- EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. There is a broken caterpillar tunnel available in the outdoor area.
Corrective action. The manager said children have not been playing with this and will have it removed.
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. In the outdoor area, there are multiple areas where the plastic underlay is exposed presenting a tripping hazard to children. This is a repeat contravention from routine inspections #NSAO-DEMM2D and #NSAO-D2FVRX.
Corrective action. The manager will ensure that the plastic is appropriately covered with woodchops on a daily basis.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. There are green and brown areas of residue on some outdoor equipment.
Corrective action. The manager will clean these areas to remove the residue.
11020 - CCLR s.13(2) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): The community care facility license was not posted in a prominent place as it was placed behind another document that was posted on the wall.
Corrective action. During the inspection, the CCF license was posted in a prominent place.
10050 - CCLR s.11(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility. Observation (CORRECTED DURING INSPECTION): One regular staff's certificate was not posted.
Corrective action. During the inspection, the manager posted the staff's certificate from the ECE Registry and First aid certification.
10070 - CCLR s.11(4) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. The manager did not have a criminal record check on-site and one staff had a clear criminal record check addressed to another facility.
Corrective action. The manager will obtain her criminal record check and keep it on-site. As for the other staff, the criminal record check has been requested to be shared with this facility and awaits the site-specific CRC.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Two staff missing immunization status.
Corrective action. The manager will obtain this information and place in the staffs' files.
12090 - CCLR s.19(1)(f) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. The manager has a first aid certification that was completed fully online which does not meet the requirements of Schedule C.
Corrective action. The manager will obtain a first aid certification that meets the requirements of Schedule C. In the meantime, the manager will not be left alone with children and a staff that has the proper first aid will always be present.
12210 - CCLR s.23(1)(a) - STAFFING
A licensee must do all of the following: (d) appoint a manager for the community care facility.
Observation. There is a new manager at the facility but the process to appoint a new manager has not been completed with Licensing.
Corrective action. The facility will submit the appropriate documents to Licensing for this change in manager.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. In the children's washroom, there is a highly stained dust pan that is accessible to children.
Corrective action. The manager will either clean this dust pan or replace it.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. 1) A large printer is stored on top of a shelving unit and hangs over posing as a falling hazard. During the inspection, the manager stored the printer on another desk to ensure that the printer is fully stabilized. 2) Loose section of wooden fencing is leaning against the fencing of the outdoor area. One portion of this fencing has exposed nails which is poking into the children's outdoor area. As per the manager, the repair worker placed this section of wooden fencing here. 3) In the outdoor area, there are multiple areas where the fabric and plastic underlay are exposed and no longer covered with wood chips presenting a tripping hazard to children. 4) In the outdoor area, there is rusty garden decorations (farm animals) accessible to children.
Corrective action. 1) The manager will ensure that this printer is stored in a manner that does not pose a hazard to children in care. 2) The manager will ensure that the children's outdoor area and area around it will be free from hazards while the property's wooden fencing is being replaced. 3) As part of the outdoor safety check, the manager will ensure that these areas are fully covered with wood chips. If there is an insufficient amount of wood chips, then more will be obtained. 4) All rusted items will be removed and inaccessible to children.
11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation. A covered container for soiled diapers is not available at the facility.
Corrective action. The manager will obtain a cover container to dispose of soiled diapers and clothing.
15010 - CCLR s.14(4)(a) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. As per one child's registration file, a food allergy is no longer applicable, but emergency medication is recommended by the doctor as a precautionary measure. The emergency medicaiton is not available at the facility. As per the manager, the medication was not provided.
Corrective action. The manager will follow up with the parents to clarify this information and will obtain updated documentation as needed. If medication is required, then the manager will obtain this accompanied by proper documentation and consent.
16020 - CCLR s.53(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation. There is an indicated allergy for one child without written instructions from the parents.
Corrective action. The manager will follow up with the parents to obtain written instructions that include symptoms to look for and instructions to follow by the facility in case the allergen is ingested.
19140 - CCLR s.57(2)(h)(i) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Validation on file for one staff is for the previous certification.
Corrective action. The manager will obtain the valdation for the current certification and place this in the staff's file.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Hot water accessible to children in the bathroom reached a temperature of 51.3 degrees Celsius. As per the Manager, children are always washing hands with a staff.
Corrective action. Please ensure hot water accessible to children does not exceed 49 degrees Celsius.
11230 - CCLR s.47 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Multiple areas of the outdoor area where the plastic underlay is exposed. This presents a tripping hazard to children. Some of the plastic underlay has also been ripped into smaller pieces ressembling pieces of garbage. Licensing and the Manager discussed fluffing and moving the woodchips to ensure the plastic underlay is covered.
Corrective action. Please ensure the plastic underlay is covered.
11190 - CCLR s.16(4)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. The current Reportable Incident policy at the facility lacks details. The RI bulletin was provided to the Manager as a reference. If policies have been revised, then an updated copy must be made available to parents and be at the facility.
Corrective action. Please ensure policies are complete.
13060 - CCLR s.56(1)(d) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (e) written policies and procedures respecting food and drink to be given to children.
Observation. No Nutrition policy for the facility. As per the Manager, she is unsure if there is one or where it may be.
Corrective action. Please ensure a Nutrition policy is developped and implemented.
13070 - CCLR s.56(1)(e) - RECORDS AND REPORTING
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. No logbook for the facility. As per the Manager, she texts parents about accidents that may have occurred at the facility. Licensing explained the purpose of a logbook and that one must be available at the facility. Licensing and the Manager discussed having a bound book to protect the integrity of the logbook.
Corrective action. The Manager understood the purpose of having a physical logbook and will be getting one for the facility.

Observation. The facility manager confirmed the following: -A single cloth was used to wipe multiple children's hands and faces. -Children were not hand washing after meals and diaper changes.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. Licensing observed that the second emergency exit was blocked with a child-sized wooden chair and 2 yogas mats. Upon notifying the Manager, the 2 yoga mats were placed elsewhere. The wooden chair still needs to be addressed.
Corrective action. Please ensure emergency exits are not blocked by equipment, furniture, and/or supplies.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During the inspection of the physical facility it was noted that the bathtub in the bathroom showed residue of dirty water on the bottom and sides.
Corrective action. Please ensure the facility is in clean and good repair while children are in attendance.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): During the inspection of the physical facility it was observed that under the sink in the kitchen area there was an opened box of borax. The box was removed and put in the garbage during the inspection.
Corrective action. Please ensure children do not have access to hazardous substances.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency. Observation (CORRECTED DURING INSPECTION): During the inspection it was observed that the designated exit window was locked with an iron grid lock. The manager stated that the facility is no longer using the window as an emergency exit and that the new emergency exit is the back door. The manager made corrections to the emergency plan during the inspection to reflect the new exit used.
Corrective action. Please ensure that the emergency exit is free of clutter and available to use in case of emergency.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. During the inspection of the daily attendance records it was noted that on several occasions a few children were not signed out.
Corrective action. Please ensure an accurate daily attendance record is maintained.

Observation. Licensing observed the following inside the facility: - The fridge temperature read at 7 degrees celcius Licensing obsrved the following in the outdoor play area: - There is a tap that is protruding from the ground posing as a tripping hazard for the children. The tap also has sharp edges on it and if a child were to fall on it, could cause serious injury.
Corrective action. Please ensure a healthy and safe environment is provided at all times.

Observation. A selection of staff files were reviewed. One of the files contained an expired ECE certificate. This staff has not been working at the facility since March 2020 due to Covid-19.
