the Manager, the maintenance worker will be able to fix the cabinet door over the weekend.

    Corrective action. Please ensure equipment and fixtures are clean and in good repair.

    Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

    Observation. Upon reviewing registration forms and in discussion with the Manager, there are kinder and grade 1 children enrolled with 25 children total enrolled in the program. As per Schedule E, if any preschool (kinder) or child in grade 1 is present, then the maximum group size is 24 with a ratio of 1 responsible adult to 12 children. As per the Manager, she was unaware of this requirement as the facility is licensed for maximum 30 children (ratio 1 responsible adult to 15 children if there are no kinder or grade 1 child present).

    Corrective action. Please submit a plan outlining how the facility will ensure the health and safety of children considering the ratio and maximum capacity above. Licensing and the Manager discussed amending the facility capacity to 24 if the facility plans to continue to provide care to children who are in kinder or grade 1.

    To qualify for employment in a community care facility as a responsible adult, a person must (c) have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition. Observation (CORRECTED DURING INSPECTION): Licensing observed 1 new staff with a program completion letter on file, but no documentation that outlines 20 hours in courses related to child development, guidance, health & safety as per the Responsible Adult qualifications. The new staff showed Licensing their online transcript to which Licensing was able to confirm the relevant courses that meet the 20 hour requirement. Licensing explained keeping a copy of the transcript in the staff's file.

    Corrective action. Please ensure there is is evidence that 20 hours of relevant courses are completed in staff files.

    Observation. During the inspection it was noted there are children attending who not yet started school therefore they are ineligible to be attending. The Manager indicated it was her understanding that the children fell under the school age program.

    Corrective action. Discussed with the Manager the option of applying for a temporary placement for children who would like to attend the program prior to the start of the school year. An applicant for a temporary placement is not guaranteed. Licensing sent the Manager the applicable forms upon return to the office.
