A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.

Observation. No logbook available.

Corrective action. The manager said she will obtain a bound logbook for the facility.

A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

Observation. 4 children without consent to call a medical practitioner or ambulance if the parent cannot be reached. On the second day of the inspection, 2/4 consents were obtained.

Corrective action. The manager will obtain the consent for the remaining two children.

A licensee must not employ as a manager a person who, at the time that the person is managing the licensee's community care facility, is also managing another community care facility.

Observation. The manager is managing two facilities without an exemption in place.

Corrective action. The manager will apply for an exemption.

A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan. Observation (CORRECTED DURING INSPECTION): Fire extinguisher is overdue for servicing. By the second day of the inspection, a new fire extinguisher was obtained.

Corrective action. Please ensure the fire extinguisher is serviced annually.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year. Observation (CORRECTED DURING INSPECTION): No documentation of the emergency evacuation drill for 2025. On the second day of the inspection, documentation of this was provided.

Corrective action. Please ensure an emergency evacuation drill is practiced and recorded annually.

Observation. Staff continued to enter a child present who was no longer enrolled in the program. Additionally, some of the children’s arrival and departures times were not accurately recorded.

Corrective action. Children’s attendance is now being accurately recorded. No further action is required.

Observation. One child’s records did not include the name and phone number for a medical practitioner.

Corrective action. The information has been added to the child’s records. No further action is required.

Observation. The date a child stopped attending the facility was not recorded.

Corrective action. The informed has been recorded to the child’s records. No further action is required.

Observation. A child’s date of enrolment was not documented.

Corrective action. The information has been added to the child’s record. No further action is required.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. In one of the washrooms, the cabinet door is loose under the sink. As per the Manager, the maintenance worker will be able to fix the cabinet door over the weekend.

Corrective action. Please ensure equipment and fixtures are clean and in good repair.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

Observation. Upon reviewing registration forms and in discussion with the Manager, there are kinder and grade 1 children enrolled with 25 children total enrolled in the program. As per Schedule E, if any preschool (kinder) or child in grade 1 is present, then the maximum group size is 24 with a ratio of 1 responsible adult to 12 children. As per the Manager, she was unaware of this requirement as the facility is licensed for maximum 30 children (ratio 1 responsible adult to 15 children if there are no kinder or grade 1 child present).

Corrective action. Please submit a plan outlining how the facility will ensure the health and safety of children considering the ratio and maximum capacity above. Licensing and the Manager discussed amending the facility capacity to 24 if the facility plans to continue to provide care to children who are in kinder or grade 1.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. 1 child without an emergency contact. Licensing and the Manager discussed an emergency contact as being an individual that can connect with the parents when the facility cannot.

Corrective action. Please ensure an emergency contact is obtained that is neither parent.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Upon reviewing 6 children's files, 1 child was missing the following: -Doctor name and number -Emergency contact information -Consent for Medical Consent As per the Manager, the child attends once in a while. There was previously an emergency consent card for the child, but must have been in the other First Aid Kit that was with another staff (not on-site during the inspection).

Corrective action. Please ensure children's files are complete with all required information

Observation. Upon reviewing 6 children's files, Licensing observed the following: -1 child missing indication of sex -1 child missing immunization status

Corrective action. Please ensure chlidren's files are complete with all required information

To qualify for employment in a community care facility as a responsible adult, a person must (c) have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition. Observation (CORRECTED DURING INSPECTION): Licensing observed 1 new staff with a program completion letter on file, but no documentation that outlines 20 hours in courses related to child development, guidance, health & safety as per the Responsible Adult qualifications. The new staff showed Licensing their online transcript to which Licensing was able to confirm the relevant courses that meet the 20 hour requirement. Licensing explained keeping a copy of the transcript in the staff's file.

Corrective action. Please ensure there is is evidence that 20 hours of relevant courses are completed in staff files.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. During the routine inspection it was noted that the water in the bathroom measured at 53.9 degrees Celsius.

Corrective action. Please ensure the water is not heated to more than 49 degrees Celsius.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

Observation. During the inspection of policies and procedures it was noted that the facility was missing it's Active Play and Screen Time policies.

Corrective action. Please ensure an Active Play and Screen Time policy is made available to all staff and parents.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. During the inspection, 11 children's files were reviewed and two (2) children's files were missing an MSP number.

Corrective action. Please ensure that all children's files are complete.

Observation. During the routine inspection, 11 random children's files were reviewed and the following was observed: - four (4) children's files were missing a doctor's name and phone number - one (1) child's files was missing an emergency contact person

Corrective action. Please ensure all children's files are complete.

Observation. During the inspection it was noted there are children attending who not yet started school therefore they are ineligible to be attending. The Manager indicated it was her understanding that the children fell under the school age program.

Corrective action. Discussed with the Manager the option of applying for a temporary placement for children who would like to attend the program prior to the start of the school year. An applicant for a temporary placement is not guaranteed. Licensing sent the Manager the applicable forms upon return to the office.

A licensee must make available to parents information on the food and drink given to children.

Observation. Licensing observed the facility provides a morning and afternoon snack. The facility does not provide information to the parents about what the children have ate at the facility.

Corrective action. Please make available to parents information on the food and drink given to children.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. The staff at today's inspection could not provide Licensing with staff files. Licensing could not confirm whether the staff with an expired criminal record check at the Routine inspection, has now obtained a valid criminal record check.

Corrective action. Please ensure employees in a community care facility has obtained a criminal record check.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): Licensing observed the name of the manager not posted.

Corrective action. Please ensure the name of the manager is displayed in a prominent place in the community care facility.

A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Licensing observed insufficient emergency supplies.

Corrective action. Please ensure there is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. A selection of staff files were reviewed. Out of the two files reviewed, one contained an expired criminal record check. The manager has submitted an application to the Criminal Records Review program earlier this month.

Corrective action. Please ensure a clear criminal record check has been obtained for persons in a community care facility.
