'Ccaa' Infant And Toddler Child Care Centre

If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.

Observation. (Corrected during inspection) Medication was not readily accessible to employees.

Corrective action. The Staff replaced the emergency medication where accessible to employees

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Upon inspection, licensing observed the following: - Fire extinguisher was not serviced annually. - Second emergency exit door was locked from the other end of the room. Staff has no access to it.

Corrective action. The Staff said she will ask the Manager to service the fire extinguisher. The Staff will ask the Manager to have the second emergency exit door unlocked.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Licensing observed there were multiple days, children were not signed out.

Corrective action. The Staff said she will ensure to record down children's departure time when they get pick up.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. 7 children's files were reviewed, 3 children files missing immunization status.

Corrective action. The Staff said she will obtain immunization status from the parents.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

Observation. Licensing observed an emergency medication for a child but care plan not developed in consultation with the parent or any person requested by the parent.

Corrective action. The Staff said care plan will be created with the parent

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Three staff files reviewed, two staff certificates were not validated.

Corrective action. The Staff said she will inform the Manager and have the certificates validated.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Three staff files were reviewed. The Manager's CRC is expired and one staff's CRC was not site specific but to another institute.

Corrective action. The Staff said she will inform the Licensee contact to obtain CRC.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. LO observed the following today: - Children's cubbies are not securely anchored against the wall - Large gap below the shed ( outside) posing entrapment hazard

Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. Infant/Toddler Ratio - Staff to Child ratio not maintained. (IT/ECE/ASST). An ECE staff was caring for 2 children when LO arrived.

Corrective action. Ensure that appropriate staff to child ratio is maintained at all times.

Observation. 2 staff files are reviewed; 1 staff's resume was not obtained.

Observation. During the inspection Licensing reviewed items in the first aid kit. A triangular bandage was missing. This is a repeat contravention from inspection #CLAN-CF9SS5

Corrective action. Please ensure first aid kits are complete to be prepared in an emergency.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing observed a bottle of hand sanitizer with a pump at the entrance to the facility. This was located at the children's level.

Corrective action. Please ensure children do not have access to any object or substance that may be hazardous to their health and safety.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. During the inspection Licensing observed the following: -Fecal matter in the outdoor play area. This was removed during the inspection. Licensing asked the facility if the outdoor play area was inspected. The staff said yes. Licensing reminded the staff to check the playground prior to playing in the area. -Licensing observed a set of cubbies that had come unanchored from the wall. This was repeat contravention inspection #CLAN-CF9SS5 and #CLAN-CP4Q6T. -A table and two shelves were placed against the wall. Further up on the wall were two open windows.The windows were open wide. This could present a potential climbing and falling hazard. Limiting the width that the windows are open was recommended. This is a repeat contravention from inspections #CLAN-CF9SS5

Corrective action. Please ensure a healthy and safe environment is provided at all times.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

Observation. Two children require medication in case of emergency. No care plans were available for review that include the course of action recommended by health care professionals for a child requiring additional support. In discussion the Manager stated only one child requires medication in an emergency. It is unclear why the child's medication is still located in the facility. This is a repeat contravention from inspection CLAN-BVY2ER

Corrective action. Please ensure care plans are created for children that require medication in an emergency.

A licensee must keep, for each child, a record showing the following information: (f) any medication administered to the child, including the amount and the time at which the medication was administered.

Observation. Licensing observed a record of medication administration form posted in the daycare. On one child's medication administration form there was no record showing the type of medication and dosage information amount on the form. The dates and times and amount administered was written by staff. Licensing is unclear what medication was administered to the child.

Corrective action. Please ensure that the medication administration form is completed prior to administering a child's medication.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one employee.

Corrective action. Please ensure staff records are complete.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. During the inspection the following was observed: -The cubbies were not secured to the wall and were easy to move. This was not corrected by the date specified on the routine inspection. This is a repeat contravention -The lock on the window was broken. If the window is opened there is no way to limit the window opening. This could present a potential hazard. Window limiters were recommended for use. This was corrected during the inspection.

Corrective action. Please ensure a healthy and safe environment is provided to the children at all times.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed the following: -crayon on the wall, and visible dirt on ledges and walls in the classroom -peeling paint at the bottom of the fence and on the fence separating the daycare from another yard. Peeling paint on the fence is a repeat contravention from inspection #CLAN-BBPQPA

Corrective action. Please ensure the facility is clean and in good repair.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. The children's sunblock was placed in their cubbies.

A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.

Observation. The first aid kit was reviewed at the inspection. Items such as a triangular bandage and an ice pack were missing.

Corrective action. Please ensure the first aid kit is complete to be prepared in case of an emergency.

Corrective action. Please ensure the fire extinguisher is serviced prior to the expiry date to ensure you are prepared in an emergency.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. A record of the person's work history was not obtained for one or more employee.

Corrective action. Please ensure staff records are complete.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

Observation. During the inspection after reviewing records it was observed that an emergency plan was not completed for the previous or current year

Corrective action. Please ensure the emergency plan is completed once a year and that this is recorded after completion.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Two staff records were reviewed. One staff record was missing characters references.

Corrective action. Please ensure staff records are complete.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed that a plastic green play mat had puncture marks. These marks could potentially harbour bacteria.

Corrective action. Please ensure equipment is in good repair.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. During the inspection the following was observed in the indoor area: -a multi-layered shelf was placed next to a window in the nap room. This could present a potential falling hazard. During the inspection the following was observed in the outdoor area play area: -a gate leading to a flight of stairs was not secured. This is a repeat contravention from inspection # CLAN-BBPQPA -a climber was located next to the home and the pavement. Please ensure a 6 feet area of resilient surfacing is placed around a climbing structure in case of a fall.

Corrective action. Please ensure a healthy and safe environment is provided at all times.

A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. During the inspection licensing asked where the emergency supplies were located. The staff stated they would need to ask their Manager who was not in attendance.

Corrective action. Please ensure staff are aware of where emergency supplies are located and that there are sufficient emergency supplies to prepare for, mitigate, respond and recover in an emergency. Licensing recommends sufficient supplies for a 72 hour period.

A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

Observation. Five children's records of nine were reviewed. One child's record was missing a consent to call a medical practitioner or ambulance in emergency. This is a repeat contravention from inspection #CLAN-BBPQPA.

Corrective action. Please ensure children's records are complete

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Five children's records of nine were reviewed. One child's record was missing a photo and three photos were not a current representation of the children at the time of the inspection.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Two staff records of three were reviewed during the inspection. One staff's criminal record check had expired since October 2020. The serious health and safety risk to children in care was discussed.

Corrective action. Please ensure you apply to renew a criminal record check prior to the expiry date.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. During the inspection plastic bags were noted underneath the sink.

Corrective action. Please ensure a healthy and safe environment is provided at all times

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. The children's records were reviewed. One child's record was missing an emergency contact. The name was noted but no phone number was provided.

Corrective action. Please ensure children's records are complete.

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

Observation. During the inspection the staff records were reviewed. The Manager, who was the sole employee at the facility during the inspection, had an expired first aid certificate from December 2019. In discussion with the Manager she stated she has already taken the first aid course. The Manager showed documentation of her payment and stated she took the first aid course in December. The certificate was not present at the facility as she has not received it.

Corrective action. Please ensure all staff have a valid first aid certificate to ensure children have access to an employee who can provide first aid or CPR in an emergency.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. During the inspection the following was observed: - a bottle of children's medication was noted on a low shelf. This was accessible to the children. This could cause a potential poisoning hazard. This was corrected during the inspection. - two plug covers were missing in the nap room. This could cause a potential electrocution hazard. This was corrected during the inspection. -a loose cord was noted in the sleep room. This could cause a potential strangulation hazard. This was corrected during the inspection.

Corrective action. Please ensure children do not have access to any objects or substances that are hazardous to their health.

A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. During the inspection the fire extinguisher was observed. The expiry date was noted as January 8, 2020. The fire extinguisher display was within the area of fully charged.

Corrective action. Please ensure the fire extinguisher is up to date to be prepared in a potential emergency.
