• POLICIES AND PROCEDURES

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment]. Observation (CORRECTED DURING INSPECTION): For the month of November 2025, the fire drill was not recorded. The facility manager said that the fire drill for that month was practiced and completed with the children.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed the following: - Soiled diaper placed on the bathroom counter sink in a plastic bag. (This was corrected by the facility and thrown in the bin during the inspection). - Tissue used to dry children's hands as explained to Licensing. (Wet tissue can easily tear off. The facility said that an order has been placed for paper towels that will be used to dry hands).

  Corrective action. Ensure a healthy and safe environment at all times

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

  Observation. Licensing observed that one child was missing their medical number on-file. This is a repeat contravention on routine inspection report #: CGEE-CXVTDG 24/Nov/2023.

  Corrective action. Ensure that the file is complete.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

  Observation. Licensing observed files and one child was missing the phone number of the doctor, and the emergency contact for one other child. This item was previously contravened on routine inspection report #: CGEE-CCBP75 07/Mar/2022.

  Corrective action. Ensure that the files are complete.

  19100 - CCLR s.57(2)(d)
• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Licensing observed that all four CRC's were expired in 2024. This item was previously contravened on inspection report #: CGEE-CCBP75 07/Mar/2022.

  Corrective action. Ensure that all CRCs are renewed.

  12040 - CCLR s.19(1)(a)
• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Licensing observed that there is no validation record on file for the certificate. Licensing showed the steps on-site on how to do this online. This is a repeat contravention on routine inspection report #: CGEE-CCBP75 07/Mar/2022.

  Corrective action. Ensure to validate the certificate each time it is renewed.

• EQUIPMENT AND FURNISHINGS

  A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

  Observation. A few child-height shelving units in the main room had exposed sharp corners.

  Corrective action. Sharp corners must be inaccessible to children.

• RECORDS AND REPORTING

  A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).

  Observation. The licensee's children were in care today & there were no files for them.

  Corrective action. All requirements of s.57 are required by children's 1st day of care.

Observation (CORRECTED DURING INSPECTION): 2 of the licensee's children were not signed in.

  A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

  Observation. Emergency consent cards were unavailable for most children.

  Corrective action. Emergency consent cards are required for offsite outings.

  A licensee must have in writing from a parent, and maintain at the community care facility, consent (b) to release a child to someone other than the parent.

  Observation. Emergency consent cards were unavailable for most children.

  A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility. Observation (CORRECTED DURING INSPECTION): An ECE certificate wasn't displayed.

  Observation. CCFL reviewed all children documentation. 2 children lacked their medical practitioners' contact info.

  Corrective action. Medical practitioners' (fam dr, walk-in or urgent care clinic, hospital) contact info must be documented.

  Observation. CCFL reviewed all employee documentation. An employee lacked references in her file.

  Corrective action. ≥ 2 references must be checked prior to employees' 1st day of employment.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. CCFL reviewed all employee documentation. An employee lacked evidence of her immunizaiton/TB status in her file.

  Corrective action. Evidence of immunization/TB status must be obtained by employees' 1st day of employment.

  12090 - CCLR s.19(1)(f)
• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. CCFL reviewed all employee documentation. An employee lacked a CRC from the BC Ministry of Justice's Criminal Records Review Prgm.

  Corrective action. A CRC from the BCMJ's CRRP is required by employees' 1st day of employment. The licensee stated that she applied for the employee's CRC a few weeks ago. In the meantime, the employee can't work alone w/ children or assist w/ diapering/toileting.

• EQUIPMENT AND FURNISHINGS

  A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

  Observation. An approximately 4' (1.22 m) high shelving unit wasn't secured to the wall.

  Corrective action. Shelving units > 4' (1.22 m) high must be secured to the wall.
