A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. A portion of the fence on the west side of the property has a ~6" gap.

Corrective action. Spaces must be < 3½" or > 9" to prevent entrapment. The licensee explained it can be fixed this weekend.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. One staff file was reviewed, the staff's Early Childhood Educator certificate was not validated by using the system maintained by the ECE Registry

Corrective action. The staff will ask the Licensee to validate the staff's certificate by using the system maintained by the ECE Registry.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. One staff file was reviewed, a record of the person's work history was not obtained for one or more employees.

Corrective action. The staff will ask the Licensee to obtain a work history for the staff

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. LO observed and discussed the following today: - personal toiletries ( make up remover, facial cleanser, baby oil) stored in the bottom open shelf within the washroom were accessible to children.

Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. LO observed and discussed the following today, re: outdoor play area - a frying pan with used cooking oil in it and dirty mops were stored by the stairs leading to the back yard (outdoor play area). - several outdoor plastic toys with visible dirt and grimes on them - fence: several wooden panels with gaps and opening - wooden deck: severe wood peeling on the deck, posing tripping hazards

Corrective action. Ensure that the facility is in good repair while children are in care.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. LO observed and discussed the following: - A cloth/liner used for diaper changing is not made of waterproof vinyl material to be wiped ( sanitized and disinfected) after each use. - Toilet paper is used to dry children's hands, instead of single used towels or disposable paper towels.

Corrective action. Ensure that adequate diapering pad and single used towels are available within the washroom for children's use.

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

Observation. LO observed that staff's first aid was expired.

Corrective action. Ensure that children have access to staff with a valid first aid.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. The following was observed in the facility: -A bleach bottle was on the counter in the kitchen. This is within easy reach of the children. The children only have access to this when transitioning to outdoor play otherwise the area is blocked off. Please correct by May 2, 2023 -A shelf was not anchored to the fireplace. This is a repeat contravention from inspection # CLAN-BLRQQC

Corrective action. Please ensure a healthy and safe environment is provided at all times.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. The record of fire drills was observed. Fire drills were not recorded for the months of June 2022, March and April 2023. In discussion with the Licensee she has practiced the drills but not recorded the drills. This is a repeat contravention from inspection # CLAN-C3VS3B

Corrective action. Please ensure to record fire drills after they are completed to comply with the legislation.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. The emergency supplies were observed. No food and water was observed in the emergency bag. In discussion the Licensee stated she needs to replace the items.

Corrective action. Please ensure to have sufficient emergency supplies to be prepared in case of an emergency.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. The children's records were reviewed. One record was missing an emergency contact other than the parent. This is a repeat contravention from inspection #CLAN-BLRQQC

Corrective action. Please ensure the children's records are complete

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing observed the following inside the facility: -A cord was hanging over a chair. This could present a potential strangulation hazard. -Two large bottles of hand sanitizer were at the children's level -Lysol wipes were located behind the door at the children's level -A disinfecting air spray was located on the windowsill within reach of the children

Corrective action. Please ensure children do not have access to any objects or substances that are harmful to their health and safety.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. During the inspection the following was observed: -An unwound hose was on the ground in the outdoor play area -A bleach bottle was not located in the washroom. This is a repeat contravention from inspection # CLAN-BLRQQC. Two bottles were observed in the kitchen

Corrective action. Please ensure a healthy and safe environment is provided at all times.

A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.

Observation. Licensing observed that the deck in the outdoor play area has peeling paint and the wood is exposed. This could cause splintering. This is a repeat contravention from inspection #CLAN-BLRQQC and #CLAN-C3VS3B.

Corrective action. Please ensure that the outdoor play area and items in it are free from harm

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Licensing observed the record of fire drills. An emergency drill was not recorded. In discussion with the Licensee she practiced the emergency drill but did not record when it was practiced.

Corrective action. Please ensure to record emergency drills to comply with the legislation.

Observation. The Licensees ECE certificate was observed. The Certificate did not have evidence that it had been verified through the ECE Registry.

Corrective action. Please ensure to verify the ECE Certificate and have a copy available for review.

A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.

Observation. During the inspection the following was observed the facility: -the deck had peeling paint and wood was exposed, this could cause splintering. In discussion with the Licensee she stated she painted the deck last year. This is a repeat contravention from inspection #CLAN-BLRQQC

Corrective action. Please ensure the outdoor play area is free from harm.

Observation. During the inspection Licensing observed the following in the facility: -A recycling bin was present on the deck. Sharp cans were observed in the bin.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. During the inspection the following was observed the facility: -the tables and chairs had marks on them, were missing paint and were showing signs of wear. These marks could harbour bacteria. This is a repeat contravention from inspection #CLAN-BLRQQC

Corrective action. Please ensure the facility is clean and in good repair.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. During the inspection licensing observed the following: -A cell phone with a charging cord was plugged into a wall and this was located on the floor. This cord could present a potential hazard. -several rusty anchors were affixed to the steps in the backyard. Rust could present a potential health hazard.

Corrective action. Please ensure children do not have access to any objects or substances that are hazardous to their health and safety.

If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

Observation. The contents in the first aid kit was reviewed. Items with a drug identification number (DIN) were located in the first aid kit. The Licensee did not have a medical authorization to administer this medication to the children.

Corrective action. Please ensure any items that have a DIN number and, will be used on the children have a medical authorization form prior to application.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Licensing observed the record of fire drills. A drill was not recorded for the month of May. In discussion with the Licensee she stated the drill was practiced but was not recorded.

Corrective action. Please ensure that a record of fire drills practiced is recorded for each month.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Licensing observed that the attendance record was not filled out for each of the days the children were in attendance in June.

Corrective action. Please ensure attendance records are complete.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed the following during the inspection: Inside the facility: -several shelves in the classroom were not anchored to the fireplace. This could present a potential falling hazard -the Licensee was using one bottle of bleach for both the washroom and the the kitchen. The potential for cross contamination was discussed. -mould was noted on window sill in the washroom and on the window in the sleeproom .

Corrective action. Please ensure a healthy and safe environment is provided at all times to the children in care.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. During the inspection licensing observed the following: Inside the facility: -a chemical cleaning product was located under the sink in the washroom. Various chemicals and personal products were located in the closet beside the washroom, Many cleaners and chemicals were located under the sink. These were within easy reach of the children and could cause a potential poisoning hazard. -Vitamins were accessible to the children on the counter. Therse were within easy reach of the children and could cause a potential poisoning hazard. -rust was noted on a heating vent in the washroom. This could cause a potential health hazard. Outside the facility: -a rusty metal bar was located on the ground. This could cause a potential health hazard. The serious health and safety concerns were discussed with the Licensee. The Licensee will place locks on all of the cupboards and move the hazardous objects and substances to an area outside of the children's reach.

Corrective action. Please ensure children do not have access to any objects or substances that are hazardous to their health.

A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.

Observation. During the inspection the outdoor play area was observed. Licensing noted the following: -the deck and the wooden fencing was rotting in some areas. This could cause a potential splintering hazard. -areas of the fence were leaning on an angle. In discussion with the Licensee the serious risk to children was discussed. Licensing recommended providing active supervision to ensure that the children do not play in the area where the fence is leaning until it is repaired. -the deck had peeling paint and the wood was exposed. This could cause a potential splintering hazard.

Corrective action. Please ensure the outdoor play area is safely constructed and free from hazards

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. During the inspection the tables were missing paint and showed signs of wear. This can make the tables difficult to clean and disinfect.

Corrective action. Please ensure the furniture is in good repair

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. During the inspection the water temperature was measured as 54.9 degrees celsius. This is a repeat contravention from inspection # DCHG-AVZV7V. This was corrected during the inspection.

Corrective action. Please ensure the hot water accessible to children is heated to no more than 49 degrees celsius to comply with the legislation.

A licensee must display a copy of the fire drill system in a prominent place in the community care facility.

Observation. During the inspection a copy of the fire drill system was not posted in the facility

Corrective action. Please ensure a copy of the fire drill system is posted in a prominant place.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Eight out of eight children's records were reviewed. Four parents did not have an emergency contact other than the parents. This was discussed with the Licensee.

Corrective action. Please ensure the children's records are complete.
