- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following in the outdoor play area: - Standing water in a bucket accessible to children - One loose fence panel
Corrective action. Ensure a safe environment is provided at all times.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed the following: - The emergency diagram map (direction from the premises to the designated meeting place) was not available in the facility - There is no portable emergency bag available on-site with items for all children
Corrective action. Ensure that there is a clear emergency plan diagram in place to ensure all staff are aware where to go in case of an emergency. A portable emergency bag will also need to be set up with items for all children in case of an emergency. Staff should take this bag everytime an emergency drill is completed with the children.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): During the inspection, Licensing observed that one child's time of arrival was not recorded. This is a repeat contravention - Report #CGEE-CDAR95 06/Apr/2022.
Corrective action. Ensure that the child's time of arrival is recorded daily.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. Licensing observed that minor incidents were only being recorded via text messages, and not written on the minor log bound book.
Corrective action. When a minor incident occurs, ensure to record the information in the minor log bound book with the details, full date and indicate which staff made the log.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing observed that one staff's CRC was not site specific and was from a college.
Corrective action. Ensure that the CRC for staff is site specific.

Observation (CORRECTED DURING INSPECTION): The fire extinguisher required its annual servicing in Jan/2022, according to the service tag.
Corrective action. The manager purchased a new fire extinguisher.

Corrective action. The manager printed a copy of her 2 other references.
19320 - CCLR s.59(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency. Observation (CORRECTED DURING INSPECTION): 6/7 children lacked a photograph.
Corrective action. The manager took individual, digital photographs of these 6 children.
19160 - CCLR s.57(2)(i) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): *Repeat violation from FIR #CGEE-C3KS4H (01/Jun/2021)* 3/6 children were signed in today. In addition, each child has their own daily attendance sheet.
Corrective action. The manager signed these 3 children in & created an attendance sheet that shows all 7 registered children together on 1 sheet.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status. Observation (CORRECTED DURING INSPECTION): *Repeat violation from FIR #CGEE-C3KS4H (01/Jun/2021)* 1/7 child lacked their MSP #.
Corrective action. The manager communicated w/ this child's parent to obtain their MSP #.
19070 - CCLR s.57(2)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. An employee lacked her CRC, which the manager explained is unobtainable until the employee receives her BC Services Card.
Corrective action. The manager must contact the Criminal Records Review Program to inquire about obtaining this employee's CRC immediately. All requirements of s. 19 are required by employees' 1st day of employment. This employee can't work alone w/ children or assist w/ diapering/toileting until she receives her CRC.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. The manager & an employee lacked their immunization status.
Corrective action. The manager completed her immunization status form during the inspection.

A licensee, other than a licensee who provides a care program described as Family Child Care or Child-minding, must have for each child at least 3.7 m2 of usable floor area in the community care facility, excluding (a) hallways, (b) built in storage areas, (c) bathrooms, and (d) fixed appliances, or, if not fixed, large appliances that are not normally moved from one area to another.
Observation. Upon CCFL's arrival, the 2nd room was closed. It was mainly used to store cots & highchairs.
Corrective action. All licensed spaces must be available to ensure each child has ≥ 3.7 m² of usable floor area.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. CCFL reviewed all children's files & found that genders weren't documented.
Corrective action. All requirements of s. 57 must be obtained by children's 1st day of care.

Corrective action. All children enrolled regardless of FT or PT status must be listed together on 1 sheet. Absent children must be indicated on the sheet.
