- EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): In the Multi-Age program, a jug and spray bottle of disinfectant, and a staff's personal belongings were accessible to children. Upon notifying the manager, these items were stored elsewhere that is not accessible to children.
Corrective action. Please ensure cleaning/sanitizing products and staff belongings are not accessible to children.
11200 - CCLR s.17 - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. For the Group Child Care (School Age): today's morning sign-out time for children is not recorded.
Corrective action. The manager said that this information will be filled out once the staff (that dropped off the children to school) returns to the facility in the afternoon
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. One staff with a first aid certification that was completed fully online which does not meet the requirements of Schedule C.
Corrective action. As per the manager, the staff will be renewing their first aid that meets the requirements of Schedule C. In the meantime, the manager will ensure children will have access to an individual with a valid first aid certification.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. In the 30 months to School Age program, the following was observed: -The laminate on the wooden door (between this program and the Multi-Age program) is peeling off and splintering near the bottom. -The white door labelled “stroller parking” has multiple stains and marks (on both sides of the door). Additionally, there are raised areas on the door with raw edges.
Corrective action. Please submit a plan to Licensing regarding how and when these items will be addressed.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing noted the cold temperature in the School Age program (upper level). In discussion with the manager, the central heating unit is broken. Licensing and the manager discussed the use of space heaters or replacing the unit to address this.
Corrective action. Please submit a plan to Licensing regarding when and how this item will be addressed.
11010 - CCLR s.13(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. 1 child with a documented allergy and follow up action indicates the administration of over-the-counter medication. However, there is no consent to administer medication available at the facility. As per the manager, the facility’s policy includes not administering over-the-counter medication.
Corrective action. The manager will follow up with the parents regarding the facility's policy and to clarify follow-up action for this allergy.
16010 - CCLR s.53(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation. 2 children with allergies and/or reactions that lack clear instructions regarding symptoms to look for and actions to follow if the allergy or reaction presents.
Corrective action. The manager will follow up with parents to obtain clear information that outlines symptoms and follow-up action for the facility to follow.
19140 - CCLR s.57(2)(h)(i) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. In the Multi-Age program, a child’s sign in and out time were not documented for one day. In the School Age program, the children’s departure from the facility and absences were not recorded for today.
Corrective action. Please ensure all children's arrival, departure times, and absences are recorded daily.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility. Observation (CORRECTED DURING INSPECTION): 5/8 children’s files with incomplete enrollment dates. During the inspection, complete enrollment dates were indicated on the files.
Corrective action. Please ensure enrollment dates are complete with month, date, and year.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. In the 3-5 program, Licensing observed the following: -Multiple areas with chipping paint and exposed dry wall due to deep dents, most notably on the yellow coloured walls and grey wall that houses the nap time items. -Multiple paint stains and brown marks on the 2 white doors. -2 large dents with exposed dry wall located at the bottom of the door frame that leads into the program. In the School Age program: -Some areas of the brick wall paper are peeling off or have peeled off. As per the Manager, there is a plan to address these repairs and renovations all throughout the facility. Facility awaits grant and funding approval in order to move forward.
Corrective action. Please submit a plan that indicates how the noted items will be addressed.
11020 - CCLR s.13(2) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Staff certificates are not posted in a prominent manner. Instead, certificates are stored in a folder that is placed in a drawer by the front entrance.
Corrective action. Please ensure staff certificates are posted in a prominent manner.
10070 - CCLR s.11(4) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. The attendance sheet for the School Age program does not indicate a sign-out time for when the children leave the facility to go to school in the morning. There is also no sign-in time that indicates when children return to the facility after school. Licensing and the Manager discussed adding 2 new columns to the attendance sheet that will indicate these times.
Corrective action. Please ensure this attendance sheet is revised so that the information noted above is clearly indicated.

Observation. During the inspection licensing observed containers of hand sanitizers located within children's reach throughout the facility. Licensing also observed 4 boxes of benefect (cleaning product) which was being stored in a manner that was accessible to children.
Corrective action. Ensure all hazardous products out of reach of children.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The vanity cupboards in the children's washroom located in the 'yellow room' are damaged (possibly water damage) and the children's cubbies are in need of paint. The floor area in the stairwell leading from the blue room to the yellow room is damaged and needs repair. There are 2 pieces of vinyl furniture in the group child care (under 36 months) room that are showing signs of wear and exposing the internal material. In the group child care (school age) program there are exposed electrical boxes. Overall the facility is located in an older building and with it comes challenges to ensure the facility is continuously maintained.
Corrective action. The Manager has applied for a grant to replace the furniture. The area around the stairwell is repaired on an ongoing basis however the repairs do not last. Licensing discussed various options for this area. The Manager will take measures to ensure the above noted items have been addressed.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing noted the fire extinguishers were due for servicing on January 7, 2022.
Corrective action. The Manager has arranged for the fire extinguisher to be serviced on site on January 18, 2022.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation. In discussion with the Manager there is a child in care who does not have a care plan on file. Discussion occurred with the Manager regarding this child and it was determined a care plan is needed.
Corrective action. The Manager will contact the appropriate individuals to implement the process for a care plan to be developed.
19210 - CCLR s.58(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon review of a staff file it was noted there was only one reference on file and it had not been verified.
Corrective action. Prior to caring for children employees must submit at a minimum 2 references and the Manager will need to verify the references.

Observation. Licensing noted tables being stored on a shelf in the group child care (30 months to school age) room that is elevated. There is the potential for the tables to tip over and injure an individual.
Corrective action. Ensure the tables are secured and made inaccessible to the children.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing noted in the group child care (under 36 months) and the multi-age programs they have red and blue chairs where areas are worn and repaired with tape or edges that are beginning to fray.
Corrective action. Ensure these items are repaired or replaced in a manner that no longer exposing the foam or frayed edges to allow for cleaning.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. During the inspection Licensing observed a lunch bag on the sign in counter containing a bottle of Advil. Staff purses were stored in an area that was accessible to the children and a electrical cord from a CD player was hanging loosely from an upper shelf. In the kitchen there was a boiling kettle that was left unattended and containers of shaving cream in unlocked lower cupboards. All of these items have the potential for serious harm or injury to children if accessed.
Corrective action. Ensure the above noted items are made inaccessible to the children. Licensing discussed these observerations with the Manager at the time of the inspection.
11200 - CCLR s.17 - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility. Observation (CORRECTED DURING INSPECTION): Licensing noted the staff's certificates were no longer posted. In discussion with the Manager she had removed them as they needed updating.
Corrective action. Ensure staff's certificates are posted. The Manager copied and posted the applicable certificates during the course of today's inspection.
