A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Outdoor play area: There are prickly thorns that are starting to get overgrown and pieces of plastic garbage in some spots.
Corrective action. These items were scheduled to be addressed this morning, towards the end of this inspection.

A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation. Outdoor play area had some debris present at the time of the inspection. Additionally some equipment stored ineffectively and one large root on the under three playground that could pose a tripping hazard. LO reviewed these items in depth with the manager who was off site at the time of the inspection.
Corrective action. Ensure the outdoor play area is age appropriate and that children are free from harm.
11160 - CCLR s.16(3)(a) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. A new staff working in the program did not have their certificate posted in the facility.
Corrective action. Ensure educators have certificates displayed in the facility.

At the time of the inspection the following items were observed as potential risk to the children in care and shared with the facility manager; - blind cords accessible in the school-age program - nail polish remover available in the school-age program - outdoor de-icer (salt) assessable in the school-age entrance and on the IT playground - metal post exposed on the ground near the outdoor play equipment - garbage and debris present on the two outdoor playgrounds - IT fridge light broken - kettle accessible to children in the Group Child Care classroom - storage of nap time equipment net effective - electrical cords accessible in the IT nap room
Corrective action. Ensure a healthy and safe environment is provided at all times.

Observation. A child in care was dropped off at the facility but was unaccounted for two hours before found unharmed.
Corrective action. A Licensee must ensure the health, safety and dignity of children in care is maintained at all times which includes an effective system of supervision at all times.

Observation. The outdoor playground for the Group Chid Care program has a wooden border surrounding the climbing structure. Several broken sections are evident that could pose a risk to children playing in the area. The LO reviewed this item with the manager at the time of the inspection.
Corrective action. Ensure outdoor equipment accessible to children are safely constructed and free from hazards and in good repair.

Observation. A staff working in the program on the day of the inspection did not Immunization status.
Corrective action. Ensure all staff files are complete including immunization status. This is a repeat contravention.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. A staff working in the program on the day of the inspection did not have evidence of their certificate being validation from the ECE Registry.
Corrective action. Ensure all staff files are complete including validation. This is a repeat contravention.

Observation. The facility fire drill records were reviewed during the inspection. Three months were communicated to be practiced however their was not record of when these practices took place. The LO reviewed this with the manager during the inspection.
Corrective action. Ensure employees practice implementing the fire drill system and record it at least once a month.

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. The facility has completed renovations related to a recent flood which has resulted in some equipment and supplies stored in areas that impede the operation of the programs. These items include; - some construction debris stored in the Preschool program, several shelf's not secured to the walls, several boxes stored in the hallways, ladder stored in the lower level hallway, several items stored on top shelves in area's where children regularly play, plugs and extension cords accessible to children in care in several programs, numerous outdoor play items stored which allow for pooling of water, sandboxes not covered to deter animal activity. Several items have been corrected prior to second inspection.
Corrective action. Ensure equipment, furniture and supplies are sturdy, safely constructed, easy to clean and free from hazards at all times.
11080 - CCLR s.15(1)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Several items were observed accessible to the children in care that could pose a risk. These items include; - Lysol cleaning wipes, other cleaning supplies, laundry supplies, salt deicer, metal plate loose near a baseboard heater, staff purse, and gardening tools on the outdoor play area. Some of these items have been corrected for the second inspection.
Corrective action. Ensure children do not have access to any object or substance that may be hazardous to their health or safety.
11200 - CCLR s.17 - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. Several children have medication available to use in the facility. Some of the medication permission forms did not identify when or how to use the medication, or the amount of medication to be used.
Corrective action. Ensure clear instructions accompany all medications provided by parents regarding the administration of said medications.
16010 - CCLR s.53(1)(a) - NUTRITION AND FOOD SERVICES
A licensee must (b) promote healthy eating and nutritional habits.
Observation. Lunch kits were observed stored on tables in the some of the programs without ice packs within the kits. Fridges are available for the perishable food items but not consistently used posing a risk to the storage of the children's snack and lunch items. One program additionally has a cereal product accessible to the children that has a high sugar content. The manager relayed that this was likely a left over item from a Christmas craft.
Corrective action. Ensure healthy eating and nutritional habits are promoted.
17020 - CCLR s.48(1)(b) - POLICIES AND PROCEDURES
A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. One fire extinguisher in the facility did not have a tag identifying if the piece of equipment was recently serviced and capable of supporting an emergency.
Corrective action. Ensure equipment is able to respond to an emergency.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. The attendance documents in the Preschool and Group Child Care (30 months to School-Age) program are not being maintained consistently resulting in inaccurate documentation of the children in attendance in each program.
Corrective action. Ensure attendance records are accurate at all times including arrival and departure.
