(Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): One staff did not have a current validation of certificate on file. This is a repeat contravention on routine inspection report #CGEE-CQLSEL on 05-Apr-2023 & #CGEE-CD7QKP on 05-Apr-2022.
Corrective action. When certificates are renewed, ensure that they are validated via the ECE registry online system.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed that on the upper level of the facility, the mats are stored in a way that the bedsheets are touching.
Corrective action. Ensure that when these items are being stored and not in use, the children's bedsheets are not touching.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed that in the lower level of the facility, paint is peeling on the doors and door frames.
Corrective action. Ensure that this item is in good repair.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Licensing observed that one staff's ECE certificate was not posted in the facility. This is a repeat contravention on inspection report #CGEE-CQLSEL on 05-Apr-2023.
Corrective action. Display in a prominent place at the facility a copy of the staff's certificate.

Observation. The GCC (SA) children's attendance only shows 2 times: - AM drop-off - PM pick-up
Corrective action. On regular or early dismissal days, GCC (SA) children who attend in the AM & PM must be signed: - in upon parental drop-off - out upon transfer of care to school (welcoming bell @ 08:50) - in upon transfer of care to the CCF (dismissal bell @ 15:00) - out upon parental pick-up On days of school closure (PDD, winter/spring/summer break), documenting a single arrival time & departure time is correct.

Corrective action. Care plans must be reviewed/signed/dated annually w/ parents to discuss any changes in their child's extra support needs.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility. Observation (CORRECTED DURING INSPECTION): CCFL reviewed all children's files & found that several start dates only stated the month & year.
19080 - CCLR s.57(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. CCFL reviewed all employees' files. An employee's recently-expired CRC is addressed to another organization. The corporation director stated that he applied for this employee's CRC 3 months ago & hasn't received anything; therefore, he'll follow-up w/ the BC Ministry of Justice's Criminial Records Review Program immediately.
Corrective action. All requirements of s. 19 are required by employees' 1st day of employment. This employee can't work alone w/ children or assist w/ diapering/toileting until her CRC has arrived.

Observation (CORRECTED DURING INSPECTION): CCFL reviewed the fire & emergency drill practice records. The Apr/2021 fire drill practice & annual emerency drill practice appear to have been missed, but the manager stated that both occured (the emergency drill in Dec/2020).

Observation (CORRECTED DURING INSPECTION): CCFL reviewed all employee documentation & found that an employee lacked 2 references.

Corrective action. All requirements of s. 19(1) must be obtained by employees' 1st day of employment.
12060 - CCLR s.19(1)(c) - STAFFING
Immediately after a person who was the subject of a character reference is no longer employed by or ordinarily present at the community care facility, a licensee must return all character references to the person, or destroy the character references.
Observation. CCFL reviewed all employee documentation & found character references of former employees.
Corrective action. Character references must be destroyed or returned to employees after their last day of employment.
