If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. Parental medication consent is required to use diaper cream on children.
Corrective action. Please obtain this consent from all children's parents.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Upon inspection, Licensing observed the following: - Diaper creams in the washroom were accessible to children - Staff's personal toiletries were stored in an unlocked cabinet in the children's washroom. It was accessible to children.
Corrective action. The Staff said she will move above mentioned items and make it not accessible to children
11200 - CCLR s.17 - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed staff did not encourage or instruct children to wash hands. This poses hygiene risk.
Corrective action. The Staff said she will ensure hand washing is practiced after diapering/toileting and meal time.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Upon inspection, Licensing observed the following: - Fire Extinguisher was not serviced annually. The arrow was at the green zone. - Emergency supplies: foods and water were expired.
Corrective action. The Staff said she will ask the Manager to have the fire extinguisher to be serviced annually and up to date foods and water will be added to the emergency supplies.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Eight children's files were reviewed, two children were missing their immunization status
Corrective action. The Staff said she will obtain the immunization status from the parents.
19070 - CCLR s.57(2)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for one or more employees.
Corrective action. The Staff said she will ask the Manager to obtain immunization status from the staffs.

Observation. Three staff files were reviewed, two staffs' certificate were not validated by using the system maintained by the early childhood educator registry.
Corrective action. The Staff said she will ask the Manager to validate staffs' certificate by using the system maintained by the early childhood educator registry.

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. Criminal record check for residences over the age of 12 who are ordinarily present are not available.
Corrective action. The Staff said she will ask the Manager to obtain criminal record check for the residences. The Staff said residences will not have access to the daycare.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. Three staffs' files were reviewed, record of the staffs' work history were not obtained.
Corrective action. The Staff said she will ask the Manager to obtain work history from the staffs.
12060 - CCLR s.19(1)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Three staff files were reviewed, one staff file was missing character reference.
Corrective action. The Staff said she will ask the Manager to obtain the character reference from the staff.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Three staff files were reviewed, one staff's criminal record check was not site specific but it was sited to another facility. One staff's file was missing criminal record check.
Corrective action. The Staff said she will inquire the Manager to obtain staffs' criminal record check. In the meantime, the staff without criminal record check will be supervised when working with children.

Observation. During the inspection licensing observed the following: -A bottle of vitamins under the sink. A lock was present but not applied. This was corrected during the inspection -Plastic bags were accessible to children in the washroom -A bottle of bleach and water was located at the children's level -Several diaper cream containers were in an unlocked cupboard located at the children's level -Several packets of toilet bowl freshener were in a drawer that was accessible to children. A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. The following was observed during the inspection: -A broken metal door stopper was in tiny pieces on the counter top in the washroom (removed during inspection) -A pencil sharpener had a long cord that was not secured (this was observed near a child's sleep mat) -A phone cord was located on a child's tool bench -Medications such as: Advil cold and sinus, allergy pills and vitamins were on a counter top in the play area (removed during inspection) -Two children were observed eating whole grapes at snack time. These present a potential choking hazard. The Manager has spoken to families.
Corrective action. Please ensure children do not have access to any objects or substances that are harmful to their health and safety

Observation. Licensing observed the emergency supplies more food and water is required. In discussion with the Manager she stated she ordered the supplies last week. This is a repeat contravention from inspection # CLAN-BVBNX8
Corrective action. Please ensure you have sufficient supplies for all of the children in care to be prepared in case of an emergency.

Observation. The care plan was not reviewed annually as it was signed but no date was recorded. This was corrected during the inspection.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During the inspection the following was observed inside the facility: -an electrical outlet cover was missing in the main classroom area -Items in bags were being stored on top of the diaper changing mat. This could cause the potential from cross contamination from bacteria on the diaper changing mat to the bags. -only one bleach bottle was being used to disinfect both the tables and the diaper changing surface. This could cause the potential for cross contamination.
Corrective action. Please ensure a healthy and safe environment is provided at all times to the children in care.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During the inspection licensing observed that several chairs had peeling paint. This could potentially cause a splintering hazard or harbour bacteria.
Corrective action. Please ensure equipment in the facility is in good repair.

A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. During the inspection the emergency supplies were reviewed. More food is required to be added to the emergency kit.
Corrective action. Please ensure you have sufficient emergency supplies for 8 children in care. Licensing recommends enough food and supplies for a period of 72 hours for 8 children in care.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed there were no records of fire drills for January to March 2020 and October 2020. In addition there was no record of an emergency drill being completed. In discussion with the staff she stated the drills were completed but were not recorded.
Corrective action. Please ensure that a record of fire and emergency drills is completed.
