A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. 1/8 child lacked their MSP # & 2/8 lacked their immunization status.

Corrective action. All requirements of s.57(2) are required by children's 1st day of care.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. 3/8 children lacked a photo.

Corrective action. All requirements of s.57(2) are required by children's 1st day of care. Photos aid 1st responders in the event of an emergency.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. The manager's & corporation director's most recent certificates have not been validated.

Corrective action. Certificates must be validated, & a evidence of doing so must be maintained in employees' file by their 1st day of employment (& upon each renewal).

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. The manager & another employee lacked their immunization status.

Corrective action. All requirements of s.19(1) are required by employees' 1st day of employment.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. The manager & another employee's CRCs are not site-specific.

Corrective action. Site-specific CRCs issued by the BC Ministry of Public Safety & Solicitor General are required by employees' 1st day of employment.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Licensing observed emergency supplies are insufficient to implement the emergency plan. Limited foods and water and what food was available was expired.

Corrective action. The Manager said she will add more items to the emergency supplies and replace all the expired items. The Manager said she will create a system to check regularly on the emergency supplies.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Upon reviewing eight children files, two are missing immunization status.

Corrective action. The Manager said she will obtain immunization status from parents. The Manager said she will create a system to ensure children’s files have required documentations.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Upon reviewing three staffs files, one staff certification was not validated. The Manager confirmed the certificate was not validated.

Corrective action. The Licensee said she will validate the certificate prior to employment.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. Upon reviewing three staffs files, the Manager is missing work history.

Corrective action. The Licensee must obtain the work history for the Manager prior to employment

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Upon reviewing three staffs files, the Manager confirmed she has no character references on file.

Corrective action. The Licensee must obtain three-character references for the Manager.

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.

Observation. No criminal record checks available for two person checks for persons over the age of 12 residing in the home where the daycare is located. .

Corrective action. The Manager said she will obtain Criminal Record check through the Criminal Record Review Program for the two people who reside upstairs of the facility. The Manager confirmed the residents do not have any unsupervised access to children in care.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Upon reviewing three staffs files, one staff criminal record check is not site specific, instead, it was a copy addressed to another organization.

Corrective action. The Manager confirmed the staff did not have a criminal record check obtained by the Licensee and the Licensee will obtain one. Compliance plan to work with another staff until CRC is received.

Observation. The laundry room door was unlocked. A lock was present but it was not applied. A stool was in the laundry room with access to various cleaning products. This is a repeat contravention from inspection # #CLAN-CQLQJ3, #CLAN-CD8M9B, #CLAN-CEJLZL, #CLAN-CFPT8Z. This was corrected during the inspection. -Disinfectant wipes labelled, keep out of the reach of children, were located at the children's level. -A staff purse was observed on a low shelf in the kitchen. This is a repeat contravention from inspection #CLAN-CQLQJ3

The menu was written in Chinese characters. The food menu must be written in English as well as Chinese characters. This is a repeat contravention from inspection # CLAN-CD8M9B and # CLAN-CEJLZL.

Corrective action. Please ensure the food menu is written in English as well as Chinese characters.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

Observation. The policies and procedures were reviewed during the inspection. The following policies were not present at the facility: -Behavioural guidance, Nutrition Policy, Repayment policy, Active Play, Screen use.

Corrective action. Please ensure policies are located at the facility.

Observation. The fire extinguisher was due for servicing on November 2023. The fire extinguisher was observed as being within the area of fully charged. This is a repeat contravention from inspection #CLAN-CFPT8Z, #CLAN-CEJLZL, #CLAN-CD8M9B, .

Corrective action. Please ensure the fire extinguisher is serviced on an annual basis before the expiry date to be able to respond in the event of an emergency.

Observation. The children's records were reviewed. One child's record was missing an emergency contact other than the parent

Her previous certificate was expired and not on site although she had been working at the facility since July

Observation. During the inspection the following was observed: -The laundry room door was unlocked. A lock was present but it was not applied. A stool was in the laundry room with access to various cleaning products. This is a repeat contravention from inspection #CLAN-CD8M9B, #CLAN-CEJLZL, #CLAN-CFPT8Z -The cabinet under the sink in the washroom was unlocked. A lock was present but not applied. Bleach, Toilet bowl cleaner and disinfectant spray were accessible. This was corrected during the inspection. -Staff bags and purses were within easy reach in the kitchen.

Corrective action. Please ensure children do not have access to any objects or substances that may be hazardous to their health and safety.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.

Observation. During the inspection a plastic kitchen unit was placed beside the emergency exit. This was partially blocking the emergency exit. This was corrected during the inspection

Corrective action. Please ensure no equipment blocks or partially blocks the emergency exit to ensure a safe exit in case of emergency.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. During the inspection Licensing observed the staff records. One staff was certified to work as an Early Childhood Educator (ECE) in Alberta while the other staff stated she was an ECEA. In discussion with the Director she confirmed the staff ECEA certificate was expired.The facility staff were qualified to work in British Columbia as Responsible Adults One Certified ECE Educator is required to provide care to the children to ensure the ratio of staff to children is met according to the Legislative requirements outlined in Schedule E of the Child Care Licensing Regulation.

Corrective action. Please provide adequate staffing to ensure the health and safety of children in care and meet the legislative requirements. A staffing plan is required to be submitted to Licensing by April 6, 2023.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

Observation. During the inspection Licensing observed the following: -The Manager's record was not at the facility. In discussion with the Director she stated that the Manager left the facility for a temporary absence on March 31st and she took her staff record with her. This is a repeat contravention from inspection #CLAN-CD8M9B, #CLAN-CEJLZL, #CLAN-CFPT8Z . -A child's record was not at the facility. The serious health and safety risk was discussed with the Director.

Corrective action. Please ensure the Manager's record and the children's records are onsite at all times.

Despite the employee qualifications required by Column 4 of the table in section 1 of Schedule E [group sizes and employee to children ratios], a licensee must replace an absent employee described in Column 1 of the following table who is absent (b) for 30 consecutive days or more with a person described in Column 3 opposite that employee and the row in Column 2 labelled as "≥ 30 days".

Observation. The Manager was not present at the facility during today's inspection. The Manager was not present at the inspection on April 5, 2022 and May 13, 2022. In previous discussions with the Director and the staff the Manager has been away for a period greater than 30 days.

Corrective action. Please ensure the Manager is replaced after they are absent for a period greater than 30 days to comply with the legislation.

Observation. The emergency exit door was locked. When asked by Licensing, the staff retrieved a set of keys the Director had given them for the emergency exit. Licensing asked the staff to open the door. The keys did not work. The staff member contacted the people upstairs and received a key for the door and opened the door. The key was hung on the door hinge to the emergency exit. This serious health and safety risk to children was discussed. This was not corrected by the date specified on the routine inspection. This is a repeat contravention

Corrective action. Please ensure staff are trained on how to implement the emergency plan and told where the emergency supplies are located.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. A record of the person's work history was not obtained for two employees. This was not corrected by the date specified on the routine inspection. This is a repeat contravention

Corrective action. Please ensure staff records are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. An employee at the facility did not have character references.

Corrective action. Please ensure staff records are complete prior to the staff working in the facility and that they are on site for review.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. A staff member in the facility did not have a Criminal record check. This is a serious risk to the health and safety of the children in care

Corrective action. Please ensure staff records are complete prior to the employee starting work in the facility.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.

Observation. One certificate was not obtained.

Corrective action. Please ensure staff records are complete prior to the first day of work at the facility and that the records are on site for review

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one employee.

Corrective action. Please ensure staff records are complete prior to starting the first day of work at the facility and that this is available for review.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing observed that there was oven cleaner under the sink in the kitchen, several bottles of sunscreen were at the children's level and the laundry room door was unlocked

Corrective action. Please ensure that children do not have access to any objects or substances that are hazardous to their health and safety.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed a loose cord to a humidifier was not secured. In addition licensing observed that climbing equipment in the outdoor play area was placed within 6 feet of other equipment and did not have a 6 foot fall zone around all sides. This was relocated to another area during the inspection.

Corrective action. Please ensure a healthy and safe environment is provided at all times.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed that the landscape fabric was exposed in the outdoor play area. This could present a potential tripping hazard.

Corrective action. Please ensure the facility is in good repair.

A licensee, other than a licensee who provides a care program described as Family Child Care or Child-minding, must have for each child at least 3.7 m2 of usable floor area in the community care facility, excluding (a) hallways, (b) built in storage areas, (c) bathrooms, and (d) fixed appliances, or, if not fixed, large appliances that are not normally moved from one area to another.

Observation. During the inspection Licensing observed that the children were having circle in the main play area. In discussion with the staff she stated the children do not use the other activity room space as it is used for storage. In reviewing the facility floor plan the facility does not have sufficient space to accommodate 8 children in care in the main play area only and must use the additional space allocated and licensed for the facility in the separate activity room. If this activity room is not being used the capacity of children in care will be reduced to reflect the reduction in space.

Corrective action. Please ensure the entire licensed space is used to accommodate the licensed capacity.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.

Observation. During the inspection Licensing observed that the emergency exit was blocked by a play kitchen and a student completing an observation was sitting in front of the emergency exit.. This was discussed with the staff. The play kitchen and the student were relocated to another area. When circle time was completed another staff member stacked 8 child size chairs in front of the emergency exit. When Licensing brought this to the staff's attention the chairs were removed. In addition the emergency exit was locked. An additional secondary exit that may be used in an emergency was also locked. In discussion with the staff member she did not know the location of the key to unlock the emergency exit. The serious health and safety risk to children in care was discussed. The staff will consult with the Manager or Director as soon as possible.

Corrective action. Please ensure nothing is located in front of the emergency exit and that the emergency exit remains unlocked to ensure a safe exit in case of an emergency.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. During the inspection the name of the Manager was not observed to be posted.

Corrective action. Please ensure the Manager's name is posted

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. Licensing observed that the Manager's certificate was posted under the CCF License. Two certificates for the staff that were working in the facility were not posted.

Corrective action. Please ensure staff certificates are posted.

A licensee must make available to parents information on the food and drink given to children.

Observation. The food menu was observed at the facility. The menu was written in Chinese characters.

Corrective action. Please ensure the food menu is written in English in addition to Chinese characters.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. The fire extinguisher was due for servicing on November 11, 2022. The fire extinguisher was observed as being within the area of fully charged.

Corrective action. Please ensure the fire extinguisher is serviced on an annual basis before the expiry date to be able to respond in the event of an emergency.

A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (c) complies with the program standards set out in Schedule G.

Observation. During the inspection licensing observed minimal toys for the children in the facility. Many toys were observed that were suitable for children 0-36 months. Most children in attendance were over 3 years old.

Corrective action. Please ensure a coordinated program of indoor activities and materials is provided to the children in care that complies with the program standards set out Schedule G of the Child Care Licensing Regulation.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

Observation. Licensing observed that the Manager's staff record and the policies and procedures were not at the facility. In discussion with the staff member she stated she did not know where the policies and procedures were or where the Manager's record was located..

Corrective action. Please ensure the Manager's record and the facility policies and procedures are on site and available for review to comply with the legislation.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. Eight children's records of eight were reviewed. One child's record was missing a photo.

Corrective action. Please ensure children's records are complete.

Corrective action. Please ensure staff records are complete.

A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.

Observation. During the inspection licensing asked the staff where the emergency evacuation supplies were located. The staff did not know where the supplies were located.

Corrective action. Please ensure that the staff are trained on how to implement the emergency plan and where the emergency supplies are located.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Two staff records did not have a verification completed by the ECE registry.
