A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation. LO observed that there was no covered container for soiled diapers located next to the diaper change area.
Corrective action. Licensee stated she would purchase a bin to place near the diaper change area.
15010 - CCLR s.14(4)(a) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. LO reviewed three care plans, one of which had not been reviewed annually.
Corrective action. Licensee stated she was in the process of updating on this day.
19260 - CCLR s.58(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. LO reviewed three staff and one support staff file; of which two were missing a criminal record check for the person.
Corrective action. Licensee stated she had applied for however had not yet received the criminal record checks.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. LO reviewed two educator certificates, of which one had not been verified.
Corrective action. Licensee stated she would obtain on this day and place in the staff file.

Observation. LO observed 2 children in sleeping in 2 separate nap rooms unsupervised. LO discussed some strategies to ensure continuos supervision is provided to the children at all times, including the nappers.
Corrective action. Ensure that all children are supervised at all times while in care.
14060 - CCLR s.39(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. DLSOP Active Play – The Licensee has not implemented a Screen Use Policy.
Corrective action. Ensure to limit screen time ( TV, computer or electronic games) to 30 minutes or less a day. Screen time is not offered to children under two years of age.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. 4 children's files were reviewed; 1 child's MSP number was missing.
Corrective action. Ensure that all children's files are complete.
