Regular monitoring and maintenance of protective surfacing helps reduce the risk of injury by providing adequate impact absorption in the event of a fall. Observation. A child who may require medication while attending the facility does not have access to a current supply, as the medication on site is expired. Expired medication is not considered readily accessible for administration when required and may present a health and safety risk to the child. Care plans for children requiring additional support must be developed in consultation with the parent and any individual requested by the parent to ensure the child’s health and safety while in care. Care plans do not contain documentation demonstrating ongoing compliance with the requirements outlined in the plans. Maintaining records of compliance supports the consistent implementation of strategies, enables educators to evaluate effectiveness, and promotes informed decision-making to support positive outcomes for children. Observation. Fire drill records indicate that fire drills have been conducted each month, but the records do not illustrate that each employee has practiced implementing the fire drill system. Documentation of employees who have practiced implementing the fire drill system, provides a record of every employee who has been trained on how to respond in the event of a fire. This is a reoccurring contravention - May 29, 2024. Provide evidence by November 19, 2025, of documentation that each employee has practiced implementing the fire drill system. Emergency plan practice records show that the emergency plan has been practiced in two of the three classrooms, but do not indicate that each employee has practiced implementing the emergency plan. Documentation of employees who have practiced implementing the emergency plan, provides a record of every employee who has been trained on how to respond in the event of an emergency. This is a reoccurring contravention - May 29, 2024. Provide evidence by November 19, 2025, of documentation that each employee has practiced implementing the emergency plan. The manager confirmed that facility policies stating that parents will receive information about specific homeopathic remedies have not been followed. Without detailed information parents may be unable to make informed decisions about the use of the remedies, which may affect their children's health. Licensees are required to ensure that the written policies to guide employees in the care and supervision of children are being implemented by employees. Provide evidence by November 19, 2025 that the policies regarding the use of homeopathic remedies are being implemented by employees.

Observation. In one of the three classrooms, there is no evidence that the emergency plan has been implemented within the past year. Implementing the emergency plan each year ensures that each employee will know how to respond in the event of an emergency. Provide evidence by November 19, 2025 that all employees have practiced implementing the emergency plan.

Observation. Children's records do not include each child's date of enrolment, nor the date on which they stop attending the program. Complete records are required to ensure the health and safety of the children. Provide evidence by November 19, 2025 that dates of enrolment and withdrawal from care are included in the records for each child. The daily attendance records are missing some times of departure. Complete attendance records are required to ensure that children are accounted for at all times of day. This is a reoccurring contravention - May 29, 2024 and May 10, 2023. Provide evidence by November 19, 2025 that times of departure are being indicated on attendance records.

Observation. An old rug with curled up corners, and a set of outdoor stairs with raised edges on each step were observed. These items are tripping hazards which affect the safety of the children in care. Provide evidence by November 14, 2025 that the tripping hazards have been eliminated. A childproof lock failed on a cupboard containing a disinfection solution, giving children access to items which may be hazardous to their health or safety. The solution was relocated during the inspection. This is a reoccurring contravention - May 10, 2023. A gap under the gazebo and another under the fence were between 3.5 and 9 inches, causing an entrapment hazard. This is a reoccurring contravention - May 29, 2024. Provide evidence by November 14, 2025 that the entrapment hazards have been eliminated.

Observation. During the investigation into the complaint, the Licensing Officer reviewed the facility's policy that describes when a Care Plan should be created for a child. The Licensing Officer observed that a Care Plan did not exist for a child who fit the criteria described in the policy. This contravention is not part of the complaint, but was observed during the complaint investigation. The Licensee must ensure that policies which are intended to guide employees in the care of children are followed by the employees.

Observation. It was alleged that unexpected events involving children in care were not consistently recorded in a log of minor accidents, illnesses and unexpected events. A log book, and a system for recording observations exists, however staff admitted to the Licensing Officer that more diligent documentation should have occurred. This allegation is substantiated.

Observation. During a review of children's records, the new registration forms and emergency information forms were reviewed. The forms were missing a place for parents to indicate the child's immunization status. Licensees are required to keep a record of all information under Section 57 of the Child Care Licensing Regulation. The newly created registration package was missing a place for parents to indicate consent for the facility to seek medical attention. This information is required under Section 57.

Observation. During a review of staff files, it was discovered that three staff files are missing the results letters of their criminal record checks. The three files contain a printout summary of the approved search, but the clearance letters are not in the files. Employee records must include all items identified in Section 19 of the Child Care Licensing Regulation.

Observation. An inspection of a sampling of employee records found one employee file to be missing required information. This information may have been held in another location, but was unable to be inspected at the time of this inspection. A method of consistently applying the system for ensuring staff files are complete and stored in one location is required. Proof of an acceptable Criminal Record Check being completed for one employee existed, however the actual result letter with the expiry date was not available for inspection. The result letter with the expiry date is required.

Observation. During an inspection of the outdoor play space, a wooden board at the entrance to the playhouse was discovered to be weak, causing a potential hazard to children or staff. The board must be removed or replaced and a system implemented for regular inspection of the wooden structures. Openings that are greater than 3.5" but less than 9" were observed in several areas of the fence-line and the large rock area under and near the climbing wall. All openings, must be smaller than 3.5" or larger than 9" in order to avoid an entrapment hazard.

Observation. Some children's records were observed to be missing some required information. This may be as a result of the organization having recently switched to a new data base system. A method of ensuring that children's records are complete is required. Attendance records for the three Group Child Care (30 Months to School-Age) programs were reviewed and were found to be missing some departure times, and some indications that a child was absent. Attendance records must indicate times of arrival and departure, and whether a child is absent. Many children's records were missing a photo of the child. Some photos that were on the children's emergency cards appeared to be several years old. A current photo or digital image of each child is required. Staff indicated that the required daily inspections of the outdoor play space are being conducted, however there is no log of those inspections having been completed. A log of all daily, monthly and yearly play space inspections having been completed is required, as well as a record of any maintenance or repairs.

Observation. Fire drill records for the Group Child Care (30 Months to School Age) Programs were reviewed and were observed to be missing documentation of several months of fire drills. A record of monthly fire drills being practiced by each employee is required. Fire drill records for the School-Age Program were not observed during this inspection, but must also be practiced by each employee, and recorded monthly. A system for ensuring monthly practice and recording of fire drills is required. No record of annual practice of the emergency plan was able to be produced when requested during this inspection. A record of the emergency plan being practiced annually by each employee is required.

Observation. The staff file is missing evidence of how the staff meets the 20 hour Training Requirements of a Responsible Adult. Staff stated that the Responsible Adult training was taken in Vancouver and will pursue obtaining evidence, or will complete additional training/workshops to obtain the required 20 hours of training.

Observation. Additional outdoor supervision policies need to be created for the use of the dome structure in the lower playground as there are some levels that are in excess of 5 and 7 feet. Outdoor supervision strategies need to include the current school rules that outline the outdoor play area boundaries. The upper playground has a steep hill as one boundary and a fence as the other with two other unfenced portions. The lower playground has a hill as one boundary and a retaining wall that separates the play area from the parking lot. The other two boundaries are unfenced. The Emergency Response plan refers to a list of items that would be in the emergency kit. Many items were missing.

Observation. It is a requirement that all Assistant and Educator certificates be verified by the licensee using a system established and maintained by the director of the early childhood educator registry. The FLO will provide a link to the registry's validation system.

Observation. The Manager self identified that the practice of regularly and accurately recording minor incidents, illnesses and unexpected events needs to be re-introduced. Occasionally children's time outs are missing on the attendance records. Two children's images are missing. Daily and yearly play space inspections were reviewed. Monthly inspections are conducted by the custodial staff. Several monthly records were missing.
