Observation. All children's records do not contain the date of enrolment in the facility and the date on which the child stops attending the facility. One child does not have a record containing any identifying personal information. Complete records are required for the health and safety of the child. Submit by November 7, 2025, evidence that the records are complete. All children's records do not contain identifying physical characteristics. Physical characteristics of a child can be used to readily identify the child in an emergency. Submit by November 07, 2025, evidence that all children's records contain the required information.

Observation. The facility has not been tested for radon gas.

Observation. The facility has been in operation since April 26, 2021, and has not completed testing for Radon Gas. Radon Gas testing is required to ensure the environment is safe and does not pose a health risk to children. Submit by November 12, 2025, how you will achieve compliance with this requirement.

Observation. One employee record does not contain the required criminal record check and character references. A person must not be employed unless the licensee has obtained the required records to ensure the person is safe and suitable to work with children. Submit by November 12, 2025, evidence that the record is complete for character references and how you will come into compliance for the criminal record check renewal.

Observation. The Manager reported that records of the fire and emergency plan drills that are required according to Section 56 (1) (c), and are required to be kept at the facility according to Section 59 (a) of the Child Care Licensing Regulation, are being kept at the main office of the Licensee, in another facility. These records were not able to be inspected at this time. Facility records must be kept on site. Provide email copies of the records to the Licensing Officer and indicate how the records will be stored at the facility by the follow up date above.

Observation. A radon test is currently being conducted, but has not been completed at the time of this inspection. Tests must occur during three of the winter months of November to March in order to produce reliable results.

Observation. It was alleged that a child was left unsupervised at the bus stop afterschool on two occasions. This allegation is substantiated. Children must be supervised at all times by a qualified person. Procedures to ensure constant supervision from the moment a child steps off of the bus and into the care of the staff are required.

Observation. It was alleged that facility policies and procedures regarding registration and cancellation of care are incomplete and do not include clear instruction for staff regarding bus students. This allegation is substantiated. Clear written policies are required. It was alleged that the staff had not followed the facility's procedures regarding meeting children at the bus stop. This allegation is substantiated by the corroborating incident report that was submitted by the facility on March 7, 2024. The incident report describes two occurrences when a child was not picked up by staff, at their school bus stop on January 8 and February 22 of 2024. It is the Licensee's responsibility to ensure that staff are following all policies and procedures.

Observation. A system is in place for ensuring that staff files are complete. One staff has a criminal record check from the RCMP while awaiting their results from the Criminal Record Review Program.

Observation. Staff files that contain the information required in Section 19 of the regulation is required to be kept at the facility.

Observation. Complainant reported to have observed a child crying and a staff member stating that the child was on time out. The complainant reported the event to the facility manager and to Licensing. During complaint review, the manager confirmed that a time out was applied as a behaviour guidance technique, contrary to the behaviour/guidance policies of the facility.

Observation. The LO reviewed completed medication administration forms which had a direction of "as needed". A discussion occurred with the Licensee contact and Manager the importance of having a clear written direction which outlines what "as needed" indicated.

Observation. An incident of Aggressive/Unusual Behaviour occurred in August. The incident was mitigated appropriately and recorded in detail. It is a requirement that an Incident report be submitted to licensing direct. The LO reviewed the Interior Health Authority incident reporting portal with the Licensee contact and Manager. The requirement that incidents be reported within 24 hours to Licensing was also reviewed. The Licensee Contact has created a checklist to track what is missing from children's files. The checklist indicates that several Medical Insurance Plan numbers and children's images are missing. A review of the attendance records indicates that children's attendance at both facilities is tracked on one sheet. There needs to be separate attendance records for each facility. The LO reviewed the attendance for the month of August. Two children were not signed in, but were signed out on one day. The Licensee of the facility operates a Group child Care (School Age) program at a location a few blocks away from the facility. All the records for this facility are located at the other facility. It is a requirement that all records required from section 56 - 58 of the Child Care Licensing Regulation be kept at a single location at the facility. The Manager indicated that daily play space inspections are occurring. There needs to be a method of recording the play space inspections
