- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed that the tray with a plastic bin and a bag of circle time materials are placed on the windowsill and is accessible to the children.
Corrective action. Manager said that she will relocate the items so they are inaccessible to the children.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed that there are two bottles of bleach stored in the under-sink cupboard and the child-proof lock is broken
Corrective action. Manager said that she will replace the broken child prove lock within today
11200 - CCLR s.17 - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. Licesning observed the following: - The location of the Epi-Pens was not written in the care plan - There is no signs to indicate where the Epi-Pens are stored - There is no record to confirm that the medication was no longer needed by one of the children.
Corrective action. Manager said that she will add the information in the care plan as well as putting up a sign to indicate where the medication (including Epi-Pens) are stored. Manager will also obtain a written confirmation from the parent that their child no longer required the medication listed in the file.
16020 - CCLR s.53(1)(b) - OR SUPERVISION
A licensee must ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child.
Observation. Licensing reviewed the staff schedule and found an infant and toddler licensed educator was not present to open the program
Corrective action. Manager said that she will ensure to have an infant and toddler licensed educator to open and close the program

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency. Observation (CORRECTED DURING INSPECTION): During the inspection the emergency exit door was locked and another exit door was blocked by a playpen.
Corrective action. Please ensure all exits remain unlocked and not blocked by furniture or equipment to ensure a safe evacuation during an emergency. This was corrected during the inspection.
11090 - CCLR s.15(1)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: -A loose cord plugged into an outlet in the washroom. This could present a potential hazard. This was corrected -An electrical outlet cover was missing from one outlet in the washroom
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During the inspection Licensing observed the following: -Rips in the diaper mat -A bifold door was missing wooden slats and some were not secured. -A transfer strip is missing on the floor and is covered in duct tape -The corner of the wall is covered in duct tape. The duct tape was peeling away from the wall. A more permanent solution was recommended.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. During the inspection Licensing measured the water temperature at 54.9 degrees Celsius.
Corrective action. Please ensure the hot water temperature is 49 degrees Celsius or lower to meet the legislative requirement and prevent a potential burning hazard. Please provide active supervision in this area until this is corrected.
11230 - CCLR s.47 - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Licensing observed that a substitute teacher has been working at the facility for more than a week. The certificate was not posted in the facility. In addition the expiry date on one staff certificate was illegible.
10070 - CCLR s.11(4) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): During the inspection Licensing observed a 5 year old child in the program. The facility is Licensed for children from 0-3 years
Corrective action. In discussion the staff stated her daughter was waiting to get picked up by a family member. In discussion her daughter has been in the program for 3 mornings for 10 to 20 minutes. Her daughter was picked up during the inspection. Please ensure only children from 0-3 years attend the program to meet the legislative requirements outlined on the child care facility license.
14020 - CCLR s.34(2)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Licensing reviewed the Staff records. A verification of the ECE/IT certificate was not noted on file. In addition the staff certificate date of expiry was illegible. Licensing was unable to verify the staff certificate.
Corrective action. Please ensure staff certificates are verified with the ECE Registry and that the date of expiry is legible,

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following on the premises: - Inside the facility, the paint was peeling off the corners of the wall (small portions) at these locations: the wall near the classroom/playroom, the wall at the small hallway just before entering the bathroom, the wall in the nap room. Due to the paint peeling off, the drywall has been exposed. - The soft material (that has been attached with a black tape) covering a short wall surrounding part of the outdoor play area has come off (near the steps), exposing the short wall made of rocks, and children can potentially injure themselves if they trip and fall.
Corrective action. Ensure that the facility is always in good repair.
11020 - CCLR s.13(2) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): At the beginning of the inspection, Licensing observed that one child's arrival time was not recorded on the attendance sheet. Towards the end of the inspection, Licensing discussed this matter with one of the staff.
Corrective action. Ensure that when children arrive on-site, their time of arrival is documented on the attendance sheet.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Although Licensing observed that one staff's Criminal Record Check (CRC) was completed with the Criminal Records Review board under a college's name, the CRC was not under the name of the childcare facility.
Corrective action. Ensure all CRC's for staff are completed with the Criminal Records Review board under the name of the childcare facility.
