A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. LO observed and discussed the following today, re: outdoor play area - a frying pan with used cooking oil in it and dirty mops were stored by the stairs leading to the back yard (outdoor play area). - several outdoor plastic toys with visible dirt and grimes on them - fence: several wooden panels with gaps and opening - wooden deck: severe wood peeling on the deck, posing tripping hazards
Corrective action. Ensure that the facility is in good repair while children are in care.
11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. LO observed and discussed the following: - A cloth/liner used for diaper changing is not made of waterproof vinyl material to be wiped ( sanitized and disinfected) after each use. - Toilet paper is used to dry children's hands, instead of single used towels or disposable paper towels.
Corrective action. Ensure that adequate diapering pad and single used towels are available within the washroom for children's use.

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

Observation. The emergency supplies were observed. No food and water was observed in the emergency bag. In discussion the Licensee stated she needs to replace the items.

Observation. During the inspection the following was observed the facility: -the tables and chairs had marks on them, were missing paint and were showing signs of wear. These marks could harbour bacteria. This is a repeat contravention from inspection #CLAN-BLRQQC

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. During the inspection licensing observed the following: -A cell phone with a charging cord was plugged into a wall and this was located on the floor. This cord could present a potential hazard. -several rusty anchors were affixed to the steps in the backyard. Rust could present a potential health hazard.
Corrective action. Please ensure children do not have access to any objects or substances that are hazardous to their health and safety.
11200 - CCLR s.17 - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. The contents in the first aid kit was reviewed. Items with a drug identification number (DIN) were located in the first aid kit. The Licensee did not have a medical authorization to administer this medication to the children.
Corrective action. Please ensure any items that have a DIN number and, will be used on the children have a medical authorization form prior to application.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following during the inspection: Inside the facility: -several shelves in the classroom were not anchored to the fireplace. This could present a potential falling hazard -the Licensee was using one bottle of bleach for both the washroom and the the kitchen. The potential for cross contamination was discussed. -mould was noted on window sill in the washroom and on the window in the sleeproom .
Corrective action. Please ensure a healthy and safe environment is provided at all times to the children in care.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. During the inspection licensing observed the following: Inside the facility: -a chemical cleaning product was located under the sink in the washroom. Various chemicals and personal products were located in the closet beside the washroom, Many cleaners and chemicals were located under the sink. These were within easy reach of the children and could cause a potential poisoning hazard. -Vitamins were accessible to the children on the counter. Therse were within easy reach of the children and could cause a potential poisoning hazard. -rust was noted on a heating vent in the washroom. This could cause a potential health hazard. Outside the facility: -a rusty metal bar was located on the ground. This could cause a potential health hazard. The serious health and safety concerns were discussed with the Licensee. The Licensee will place locks on all of the cupboards and move the hazardous objects and substances to an area outside of the children's reach.
Corrective action. Please ensure children do not have access to any objects or substances that are hazardous to their health.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation. During the inspection the outdoor play area was observed. Licensing noted the following: -the deck and the wooden fencing was rotting in some areas. This could cause a potential splintering hazard. -areas of the fence were leaning on an angle. In discussion with the Licensee the serious risk to children was discussed. Licensing recommended providing active supervision to ensure that the children do not play in the area where the fence is leaning until it is repaired. -the deck had peeling paint and the wood was exposed. This could cause a potential splintering hazard.
Corrective action. Please ensure the outdoor play area is safely constructed and free from hazards
