A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was observed: - Standing water was observed in containers (without lid) in the playground - A hole on the ground in the undercover area where the toys are stored that children have access to. This is a potential tripping hazard. - Mold was found around the opening of the dry wall revealing the ceiling vent by the main entrance.
Corrective action. Manager said she will ensure the staff emptied the water as part of their playground safety checks. Manager also said she will contact the maintenance person to fix the mold and cover the opening.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): CCFL licence and the name of the manager were not posted onsite.
Corrective action. Ensure that both the licence and the name of the manager are displayed in a prominent place within the facility.

11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed a large bottle of concentrated bleach on the shelf. The bleach bottle did not have a safety cap and was within easy reach of the children. This was corrected during the inspection.
Corrective action. Please ensure children do not have access to any objects or substances that may be hazardous to their health and safety.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee, other than a licensee who provides a care program described as Family Child Care or Child-minding, must have for each child at least 3.7 m2 of usable floor area in the community care facility, excluding (a) hallways, (b) built in storage areas, (c) bathrooms, and (d) fixed appliances, or, if not fixed, large appliances that are not normally moved from one area to another.
Observation. During the inspection Licensing observed an area that was blocked off in the play area. In discussion with the staff and Manager the area is being used for storage and disinfection. The children are not using this area. In reviewing the facility floor plan this area is not blocked off and designated for storage or disinfection. This area is part of the usable play space calculation.
Corrective action. Please ensure all areas the facility is Licensed for are being used by the children in care. Please submit a written plan stating your intention for the use of the current blocked off space to ensure there is sufficient space for 8 children in care.
11050 - CCLR s.14(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that the fire extinguisher had not been serviced annually. The fire extinguisher had an expiry day of April 12, 2023. The fire extinguisher was within the area of being fully charged.
Corrective action. Please ensure the fire extinguisher is serviced annually and a tag is attached to ensure you are prepared in case of an emergency.
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. During the inspection Licensing observed that the record of fire drills had been recorded but on several pages the month or year were not listed.
Corrective action. Please ensure to write the entire month and year when fire drills are practiced.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Licensing observed four children's records. Two children were missing their date of enrollment. This is a repeat contravention from inspection #CLAN-C3YQJ8
Corrective action. Please ensure children's records are complete.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Two care plan was not reviewed annually with the parent or any person requested to by the parent. No date was written on the care plan to document this
Corrective action. Please ensure to write the date on the children's care plans and ensure they are signed by parents or guardians.

Observation. During the inspection several patio stones were missing. This is a potential tripping hazard. This and a repeat contravention from inspection #CLAN-BMTP95. In discussion with the Licensee she stated she has been contacting contractors to complete the work.
Corrective action. Please ensure the outdoor play area is in good repair.
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During the inspection the following was observed on higher shelves: - a printer. This is a repeat contravention from inspection #CLAN-C3YQJB -a keyboard -a microwave -a rice cooker -several packages of construction paper. These items could present a falling hazard as they are located right next to the children's eating and activity area.
Corrective action. Please ensure a healthy and safe environment is provided at all times.

Observation. Licensing observed the following: -the gate to the laundry room was left open. There were two bottles of bleach and water within easy reach of the children. This was corrected during the inspection. -a small safe for securing cheques was observed on a higher shelf next to the children's cubby area. This serious hazard was discussed with the Licensee. This was corrected during the inspection. -hand sanitizer was at the children's level. This is a repeat contravention from inspection #CLAN-C3YQJB. This was removed during the inspection.
Corrective action. Please ensure children do not have access to any objects or substances that are hazardous to their health and safety.
11200 - CCLR s.17 - HYGIENE AND COMMUNICABLE DISEASE
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. Licensing observed a diaper changing mat in the art area leaning against the gate. In discussion with the staff the Licensee confirmed that the staff change one of the child's diapers in the play area. Licensing discussed the concerns with preserving the child's dignity and the concern of the diaper mat being in an area where the children play and can touch the mat. This could lead to potential cross contamination. In addition the diaper mat in the classroom is not located next to a sink and this is in contravention to the legislation.
Corrective action. Please ensure a child's dignity is maintained by changing diapers in the washroom and that a healthy and safe environment is provided.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. During the inspection the name of the Manager posted on the wall in the facility was not the name of the Manager on file. The Licensee is the Manager.
Corrective action. Please ensure the correct Manager's name is posted in the facility.

Observation. The facility records were reviewed. A fire drill was not completed or recorded for the month of April.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following inside the facility: -several bottles of hand sanitizer were on a low shelf that was accessible to children -bleach bottles were located on a shelf at children's level and at the front of a counter top.These were both within easy reach of the children. These were corrected during the inspection. Licensing observed the following outside the facility: -several rusty cans were located in the outdoor play area. Rust can present a potential health hazard. This is a repeat contravention from inspection #CLAN-BMTP95. This was removed during the inspection. -A large climber in the outdoor area was placed next to the fence. This could present a potential falling hazard.
Corrective action. Please ensure children do not have access to any objects or substances that are hazardous to their health and safety.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed during the inspection: -a printer was located on a shelf. This could present a falling hazard -2 electrical outlet covers were missing. This is a repeat contravention from inspection #CLAN-BBLQUU and inspection # CLAN-BBLQW7.

11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During the inspection licensing observed the following: -Foam mats located on the floor had several rips and puncture marks. These rips and puncture marks could harbour bacteria. -A gate leading to the laundry room was broken. This was fixed at the inspection. -Several sections of the wall were missing paint.
Corrective action. Please ensure the facility, and items in the facility are in good repair.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing reviewed the record of fire drills that were completed. In discussion with the Manager she stated that a fire drill was completed for the month of February but it was not recorded.
Corrective action. Please record fire drills when completed to comply with the legislation.

Observation. During the inspection four children's records of eight were reviewed. One children's record was missing a date of enrollment.

19080 - CCLR s.57(2)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation. During the inspection two out of four staff records were reviewed. One record was missing a verified Early Childhood Education (ECE) certificate. This was completed during the inspection.
Corrective action. Please ensure ECE certificates are verified with the system established by the ECE registry.
