  • C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

    Observation. The facility operates two licensed Group Child Care (Under 36 Months) programs and one Multi-Age Child Care program. Access to the entrance for the two under 36 months programs requires children, staff, and parents to travel through the outdoor play space licensed to the Multi-Age Child Care program. Once inside the building, the two infant and toddler programs are required to separate; however, one program must travel through the licensed space of the other program to access its classroom and washroom facilities. Children from separate licensed child care programs must not be combined except as permitted under Schedule E of the Child Care Licensing Regulation. Combining licensed programs may result in non-compliance with required child-to-staff ratios and does not maintain the separation of licensed care programs as required. The Licensee is responsible for ensuring that each licensed program operates independently and in compliance with Schedule E. A response is required by August 10, 2026, outlining the measures that will be implemented to ensure compliance with Schedule E of the Child Care Licensing Regulation.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. Review of the daily attendance records indicates that the records do not accurately reflect when children depart the program or transition from one care program to another. Accurate attendance records are required to ensure the health and safety of children and to enable staff to account for all children in the event of an emergency. A response is required by August 10, 2026, outlining the measures that will be implemented to ensure attendance records are maintained accurately at all times. Review of children's records indicates that required identifying information, including physical characteristics that may be used to readily identify a child in an emergency, is missing. Complete children's records are required to support the health and safety of children and to assist in the identification of a child in an emergency. A response is required by March 10, 2026, providing evidence that all required identifying information has been added to each child's record. Review of a child's care plan indicates there is no documentation demonstrating that the care plan is developed in consultation with the child's parent. Care plans for children requiring additional support must be developed in consultation with the parent and any individual requested by the parent to ensure the plan reflects the child's needs and appropriate supports. A response is required by August 10, 2026, demonstrating that the care plan has been developed in consultation with the parents. Review of a child's care plan indicates there is no documentation demonstrating that the care plan has been reviewed within the previous 12 months. The licensee is responsible for ensuring that care plans are reviewed at least annually to confirm that the information remains current and continues to meet the child's needs. A response is required by August 10, 2026, outlining how care plan review dates will be documented. A record of compliance with care plan requirements is missing from a child's care plan. It is the responsibility of the Licensee to ensure a record is kept outlining information on how the care plan is being implemented for the health and safety of the child in care. A response is required by August 10, 2026, outlining how records will be kept as required.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. Review of the outdoor play space indicates that a slide is positioned within close proximity to two boulders and does not maintain the recommended six-foot clearance zone. Maintaining a six-foot clearance around play equipment is considered safest to reduce the risk of injury and ensure children do not fall onto or collide with adjacent equipment or structures. A response is required by August 10, 2026, demonstrating that the slide has the minimum six-foot clearance on all sides. Review of play space inspection records indicates that daily inspections are not documented on February 14 - 16th and May 27th - June 9th. Daily play space inspections are required to identify and address hazards and to ensure the outdoor environment remains safe for children. A response is required by August 10, 2026, outlining the measures that will be implemented to ensure daily play space inspections are completed and documented consistently.

    Observation. Plastic bags were observed to be stored in a bottom drawer that may be accessed by children in the infant/toddler alcove. Children must not have access to anything that may be hazardous to their health. The bags were removed during the inspection and stored out of the reach of children.
