A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].
Observation. Licensing observed: Indoors: - Both gates leading into the kitchen were observed to be open, posing a safety concern. - An adult swivel counter stool was accessible to children. A child was seen spinning the stool, which tipped over and fell on the ground, posing a safety concern. - A pole approximately 5 feet in height is used to hold a tablet for attendance recording. It is positioned within the play area and is accessible to children, posing a safety concern if the pole were to become unstable or fall. - A dirty mop and a bucket of dirty water were accessible to children. - Window blinds and blind cords were accessible to children, creating a safety concern. Two children were observed standing on a couch and pulling on the blinds. Outdoors: - A child climbed a tree and was standing on a branch where the fall zone on one side was less than six feet. This area was also located close to a chain-link fence, creating a safety concern in the event of a fall. - Several pieces of garbage were found on the ground along the pathway to the backyard play area. - Additional garbage was observed within the outdoor play area. - A large gap between the fence and the greenhouse was accessible to children, posing supervision concerns. The Manager indicated that the space had previously been secured with a board; however, the board was recently removed. - A rose bush from the neighboring property was observed leaning into the outdoor play space and was accessible to children, posing a safety risk due to its thorns.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. Licensing observed the greenhouse door does not close properly and can be easily opened, posing both safety and supervision concerns.

Play materials and/or equipment are not safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)(b)]
Observation. Licensing observed the following in the outdoor play area: - A deflated balloon was found on the ground; several children were putting it in their mouths to blow it up, posing a choking and hygiene concern. - One piece of play equipment had multiple cracks with sharp edges, posing a safety concern. - Materials were observed only in the sandbox. No materials were available in other areas to meet the needs of the number of children enrolled.

A record for each child containing the daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure is not kept. [CCLR Sec. 57(2)(i)]; A record for each child containing the date of enrolment in the facility is not kept. [CCLR Sec. 57(2)(b)]; A record for each child containing the name, sex, date of birth, medical insurance plan number and immunization status is not kept. [CCLR Sec. 57(2)(a)]
Observation. Licensing reviewed five children's records: - Two records are missing medical insurance plan numbers. - All records do not include the date of enrollment in the facility. - All records do not contain a photograph of the child. - Several records do not capture attendance records correctly.

A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation. The instructions that shows the symptoms and course of action for the child with a mild food allergy was not observed.
Corrective action. Manager said that she will request the information from parents today during pick up time

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed four staff files, and three staff files have criminal record checks that were not site specific.
Corrective action. Manager said that she will review all staff files to ensure that they are complete
