- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The heater in the main classroom is not working. The Manager said she informed the maintenance person in the Temple.
Corrective action. Ensure the heater is repaired.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
If a person prepays part of the cost of services provided by a class of community care facilities designated by the Lieutenant Governor in Council, the licensee must, at the time of the prepayment, deliver to the person a written statement setting out the terms and conditions on which a refund of all or any of the prepayment will be made.
Observation. A random selection of children's files were reviewed. Out of the 6 reviewed, 1 file did not contain a prepayment agreement.
Corrective action. Ensure children's files are complete.
13080 - CCALA s.19 - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. There are currently no emergency supplies on site. The Manager said the supplies were removed by an individual from the Temple. This is noted as a repeat contravention.
Corrective action. Submit a corrective action plan.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. A random selection of children's files were reviewed. Out of the 6 reviewed, 1 file did not contain immunization status.
Corrective action. Ensure children's files are complete.
19070 - CCLR s.57(2)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. A selection of staff files were reviewed. Out of the 3 reviewed, 2 files did not contain validations for ECEA certificates. The Manager validated 1 certificate during the inspection.
Corrective action. Ensure staff files are complete.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Children are driven on the facility bus by the Manager who has an expired First Aid certificate.
Corrective action. Submit a corrective action plan.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - The parking lot and pathway leading to the facility was not shoveled or salted posing a hazard for staff, children and parents to slip and fall. - The hot water was 51 degrees celcius. (Corrected during inspection) - After bit in the first aid kit is expired. Parent permission is not obtained to apply after bite.
Corrective action. Ensure there is a system to maintain a healthy and safe environment.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation. First aid kits are not taken by staff when providing care off the Community Care Facility Premise (i.e van, bus, and walking to and from the schools)
Corrective action. Ensure a first aid kit is taken when providing care off site.
11220 - CCLR s.23(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed staff did not instruct children to wash hands. A staff said children was hands right when they come from school but forgot today.
Corrective action. Ensure there is a health and hygiene system.
15030 - CCLR s.46(1) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Licensing observed the name of the Manager and the License is not posted in a prominent place.
Corrective action. Ensure the name of the Name of the Manager and License is posted where parents can see this information.
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed the following: - Fire Extinguisher has not been serviced annually. - There were no emergency supplies to implement the emergency plan. A staff said the Manager took the supplies home to replenish them.
Corrective action. Ensure emergency supplies are kept on site and are sufficient to mitigate, respond and recover from an emergency.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed 4 children in care, none of these children were signed in. This is noted as a repeat contravention.
Corrective action. Ensure there is a system to monitor attendance.

Observation. There is no record a fire drill was completed for January 2025. A staff said a drill was completed but staff forgot to record it.
Corrective action. Ensure there is a system to practice fire drills monthly.

Observation. Staff regularly supported children in care to participate in swimming at local pools. No assessment of children's swimming abilities was completed. Staff did not have guidance regarding what safety equipment was required and the level of supervision needed when children were in the pool. The licensee did not have policy and procedure to guide staff in this activity

Observation. The staff records were locked up and not available for review. The Licensee contact was contacted via phone during the inspection and a day and time would be scheduled by Licensing to return to complete a review of the staff files.
Corrective action. Ensure all records are produced on demand to the Licensing officer.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. The current daily attendance record shows school age children are in care all day. However, in discussion with the staff, children are dropped off to school by the facility in the morning and return back into the facilities care in the afternoon. This is not accurately reflected in the attendance record.
Corrective action. Ensure an accurate daily attendance record is indicated for each day.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. During the inspection it was observed that one of the bathrooms, which are accessible to the children, had hot water that reached up to 55.7 degrees Celsius. This is a repeat contravention.
Corrective action. Please ensure any heated water accessible to children is heated to no more that 49 degrees Celsius.
11230 - CCLR s.47 - POLICIES AND PROCEDURES
A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. A review of the emergency kits revealed the following: - expired food in three of the emergency kits - one child did not have any food in the emergency kit - not enough supplies to mitigate, respond, and recover from any emergency - the kits were hard to access
Corrective action. Please ensure that you have enough supplies to mitigate, respond and recover from any emergency and that the kits are reviewed once a year for expiration dates.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. A total of 6 children's files and care cards were reviewed and 2 children were missing a photo and one child had a picture that needed updating.
Corrective action. Please ensure all children have a current and up to date photo.

Observation. During the inspection the staff was unable to produce staff files for review due to them being locked in a cabinet. Staff was not aware where the key for the cabinet was located.This is a repeat contravention. Corrective action. Please ensure staff can produce records, on demand, to the medical health officer.
19340 - CCLR s.59(c) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. A review of children's files indicated that there is one child in care that requires an EPI due to being allergic to fish. However, there is no care plan in place nor is it known what the course of action is in administering the EPI should the child need it.This is a repeat contravention.
Corrective action. Please ensure that each child requiring extra support has a care plan in place to support staff in responding to the child's needs.
19220 - CCLR s.58(1)(b) - STAFFING
A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. During the inspection it was observed that a record of fire drills was kept for each month, however there was no record of earthquake/emergency drill being implemented and recorded.
Corrective action. Please ensure an earthquake/emergency drill is implemented at east once each year.
