    A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): Children's absences were not recorded today and for previous days. This is a repeat contravention from routine inspection #NSAO-CTQU9E. Upon notifying the Licensee, all missing absences were documented.

    Corrective action. The Licensee will ensure that all absences are documented daily.

    The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.

    Observation. 2 individuals in the home with police clearances from the City police department. Licensing explained that this clearance is for volunteers and the 2 individuals will need to obtain criminal record checks using the Fraser Health access code.

    Corrective action. The Licensee will obtain criminal record checks for the 2 individuals using the Fraser Health access code.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

    Observation. In the outdoor play area, Licensing observed loose foam materials scattered around. As per the Licensee, this foam material was used to fill in the gaps in between the rubber tiles.

    Corrective action. Please ensure gaps in between rubber tiles are addressed in a more secure manner.

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency. Observation (CORRECTED DURING INSPECTION): Upon reviewing the fire drill records, a fire drill was not recorded for June. As per the Licensee, a drill was conducted, but forgot to record it. The Licensee then recorded the fire drill for June.

    Corrective action. Please ensure a fire drill is practiced and recorded on a monthly basis.

    Observation. Upon reviewing attendance records, children's absences were not recorded. As per the Licensee, she was previously recording absences. Licensing explained the importance of recording absences in addition to arrival times and departure times of children. Moving forward, the Licensee has said she will record all absences.

    Corrective action. Please ensure arrival and departure times, and absences are recorded for all children in care.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. During the routine inspection the following was observed in the back yard of the facility: - ivy vines were growing under the black rubber mat and coming out through the holes of the rubber mat causing a tripping hazard. - other weeds were growing through the holes in the black rubber mat causing a tripping hazard. The licensee said that they are not using the back yard as it is too sunny. The licensee said that since they only have two children they only use the front yard of the facility and going for walks.

    Corrective action. Please ensure the back yard is maintained at all times.

    Observation. During the routine inspection it was noted that the Active Play and Screen Time policies were missing.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

    Observation. In the main activity room the blind cords were accessible to children and were unsecured. A a container of hand sanitizer was accessible to children.

    Corrective action. Ensure all blind cords are made inaccessible to children. As per manufacturer's recommendation hand sanitizer must be kept out of children's reach.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed the following during the inspection: 1) in the washroom used by the children there are holes in the wall from a towel bar being removed. 2) the couch has two arm rests encased in duct tape. There are areas between the duct tape where the interior foam is exposed. 3) the kitchen floor has more than a dozen small areas in which the tile has been damaged and is now porous and is no longer able to be cleaned and sanitized. 4) at the base of the rear door there is a strip adhered to the door that is damaged. 5) in the entrance to the main play area from the front hallway there is an area in which the wall is chipped and the metal corner strip is exposed. There is a child safety gate installed and the area where the gate is secured into the wall is worn and the gyproc is exposed.

    Corrective action. 1) the holes need to be made nonporous in order for it to be suitable for cleaning and sanitizing. 2) the Licensee stated she will replace the damaged couch. 3) the Licensee has reached out to a tradesperson to obtain quotes for repairing the floor. The floor must be made nonporous in order for it to be suitable for cleaning and sanitizing. 4) the Licensee is aware of the door strip and it will need to be removed or replaced. 5) exposed gyproc is porous and is no longer cleanable. The Licensee must repair these areas in a manner that makes them nonporous.

  • EQUIPMENT AND FURNISHINGS

    A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.

    Observation. Upon review of the facility's fire plan the exit from the outdoor play area located at the front of the property has been approved as a fire exit. Licensing observed a padlock on the gate.

    Corrective action. When children are in care this exit must not be hampered by a lock.

    A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

    Observation. There are cardboard blocks for the children to use. Licensing observed approximately 4 blocks that have been wrapped in tape.

    Corrective action. The Licensee said the blocks were taped to repair them. Any block that is in need of repair should be removed from children's use and repaired or replaced.

    A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.

    Observation. The first aid kit has insufficient supplies. The Licensee takes the children off site and there was no instant ice pack contained within the kit.

    Corrective action. Review and update the first aid kit and replenish as needed.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The following were observed during the inspection: 1) located on a shelving unit are over 6 stackable plastic bins within children's reach. There is the potential for these items to fall onto an individual. 2) there was an electrical outlet accessible to the children with no cover. 3) in one corner of the kitchen the residents are using it for their office and entertainment space. This space contained: computer, printer, stereo components, books, boxes, files stacked on a chair, surge bar with multiple cords plugged in, portable fan. 4) in the outdoor play the rubber tiles are beginning to lift.

    Corrective action. 1) secure all items on storage units in a manner that they will not inadvertently fall upon an individual. 2) the Licensee placed an outlet cover on this outlet during the inspection - no further action required. 3) while licensing acknowledges the child care program shares space within the residence these spaces must be safe such as securing the electrical cords, securing items to prevent them from tipping over, etc. The Licensee indicated that she had started to work on this area and will finish this task. 4) any tiles in the outdoor play area must be flushed to prevent a child from tripping.

  • LICENSING

    Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.

    Observation. The Licensee has closed the room off the main play area to the children. This area is a part of the licensed space and as such must be made available to the children. Should this space no longer be designated for the children licensing will need to remeasure the usable space to determine the maximum capacity.

    Corrective action. The space will need to be made accessible to the children. Alternately the Licensee may submit amended floor plans for licensing to review and approve.

    Observation. The Licensee has a illness policy in addition to their communicable disease policy (COVID-19). The Licensee has not fully implemented their illness policy.

    Corrective action. Discussed with the Licensee about reviewing and revising their policies as needed and to implement them on a consistent basis.

    Observation. In a discussion with the Licensee there are two children who are using highchairs for eating. The children are of an age where the use of high chairs is no longer developmentally appropriate.

    Corrective action. The Licensee will place the high chairs in storage and have the children eat at the tables with their peers.

    Observation. Licensing reviewed 3 criminal record clearance letters of which one was addressed to another licensee.
