A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment]. Observation (CORRECTED DURING INSPECTION): For the month of June 2025, the fire drill was not recorded. The facility manager said that although it was not recored, the drill was completed with children.

Corrective action. Ensure that the monthly fire drills are recorded.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed the following: - A gazebo metal frame (without the fabric) was observed to be outdoors. The facility manager explained that there are times children use the space where this item is located. As it was quite unstable, it could potentially cause harm to children. - The changing mat pad in the bathroom was ripped (and therefore difficult to clean).

Corrective action. Ensure that a healthy and safe environment is provided to children at all times.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Licensing observed that the emergency supplies (food, water etc.) had an expiry date of Sept. 2023.

Corrective action. Ensure that the emergency supply items are replenished and remove items that have expired.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Licensing observed the following: - Absent children are not indicated in the daily attendance record - 4 children present in the facility were not signed in (This was corrected during the inspection)

Corrective action. Ensure to indicate children who are absent in the daily attendance record, and to ensure that children are signed in and that their time of arrival is indicated and recorded daily.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. Licensing observed that one child did not have a photo on file.

Corrective action. Ensure that the child has a photo on file, which is essential particularly in an event of an emergency.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Licensing observed the following: - The manager's CRC on file has expired (on Feb. 26, 2024) - One staff's CRC is not site specific

Corrective action. Ensure to update CRC's and that they are site specific (under the business name from the Criminal Records Review Board).

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Repeat violation from FIR #CGEE-AG5TGK (28/Nov/2016): 2 child-height storage units had sharp corners.

Corrective action. Remove the storage units or cover the sharp corners that are accesible to children.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Repeat violation from FIR #CGEE: - CF6UKJ (07/Jun/2022) - BHGUFV (31/Oct/2019) Thumbtacks of varying sizes secured a fabric against the fireplace. If a child pulls the fabric down, the thumbtacks may fall out.

Corrective action. Children must not have access to hazardous objects.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility. Observation (CORRECTED DURING INSPECTION): Repeat violation from FIR #CGEE: - BHGUFV (31/Oct/2019) - B94VMB (05/Feb/2019) CCFL reviewd all children documentation: 3 children's start dates were unclear.

Corrective action. All requirements of CCLR s.57 must be obtained by children's 1st day of care.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status. Observation (CORRECTED DURING INSPECTION): Repeat violation from FIR #CGEE: - C5TPA6 (06/Aug/2021) - BHGUFV (31/Oct/2019) CCFL reviewd all children documentation: A child lacked her MSP #.

Corrective action. All requirements of CCLR s.57 must be obtained by children's 1st day of care.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. CCFL reviewed all employee documentation: An employee lacked ≥ 2 references.

Corrective action. All requirements of CCLR s.19 must be obtained by employees' 1st day of employment.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Corrective action. Certificates must be verified upon hire & every renewal.

(Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): *Repeat violation from FIR #CGEE-BHGUFV (2017/10/31), FIR #CGEE-BHNVWN (2017/11/06), & FIR #CGEE-C5TPA6, (2021/08/06)* There was no evidence that the manager's certificate had been verified.

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.

Observation. *Repeat violation from FIR #CGEE-BHGUFV (2017/10/31), FIR #CGEE-BHNVWN (2017/11/06), FIR #CGEE-BPJMCD (2020/05/11), & FIR #CGEE-C5TPA6 (2021/08/06)* An ordinarily present individual > age 12 lacks a CRC.

Corrective action. The licensee must obtain a BC Ministry of Justice CRC for all ordinarily present individuals > age 12. In the meantime, this individual cannot be onsite during operational hours.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status. Observation (CORRECTED DURING INSPECTION): 1 child lacked their immunization status in her file.

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.

Observation. The licensee is already in the process of applying for an ordinarily present individual's CRRP CRC.

Corrective action. This individual can't be in the licensed space (indoor & outdoor) during daycare hours.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry, Observation (CORRECTED DURING INSPECTION): 2/3 employees' certificates hadn't been validated upon renewal.

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.

Observation. An ordinarily present individual lacked a BC Ministry of Justice criminal record check (CRC).

Corrective action. Please obtain a BC Ministry of Justice CRC for this individual.
