A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Although the facility appears to keep a daily record of children's time of arrival and departure, there is currently no system in place to record children who are absent (only children present are recorded on the attendance sheet). This matter was also discussed with the facility manager on-site. This item is a repeat contravention on routine inspection report #MZIN-D87KJ9 15/Aug/2024.
Corrective action. Ensure that absent children are recorded daily (documented and filed).

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following outdoors: - Peeling wall foam in the outdoor play space - Peeling and uneven ground coverage in the outdoor play space The manager said that these items above are in the process of being fixed.
Corrective action. Ensure that these listed items are addressed.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed that the children's bedsheets were touching while being stored.
Corrective action. Ensure that this matter is addressed for the health and safety of children.
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Licensing observed one staff's certificate was not displayed in the facility. This is a repeat contravention - Inspection report #CGEE-CECQ5N - 11-May-2022
Corrective action. Certificates for employees must be displayed conspicuously.
10070 - CCLR s.11(4) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Licensing observed the following: - One child was missing the doctor's phone number on file - Two children were missing the doctor's name and phone number on file This is a repeat contravention - Inspection report #CGEE-CECQ5N - 11-May-2022 & Inspection report #CGEE-CRBTZ6 - 28-Apr-2023.
Corrective action. Ensure that the children's files are complete. Clinic name and phone number is also acceptable.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Licensing observed the following upon checking the files: - Missing MSP# for one child - Three childen missing their immunization record

Observation (CORRECTED DURING INSPECTION): Licensing observed on Aug. 15, 2024 that although a child has left the facility for the day, that child was not signed out by staff in the attendance sheet.
Corrective action. Ensure that this information is accurately recorded.

Observation. Immunization status was not obtained for one volunteer.
Corrective action. Ensure that the volunteer's file is complete.

Observation. A minimum of two character references were not obtained for one volunteer.

Observation. Repeat violation from FIR #CGEE: - AQBUCU (17/Aug/2017) - BGUTU9 (11/Oct/2019) - CECQ5N (11/May/2022) CCFL reviewed 10 children's files. 1 lacked his medical practitioner's information.
Corrective action. All requirements of CCLR s.57 are required by children's 1st day of care.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation. Repeat violation from FIR #CGEE-C3TNZ5 (09/Jun/2021): CCFL reviewed 3 employees' files. An employee's CRC expired in May/2022.
Corrective action. CRCs must be renewed before their 5-year expiry date.

Observation. The licensee's certificate was posted despite her no longer working there. A current employee's certificate wasn't posted.
Corrective action. ECE/ECEA certificates of current employees must be displayed conspicuously.
10070 - CCLR s.11(4) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. The Dec/2021 fire drill wasn't documented despite the manager & employees explaining that it was practiced.
Corrective action. Fire drills must be documented upon completion.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. CCFL reviewed 8 children's files & found that 2 children lacked their medical pratitioner's contact information.
Corrective action. If children new to the country haven't sought medical attention yet, this must be indicated on their file. The licensee must follow-up w/ parents regularly in order to obtain this information.
19100 - CCLR s.57(2)(d) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. 2 employees' CRCs were addressed to their previous employers.
Corrective action. A CRC share or a new CRC is required for these employees. In the meantime, these employees can't work alone w/ children or assist w/ diapering/toileting.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. There was no evidence that the manager's most recent certificate had been validated.
Corrective action. Certificates must be verified upon hire & every renewal online ( https://earlychildhoodeducator.gov.bc.ca/Public/CertAndRenewal/Certificate_Validation.aspx ) or via phone (1.888.338.6622).

A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. The wooden sandbox cover is damaged/deteriorated in several locations from wear & water damage.
Corrective action. The sandbox cover must be repaired or replaced in order to be hazard-free & in good repair.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. There's a peeling wall panel near the door in the gross motor/nap room.
Corrective action. This panel must be affixed to the wall or removed altogether (then painted or finished w/ a safe material). All surfaces within the facility must be clean & in good repair.
