    Observation. Seven children do not have a photo or digital image which can be used to readily identify the children in the event of an emergency. Submit by October 16, 2025, evidence that the photos have been added to the children's records. Care plans are missing for three children who require the use of an EpiPen. Care plans for children with medical needs are required to be developed in consultation with the parent to ensure that children receive safe and supportive care as well as supporting employees to know how to respond to any symptoms of identified conditions. Submit by October 16, 2025, evidence the three care plans have been developed in consultation with the parents.

    Observation. Medication forms are missing for three children requiring the use of an EpiPen. Medication forms are required to be completed and contain evidence the medication was prescribed or provided by the parent in order to ensure the health and safety of the child receiving the medication.     Observation. A staff, working at the time of the inspection, did not have a file for the Licensing Officer to review. This is a reoccurring contravention originally found out of compliance on February 10, 2023. A Licensee must not employ a person in a community care facility unless the required records have been obtained Outline the system developed to ensure employee files are complete. At the time of this inspection, there was no evidence that employees had practiced implementing the fire drill system in June, July and August. This is a reoccurring contravention originally found out of compliance on March 1, 2024. Outline the system developed to ensure employees will practice implementing the fire drill system the required once a month.

    Observation. The Licensee’s system for ensuring children's records are complete with the required legislative information appears to be ineffective. Two children did not have records for the Licensing Officer to review. One child's record was missing the telephone number for a medical practitioner. Incomplete children's records is a reoccurring contravention originally found out of compliance on February 10, 2023 and March1, 2024. Outline the system developed to ensure children's files are complete.

    Observation. Licensing observed children leaving the program area to go to the washrooms without supervision.

    Observation. The manager's name needs to be posted.

    Observation. A review of the children's records indicated the following details were missing from some records: - the date on which the child stops attending the community care facility - medical insurance plan number - custody agreements were not on file for children who had parents listed as not authorized to have access - a photograph or digital image of the child

    Observation. Licensing heard the manager telling a child to "stop doing that or you will go into time out". Time out as a punishment is not an appropriate behavioural guidance strategy according the the booklet Guiding Children's Behaviour. When Licensing asked to see the behavioural guidance policy, the manager did not have a copy of the policy for Licensing to review. A licensee must provide to employees the licensee's policy on behavioural guidance.

    Observation. When Licensing asked about the Emergency Plan the manager stated they did not have a plan on file and the Licensee has not supplied the plan.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. The manager stated she had not been trained in the implementation of the emergency plan. A review of the recorded fire drill system indicated employees are not practicing implementing the system on a monthly basis. The manager revealed that the emergency plan has not been practiced.

    Observation. Thorough daily and monthly inspections of the outdoor play space are not occurring on a regular basis.
