- EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Dishwashing pods and cleaning supplies were stored in a hallway closet that was accessbile to children. Upon notifying the manager, these items were stored in an inaccessible area.
Corrective action. The manager will ensure all cleaning products and supplies will be inaccessible to children.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. On the outdoor deck and ramp, there are multiple areas of chipped paint, including on the railings. There are also sections of wood that are beginning to decay.
Corrective action. Please submit a plan to Licensing outlining how these items observed on the deck and ramp will be addressed.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance. Observation (CORRECTED DURING INSPECTION): In the Multi-Age bathroom, there is a stool covered with tape; some of the edges of tape are peeling off and lifting. Licensing explained that with the condition of the tape, it becomes difficult to properly sanitize the stool. The Manager removed the stool and replaced it with another one during the inspection.
Corrective action. Please ensure all equipment is clean and in good repair.
11020 - CCLR s.13(2) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. 1/4 staff file missing 3 references. As per the Manager, the staff is new to the country and during the hiring process, did not have any references. Licensing and Manager discussed child-care related references.
Corrective action. Please ensure all staff files are complete with required documentation.

Observation (CORRECTED DURING INSPECTION): In the Multi-Age program, Licensing observed the following in a cupboard that was accessible to children: a bottle of Goo Gone, 2 adult scissors, a screw driver, and X-acto knife.
Corrective action. Manager immediately placed all items in an upper cupboard that is not accessible to children.

- RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. During the inspection 9 random children's files were reviewed and one did not have a MSP number. Upon discussing this with the manager, the manager stated that the family are new comers to Canada and they are waiting for their MSP number to arrive. The manager made a note on the child's file to review the file at a later time.
Corrective action. Please ensure all children's files are completed.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. During the inspection 9 random children's files were reviewed and one did not have a doctor's name and phone number. Upon discussing the matter with the manager, the manager stated that the family are new comers to Canada and they have not yet secured a family doctor.The manager made a note to the child's file to review the file at a later time.
Corrective action. Please ensure all children's files are completed.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance. Observation (CORRECTED DURING INSPECTION): Licensing observed 2 change mats that were beginning to rip on the sides. The soft fabric material was exposed therefore making the change pad hard to disinfect appropriately. The manager was able to remove the clear plastic covering as well as the soft fabric material.
Corrective action. Please ensure the furniture, equipment and fixtures are clean and in good repair.
11020 - CCLR s.13(2) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility. Observation (CORRECTED DURING INSPECTION): Licensing observed 2 staff certificates not posted.
Corrective action. Please ensure a copy of the certificate of any educator or assistant is displayed in a prominent place in the facility.
10070 - CCLR s.11(4) - RECORDS AND REPORTING
The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation. In conversation with the manager, a child currently enrolled is requiring extra support. The staff initially documented different incidents about the child however, stopped doing so and would verbally communicate to the manager and the family. There is no care plan in place for this child.
Corrective action. Please ensure a care plan is developed in consultation with the parent of the child requiring extra support.
19250 - CCLR s.58(2)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. A selection of staff files were reviewed. Out of the 6 files reviewed, 1 did not have a site specific Criminal Record Check.
Corrective action. Please ensure a site specific criminal record check for employees are on file.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person. Observation (CORRECTED DURING INSPECTION): Licensing noted the following: - A selection of staff files were reviewed. Out of the 6 files reviewed, 1 file contained references but there was no indication whether the references were checked by the manager. The manager stated she called the references in July but did not record this. - 1 other staff file only had 2 references. 1 of the references was written in another language. The manager stated she had the letter translated by a friend.
Corrective action. Please ensure character references in respect of the person is on file.

Observation. A selection of staff files were reviewed. Out of the 6 files reviewed, 1 did not have immunization status. The manager stated this staff has immunization records available but their in another language. A Fraser Health immunization declaration form will be filled out by the staff.
Corrective action. Please ensure there is a record on file that an employee has complied with the Province's immunization and tuberculosis program.
12090 - CCLR s.19(1)(f) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry, Observation (CORRECTED DURING INSPECTION): A selection of staff files were reviewed. Out of the 6 files reviewed, 3 did not have their ECE or ECE I/T certificates validated. The manager validated the certificates on site.
Corrective action. Please ensure an employee that holds an educator or assistant certificate have their certificates verified by the licensee using a system established and maintained by the director of the early childhood educator registry.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. Licensing noted for 2019 there was no emergency evacuation completed. The manager stated it was completed but staff forgot to record it.
Corrective action. Please ensure each employee practices implementing the emergency plan at least once each year.
