Observation. Two staff files without evidence of checked references.
Corrective action. The licensee will document when references are contacted and brief notes. The licensee may also request for reference letters to be provided.
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): ECE/ECEA validations from the ECE Registry were not obtained for two staff and the licensee. During the inspection, these were obtained.
Corrective action. Please ensure certificate validations are obtained from the ECE Registry.

Observation. The Licensee has an Active Play policy, but the policy is lacking details. Licensing will send the Licensee the Policies Bulletin as a reference.
Corrective action. The Licensee will add more details to the Active Play policy as per the Policies Bulletin.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. 1 staff on-site did not have evidence of their immunization status.
Corrective action. The Licensee will obtain this information and place it in the staff's file.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. The water in the children's washroom exceeded 49 degrees Celsius.
Corrective action. Please ensure that accessible water to children does not exceed 49 degrees Celsius.
11230 - CCLR s.47 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Children's bedding is touching which promotes cross-contamination.
Corrective action. Please ensure children's nap time items are stored in a way that they are not touching.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed the following: 1) No instant ice pack in the First Aid Kit. 2) Insufficient amount of emergency supplies and food to sustain the whole program for at least 72 hours. The Licensee shared that she plans to purchases ready-made emergency food kits for the all the enrolled children.
Corrective action. 1) Please ensure there is an instant ice pack in the First Aid Kit. 2) Please ensure there is a sufficient amount of emergency supplies and food to sustain the whole program, including staff.
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. The program is missing an Active Play and Screen Time Policy. Licensing and the Manager discussed items that need to be included in the policy. Licensing provided the DoLSoP Active Play as a resource
Corrective action. Please ensure an Active Play and Screem Time Policy is developped and implemented.
13060 - CCLR s.56(1)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. The Licensee has digital photos of the children. However, some of the children's photos are taken at a side angle and do not clearly display the child's face. Licensing explained the importance of having clear photos of children's faces in the event that a child goes missing.
Corrective action. Please ensure photos of children are taken in a manner that displays the child's full face.
19160 - CCLR s.57(2)(i) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon reviewing 6 children's files, Licensing observed the following: -1 child is missing an emergency contact and one of the parent's contact information. The parent contact information was filled and corrected during the inspection. -1 other child was missing the contact for medical practitioner and MSP#. Licensing and the Licensee discussed that if families do not have a family doctor then this section of information can be filled out with a walk-in clinic.
Corrective action. Please ensure all children's files are complete with the required information.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation. Upon reviewing children's files, 1 child has a food allergy, but there are not written instructions from the parents that outlines what to do if this allergen is ingested.
Corrective action. Please ensure written instructions are obtained from the parents that outlines what to do in case the child ingests the allergen.

Observation. Upon reviewing the Licensee's file, there is no validation.
Corrective action. Please ensure a validation is obtained through the ECE registry and placed in the staff file.

Observation. The Licensee and the 2 other individuals that live in the home have a valid criminal record check, but it is not site-specific. Licensing explained to the Manager that the current criminal records checks will need to be shared with Fraser Health using the specific access code. Licensing will provide the Criminal Record Check Bulletin to the Licensee as a reference.
Corrective action. Please ensure all individuals over the age of 12 years old have a valid and site-specific criminal record check.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed equipment intended to be used for climbing and/or sliding. These items are placed on the grass and with limited clear area around the items intended to be for a fall zone.
Corrective action. In discussion with the Licensee she will review the use of these items before making a decision to remove the items for use by the daycare children or place the equipment on resilient ground cover.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. Located in the children's washroom is a wooden stepstool used in assisting children to reach the faucet. During the inspection it was noted paint has been chipped and/or worn away and the wood is exposed.
Corrective action. The Licensee will need to seal the areas where there is exposed wood to allow for appropriate cleaning and sanitizing. Alternately the Licensee may chose to replace the stepstool.
11080 - CCLR s.15(1)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance. Observation (CORRECTED DURING INSPECTION): The exterior stair treads are fitted with a rubber tread and some of the treads were curling, and/or lifting posing a tripping hazard.
Corrective action. On the second day of the inspection work was underway to replace the affected treads.
11020 - CCLR s.13(2) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): During the September 21st inspection the Licensee had not maintained daily attendance for the children. On September 22nd the Licensee has noted the children's daily attendance on a monthly calendar and was thereby corrected during the inspection.
Corrective action. The intent of maintaining a daily attendance is to be able to determine at a glance, by anyone including first responders who is on site at any given time. This will be met by noting the children's daily attendance on a monthly calendar.
