A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. fabric towels are used and hung on specific hook for each child

Corrective action. Single use towels are required to minimize the spread of germs.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. 1 of 3 employees working did not have their certificate posted

Corrective action. Ensure all employees certificates are posted.

If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

Observation. Medication was available for a child without specific time, or symptoms to apply it

Corrective action. Ensure that a medication is given with specific times or symptoms.

A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,

Observation. Life saving medication for a child was stored incorrectly in a fridge, with temperatures well below the 15-30 degree Celsius it should be stored at

Corrective action. Ensure medication is stored according to the instructions.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. The care plan was not reviewed annually with the parent or any person requested to by the parent.

Corrective action. Ensure the care plan is reviewed annually.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. A record of the person's work history was not obtained for one employees.

Corrective action. Ensure a record of person's work history is obtained for all employees

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

Observation. The emergency plan has never been practiced

Corrective action. Ensure the emergency plan is practiced at least once per year

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. 1 employee did not have character references

Corrective action. Ensure that each employee has a record of character references

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed a mop and mop bucket were placed beside the toilet in children’s washroom. They were at children’s level and accessible to children. Given the young age of children in care this poses potential hygiene risk and safety risk if the mop were to fall.

Corrective action. The Licensee said she will remove the mop and the mop bucket and ensure they are out of children’s reach.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. Licensing tested hot water temperature in children’s washroom, the reading was at 61.8 degree. There were two wash basins in the kitchen area for children to use, the hot water temperature reading was at 59 degrees.

Corrective action. The Licensee said she will adjust the hot water temperature from the hot water tank and monitor hand washing.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. Licensing observed name of the Manager was not posted.

Corrective action. The Licensee said she will post manager’s name.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. During a conversation with the Licensee, she confirmed only ECE staff works either first half an hour or last half an hour of the program.

Corrective action. The Licensee will address the staff schedule.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Six children files were reviewed. Two files were missing date of enrolment.

Corrective action. The Licensee said she will create a system to ensure children’s files have all the required documents.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

Observation. Licensing observed the policy and procedure was not available at the facility. The Licensee said it was stored on her computer, but the computer was not on-site.

Corrective action. The Licensee said she will print out a physical copy of the policy and procedure for the facility.
