  • STAFFING

    If a licensee is absent for more than 30 consecutive days, the licensee's temporary replacement must be approved by a medical health officer and (a) in the case of a care program described as Family Child Care, hold the same qualifications as a manager.

    Observation. The Licensee has been absent for more than 30 days and the staff person was unaware when the Licensee will return.

    Corrective action. Ensure that if absent for more than 20 days the replacement must be approved by the medical health officer.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.

    Observation. The fence surrounding the outdoor area is in poor repair with wood looking like it is beginning to disintegrate. The other side of the fence is a lane way. The temporary orange snow fencing is falling down in places. The gate leading down the cement stairs to the basement does not latch and the wood is beginning to peel away from itself.

    Corrective action. Ensure that the outdoor area is enclosed and will ensure children are free from harm

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The following was observed at time of the inspection: - the ceiling in the children's eating area was stained with what appeared to be mold on it. - the windows in the children's eating area did not have the window limiters on it. The drop from the windows is about 15 feet. -areas including the kitchen were not clean with items on tables and floors. - sun deck did not have spindles on the railings and had temporary orange snow fencing secured to it. There were places where the orange fencing was broken or cut creating entrapment or falling hazards.

    Corrective action. Please provide a written response how you have corrected the above items and how you are going to ensure they are in compliance

  • LICENSING

    Licensees must not make any structural change to a community care facility unless the licensee first (a) submits plans for the change to a medical health officer.

    Observation. The interior entrance to the basement was boarded up and the outdoor entrance was unable to be entered during the inspection.The basement space was available for inspection at previous inspections.

    Corrective action. Please submit new floor plans of each floor of the building and a site plan to be reviewed by the Licensing Officer and submitted to the municipality for approval.

    Observation. Licensing observed emergency supplies are insufficient to implement the emergency plan. Limited foods and water to respond to emergency.

    Corrective action. The Manager said she will obtain more items to add to the emergency supplies.

    Observation. A care plan was not developed for a child with emergency medication. There was no instruction or permission form from parents for the use of the emergency medication.

    Corrective action. The licensee must develop a care plan with the parents for child with extra support or emergency medication. The Manager said she will follow up with the parents to obtain a care plan.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

    Observation. Licensing observed the following inside the facility: -A cupboard in the kitchen contained Lysol toilet bowl cleaner -A bottle of bleach and dishwasher detergent pods were located under the sink. This was accessible and not locked -One window limiter in the naproom was broken. One window limiter in the living room was placed far apart. The windows are located on the second floor of the home and present a potential falling hazard. This is a repeat contravention from inspection #CLAN-CN6S38 -Chemicals were located under the sink in the washroom. Locks were observed but they did not lock the doors properly. -Plastic bags were observed in a cupboard in the nap room at the children's level -A phone cord was observed in the nap room . This is a repeat contravention from inspection #CLAN-CN6S38 -Blind cords in the nap room were hanging at a lower level. These could cause a potential hazard -A loose uncoiled cord for a fan was observed in the nap room. -The laundry room was open and a recycling bin with sharp cans was observed in the floor The following was observed in the outdoor play area: -A rusty rake was located on the ground in the outdoor play area. This is a repeat contravention from inspection #CLAN-CN6S38

    Corrective action. Please ensure children do not have access to any objects or substances that may be hazardous to their health and safety

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The following was observed inside the facility: -The bottle of bleach and water used to disinfect the diaper changing mat was tested. Only water was in the bottle. This was corrected during the inspection -Diaper cream was observed in a basket in the counter. This was corrected during the inspection -Lunches were observed in the classroom. Two lunch kits did not have an ice pack and contained foods that are required to be refrigerated The following was observed outside the facility: -A large basketball net was located on the ground this could present a potential tipping hazard. -A climber was close to the pavement. This was corrected during the inspection

    Corrective action. Please ensure a healthy and safe environment is provided at all times to the children in care.

    Observation. The Licensee's first aid certificate was observed. The certificate expired in July 2023. Other staff were working in the facility and have first aid certification. The Licensee must also be certified.

    Corrective action. Please ensure first aid certificates are current.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

    Observation. During the inspection the following was observed: -Window limiters in the nap room and in the playroom were placed far apart. Two limiters were 1 feet while another was 8 inches. A screen is attached to the windows. If a window is opened a child can potentially fall out of the window. -The following was present in the kitchen: Lysol cleaner and a large bottle of bleach were accessible under the kitchen sink. A lock was present but not applied. Two bottles of butane were located in a drawer, an open bag of ice melt was located at the back door. Multiple sharp cans were observed by the back door. The Licensee states the children access the outdoor play area through the kitchen. -A phone charging cord was located in the nap room. This may present a potential hazard. -A rusty shovel and rake were observed in the outdoor play area. Rust can present a potential health hazard.

    Corrective action. Please ensure children do not have access to any object or substance that may be hazardous to their health and safety.

    Observation. The fire extinguisher was observed. The expiry date for servicing was November 24, 2022. The fire extinguisher was within the area of fully charged.

    Corrective action. Please ensure the fire extinguisher is serviced annually and that this is documented to be prepared in case of emergency.
