(Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): One staff file did not have evidence of validation through the ECE registry

• MEDICATION

  If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

  Observation. Licensing reviewed two care plans with emergency medication, one medication had an expiry date of November 2024.

  Corrective action. Licensee to request medication from parent.

• OR SUPERVISION

  Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

  Observation. Licensing observed children from 2 different service types were combined.

  Corrective action. Ensure that appropriate group is maintained as permitted in Sch. E of CCLR.

• STAFFING

  Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.

  Observation. A minimum of two character references were not obtained for a practicum student.

  Corrective action. Ensure all practicum student/ volunteer files are complete.

  Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs. Observation (CORRECTED DURING INSPECTION): Immunization status was not obtained for a practicum student.

  Corrective action. Ensure all volunteer/practicum student files are complete.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): LO observed and discussed with staff about ensuring that shaving creams stored within the cupboard are out of reach of children.

  Corrective action. Please ensure that children are provided with a healthy and safe environment at all times while in care.

  In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

  Observation. Facility's policies and procedures were reviewed; Reportable Incident Policy was not available onsite for review at the time of the inspection.

  Corrective action. Please ensure that all records are kept in a single place within the facility.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,

  Observation. LO noted and discussed with the Manager: all staff certificates must be validated. In response to Covid-19 emergency, ECE registry has extended the expiry date of the certificates which can be validated using the new expiry date.

  Corrective action. Please ensure staff file is complete.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed that the facility baseboard heaters that were accessible to the children were very hot to the touch. Discussed with the Manager who stated that the heating is generally turned off at the start of Preschool. They do hold residual heat and the heater is located in a designated play area.

  Corrective action. Please ensure that a safe environment is provided at all times.

  Observation. On review of child records, Licensing observed that 2 care plans had not been annually reviewed and 1 was miossing a date of preparation.

  Corrective action. Please ensure all care plans are up to date.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,

  Observation. Licensing reviewed 5 staff files of which 3 were validated throught the Registry but 2 were not. 1 staff has just returned from a leave and the other recently renewed her certificate.

  Corrective action. Please ensure all renewals and returning staff have their certificates validated through the Registry.
